xu THE STATE CAPITAL Doing of Legislators Who ‘Wax, Fat on Three Dollars a Day.” Material Amendments to the Seventy’s Charter, Shall the Rate of Taxation in New York Be Increased? The Governor to Sign the Erie Bill. Religious Consolation for Pious Souls in Prison Dress. Stray Jottings and Quick Judgments on Metropolitan Affairs. ALBANY, March 18, 1872, Some of those who opposed” the amendment to the Ene Classification Repeal bill, providing that no director in the Atlantic and Great Western Rail- road Company shall be eligible as a director in the Erie, have been endeavoring to impress upon the mind of the Governor the idea that that clause will render the bill unconstitutional. They have Thad a faint, lingering hope that he mignt suggest that the clause be stricken out before he affixes his signature to the bill; but it 1s generally conceded that the plea of unconsttution- ality is, as 1% was characterized in devate, alto- gether too thin. There need be no doubt whatever that the Governor will scon sign the bill. Now that the Erle matter is practically ended, the SUBJECTS THAT ATTRACT MOST GENERAL ATTENTION here are rapid transic and the proposed new char- ter for the city of New York. When the Committee of Seventy’s Charter passed the Assembly nobody supposed that it would pass the Senate in the same shape. Leading republicans in the Lower House ‘who voted for it were avowedly opposed to some of its provisions, and it was sent to the Senate in order to get rid of it for the time being, members knowing Well that at least some of its objectionable features Would be changed. The indications are that it will Not be acted upon very speedily in the Senate, The idea seems to be to postpone the serious considera. tion of the charter itseif until some other measures now before the Legislature alfecting different de- partments of the administration of the municipal affairs of New York shail have been disposed of, 40 that there may be harmony between them all, The opponents of THB SEVENTY’S CHARTER ag it stands at present have already presented their views before the Committee on Cities of the Senate, and, a8 I have stated heretofore, the committee in- tend to materially amend the measure. Meanwhile ‘the other bills, some of wiiich were introduced last week, are to be pushed forward as rapidly as possl- ble, and the character of the charter to be reported by the commitiee will depend, in many important Particulars, upon the action which the Legislature may take on their action, On the suggestion of sev- eral members of the Legisiature a number of prominent republicans representing the CUSTOM HOUSE AND GREELEY FACTIONS met in New York yesterday for the purpose of ar- Tiving at some understanding with reference to municipal matters in the city, The meeting was ins formal; several members Of the Legislature were Present at it, and an arrangement was effected Louching legislation, as above suggested. It was Substantially agreed among then that the sine qua mon ofa charter tor the city is a limitauon of mu. Bicipal authority and power to the ute most extent consistent with the right ‘of local self-government, and that nothing not absolutely requisite under a strict interpretation of the constitutional grant ght to local self. overnment siowid be con: by the uew char- r. Thus they design to exciude from the proposed charter the provisions concerning the docks, the police, the Board of ilea.th and the Fire Depart- ment. There are bills vefore the Legislature for the Teorganization of those dep: nts, THE COMMERCIAL DISTRICT BILL, Dow in the hands of the Commiliees on Commerce Of both houses, which takes m all the Stale ofices Jor the port of New York, provides also for the ad- mainisiration of the afiairs of public docks, Tne bill mmtredaced by Senator Tiemann jor a new Police Commission, Non-partisau in ciaracter, io consist of six members, three republicans and three demo. crats, to be chosen by the Legislature in the same manner as the Regents of ihe University, and which Proposes to include Brooklyn, Staten isiand and part ot Westchester county, as well as New York city, will be acted on belore the Charter, and if adopted the charter Would be aiiended in accord+ ance with it. Tne same may pe said concerning Senator Weismann’s biil for the APPOINTMENT OF HEALTH COMMISSIONERS, which was introduced on the same day as Tie- miann’s Police bill, both being very similar in their geueral features. ‘Tne latter includes the mnspection of buildings, the reorganization of the Fire Depart- ment and other branches of the city government. dt was talked over at the meeting. It was deemed desirable to secure the retention of such municipal officers as they considered to have secured the pub- Jic confidence, and whose displacement, in weir opiaion, would give no assurauce of a better a@ ministration; but, on the contrary, might result in ihe substitution Of those from whom a worse acministration might be expected. This is intended vo apply parucuiarly to THE ELECTION OF COMPTROLLER GREEN, Commissioner Van Nort and tue present Hoard of Aldermen, so that in order to carry out this plan tue provisions im the pew charter wich removes ilese officers would have to be stricken out. An- other conclusion of tue caucus was the necessity jor the displacement of such oft as they be- lieve have not the public confidence, ana this they consider calls Mayoralty election to GET RID OF MXYOR HALL; provision for the reorganization of the Tax Office to get rid of Tax Gomimissioner Sands, and similar provisions to cut of oiicial heads in the Dock Commission; Tom Felis in we Park Commis- sion; Vell and his associa in the Charities and Correction, and Hitchiman and his in tne Fire Com. mission, Ji was further resolved that if was de. sirable, as far as possibie consistent with public interests ana party expediency, to conform to the Tequests of the reformers, aud that ail these several Objects would be promoted by the passage of we bills proyiding for 4 NEW AND NON-PARTISAN METROPOLITAN POLICE BOA & new and non-partisan Commercial Dis partment of [ % pus tue } BLOOd What de oard of Health, and the rict bill, which embraces the De- Ss, The plan of these politicians 18 age Of these bills, and it is under- purpose, Both branches of tie Logs ature met this evening, but the atioudance of 1 vers Was not large, and only routine business was transacted, Among te bilis ordered to a third reading in the Senate was the bill to increase t of taxation in New York city irom two per us fixed just year, 10 two and two- Fepeal the act providing for THE NEW POLICE The Assembly was cu consideration of general orders, ¢ acts, mostly local and devoid of general in were progressed or ordered to a third reading.
