A New Tariff Proposed for the Country. ‘The regular meeting of the Chamber of Commerce ‘was held yesterday at their rooms, in William street, Viee President Upayke 1a the chair. ‘The Chamber declined tu petition Congress for an @ppropriation to put into operation Colonel Gowan’s ‘plan of lightering vessels over bars, while approving ef the general system as explained by kim at the Qast regular meeting. Mr. OppyKE announced that a bill was now be- fore Congress relative to the assaying of precious metals, the effect of which would be to throw the ‘business into the hands of a moneyed monopoly at San Francisco, and urged that the Chamber take chon. The bill was referred to the appropriate ommittee, with power to call a special meeting to make their report. PROPOSBD N8W TARIFF LAW. GkoRGE W. Dow submitted tne following in sup- port of w permanent tariff law, which he suppie- mented by a brief speech. TAXATION OF BONDS AND MORTGAGES, Mr. McKenzie offered a resolution reaMrming the fetion of the Chamber in 1871, in favor of the ex- emption from taxation of bonds and mortgages on Feai estate, which was adopted. A resolution imstrocting the Committee on Baildongs to petition tne Legislature to amend the eharter of the Chamber 80 as to permit it to hold 200,000,000 real estate was introduced by Mr. Tou- @wy and adopted. THE GENERAL ORDER CONTROVERSY. ‘The special committee appointed at the request of @ollector Arthur to confer with like committees vom the Custom House and the warenousemen made their report, embodying a schedule agreed wpon by the joint committee, The report was adopted and the committee thanked.
