FINANCIAL AND COMMERGIAL, | & AGrand Bull Campaign in the Stock Market. Northwest, Pacific Mail, Union Pacific, Ohio and Mississippi and Western Union Advanced Three-quarters to One and Five-eighths Per Cent. THE GENERAL LIST STRONG. Governments Firm and Higher, Gold Lower, Foreign Exchange Steady and Money Easy. SOUTHERN SECURITIES DULL. What “Outsiders” Know About Railway Mortgages and Other Bonds. TO INVEST MONEY. WALL STREET, } Monpay, March 4—6 P. M. On ’Change to-day wheat was dui and held Ormly for spring, with prices uncertain. Cotton ‘was quiet and firmer. MONEY EASY. ‘The ease in money anticipated upon the assump- tion that Saturday’s bank statement indicated that the banks had about touched bottom in the process Of depletion was fully apparent to-day, the market opening with money at’ seven per cent, and, although subsequently as hign as seven per cent coin was paid, easing off towards the close to six and seven as the recognized regular rate among the leading houses, witha repetition of the decline of Saturday to four per cent in the flurry just before the close of banking hours to place balances left on hand. The effect of this recurrence to @ normal state of money after the recent effort at producing artificial stringency was noticeable in A STRONG BULL MARKET IN STOCKS, ‘which governed transactions almost throughout the entire day, the intervals of reaction being slight. Tne leading features were, as on Saturday and dur- img last week, the stocks which have been the occasion of such asharp contest, Pacific Mail and Northwest common; but these were closely followed by Union Pacitic and Western Union, and joinea to- ward the close by Northwest preferred and Onio and Mississippi. Erie was an exception to the en- tire market, and went off upon free sales to 32% against 33% Saturday, recovering to 3244, at which ft remained steady. This selling movement was simultaneously carried our in London, late de- Spatches from there stating that Erie closed flat upon realizations at 31% a 32, In Amsterdam, where the market opened at 2934, it closed at 29%. We have said the bulls early took possession Of the market and maintained themselves; but their most brilliant dash was made between three and five o'clock, when they moved Pacific Mail up to 62%, Northwestern to 79% for the common and 9214 ‘for preterred, Unton Pacific to 36%, Western Union to 70% and Ohio and Mississippl to 453¢—the highest figures being near the last pricet—an advance ranging from % to % per cent, crowning a steady forward movement that had already marked them ‘up considerably. The most active stocks during this period were Northwestern common and Uhio and Mississippi, both of which left oif at the highest point of the day. The rest of the market was strong fm the rear of this brilliant charge of the bull forces, and night closed on the bears completely demoral- 4zed and apparently utterly 1 outed. THS TREASURY PROGRAMME FOR MARCH {a unimportant, and provides only for the purchase of $2,000,000 of bonds—$1,000,000 each on Thurs- day, the 4th inst, and Thursday, the asth «inst, respectively. This is the first tme since the Secreiary inaugurated this policy of Treasury operations that sales of gold have been omitted from his monthly Programme. RAILWAY MORTGAGES ‘Were steady, with a light business, as is usual on Monday. There is a manifest disposition among the Investors in this class of securities to select the Mortgages of old completed roads in preference to those of new roads, sold for purposes of construc. tion, There is also evinced a disposition among Capitalista and those seeking safe and prontable investments for their money to distribute it through ® variety of securities oi the class mentioned, 4ncluding government bonds. This has been tne more apparent since the recent excitement respect- ing the stability of the savings banks, which stimulated much popular examination of the Various securities obtainable in this market Offering safe investment, a good rate of interest and ase of negotiation, This ciiss of inquirers almost invariably struck governments first, where many of them remainea; others wandered into the maze of Collateral outside, and, beginning with old bigh- Priced railway bonds, hesitated, deterred by the premium, seeking in a descending scale of value to Settle upon something that would satisfy them, Gntil premium and safety being both lost, in thelr Judgment, altnough still tempied by a high rate of interest, chey put their money back in bank. again, ‘There are quité enough, however, of this class who, having halted by the way, nave obtained a gumpse Of the financial arcanum that has stimulated their Curiosity (o penetrate still iurther into its htaden | Erie... sources of profit, and theze still continue their in. quiries, stimulating dealings tn the direction wo pie pointed out. No notice of prepay- ment was given by the Secretary, but a considerable amount has been already dis- bursed on this account. In the loan market the carrying rate was 3 to 5 and at the close 7 per cent. The gola clearances were $31,167,000; gold balances, $1,039,304; currency balances, $1,151,047, The As- -gistant Treasurer paid out $145,000 gold on account of March and January interest, and $243,000 on ac- count of five-twentics redeemed. Ceomptroiter iP Finds ao ‘Alleged Defi- ciency in the Accounts of His Predecessor— $99,160 To Be accounted For—Action of the Aldermen, At the meeting of the Board of Aldermen, held yesterday alternoon, a communication was fe- | ceived trom Comptroller Frederick A, Schroder, calling the attention of that body to an alleged de- ficiency in the accounts of his predecessor in office, Mr, Evan M. Johnson. The defelency is of cash re- j | turned to the city for sewerage bonds, and assess. ment bonds issued for street improvements, made | under the authority of the Water Board. in addition to the deficiency in principal, the ac- crued interest, it is set forth, 18 unaccounted for. The Comptroller encloses a statement showing that | the detictency on sewer bonds amounts to $41,110; that on assessment bonds, $58,050, Comptroller Schroder says:—*fne Corporation Counsel has ex- | pressed to me the opinion that the laws author- | izing the issue of these bonds ciearly intended that | they should not be sold for less than par, inasmuch 4S no provision was made to cover any discount by | assessment or otherwise, ‘The books of this oMce | Contain noevidence that discoumts were allowec to any party, No rate of saie is stated, ‘ine reports of the ex-Comptroller fail to make any eX- hibit of such dtscouats or deticiencies, ‘These ponds bear interest at the rate of seven per cent per an- lum, and are as good a security as the city offers tor sale; those referred to are still outstanding, and mostly in the hands of first purchasers, Spectfully submit these facts to your honorable body tor constaeration, and ask that such steps may » be Laken as may be considered expedient. to make | Up the deficiencies reierred 10,’” The ex-Comptrolier, Mr. Jonnson, when written to by Mr. Scnroder and notified of the deticiency, re- Plied that upon the total sales o1 sewerage ponds made by him as Comptroller, there occurred a defi. ciency, which 18, he presumes, the amount of $41,110 auiuded to, r. Johnson's explanation continues :—“Upon the total-sules of assessment bonds during my term a little deticiency in receipts occurred, the amount of which 18, 1 presume, the other amount stated in your note, $53,050. In each case the buoks Kept by me in the Comptroller's office give the correct amount. The CAUSE OF THE DEFICIENCY in both cases was the very simple one that the bonds did not bring par. The discount at which they were go obliged to be sold 1s tue deficiency re- | ferred to. In answer to your inquiry, ‘How in my Opinion should such deficiency be provided fort? can only say that there seems to be but one way— that 1s, to issue a sufficient number of new bonds therefor when required. ‘The account® are running ones. Each bond is issued against a general account, not for any par- ticular improvement, and itis to be hoped that may eventually balance the discount lost. But if ‘this desirable result never should be accomplisaed, I still see no other way to provide for deficiency on receipts but the issuing of new bonds theretor.’? Comptrolier Schroder adds that the “general fund accounts,’ as he bas had them written up to December 31, ‘show @ surplus in some cases and &@ deticiency in others.” ‘The general aggregate deficiency ts ‘The general aggregate surplus is, The net deficiency being........ With regard to this latter account tae Comptrolfer 8852, 284 43 » 38,189 34 apply the surplus to the reduction of the deficiency, and suggest to your honorable body the propriety | of procuring, by legislative enactment, the power to issue bonds, the amount of the net deficiency, the Pee in six years, proceeds of which shall be applied to the ciosing of all overdrawn accounts. Provision for the pay- ment of the bonds at maturity should be made py directing the insertion of $50,000 in each annual budget until a suflicient amount shall have been raised.” He also annexes a tabular statement of the surplus and Mletictency accounts for the enlighten. ment of the Common Council, ‘Lue whole subject was referred, without debate, to the Finance Committee of the Board of Aiaermen, | with power to send ior persons and papers, The Committee of Fitty—Costly Street Light. ing—The Common Council Taken to Task for Ite Extravagance. The Sub-Commitcee of Fifty yesterday furnished | the press with a report of their investigation of the | affairs or the departments of Auditor and Assess- ment,,as relates to street lighting. The document thus illuminates the subject in opening:—The ac- counts which have been subjected to our examina- tion show that during the years 1869, 1870 and 1871 there have been erected in our city 5,530 new those taken up aud reset at snorter distances, | $200,000, sub-cominittee is informed and velieves, com- menced @ career of feckless proaigality in the establishment of additional lamps, many of the metnbers seeming to vie with each other in their efforts to determine who could set the greatest number in their respective districts, and not satis- fied with ordering these 5,680 new lamps, that body, it appears, passed resolutions to take up about oné thousand that bad been previously placed, and set them at distances one-hail to one-third less than the positions they had previously occupied, thus sub- Jecting the taxpayers to a cost of avout twenty thou- sand dollars, Which was not only a wasteful expen- diture, but added greatly to the cost of lighting our chy. dsven if the above stated 5,*00 new lampposts and ; lamps had been really needed, and if the resetung of the 1,000 had been necessary, your sub-commit- tee, [rom intormation received, believe that it could have been accomplished for $90,000 less than the sum cl The subjoined statement shows the alarming an- nual itcrease in the expense of conducting this department of our municipal affairs. in 1863 our city population was about 390,000:— ‘The expense of lighting the streets w: $135,000 In 1867 the expense was. 325,000 In 1800 there was appro 400,000 And a debt incurred of. 172,000— 572,000 Tn 137y there was expended about. . 670,205 In 1871 there was expended about. 702)405 From the foregoing it will be perceived that while the popuiation since 1863 has increased forty per cent the expense of rad iuuminating has in- creased about 500 per cei iu regard to the sipeuse of street lighting during the three years, it may be stated that in the year 1867 the appropriauon was $325,000, which was avout the average proportion during’ several pre- ceding years, taxing into account the gradual growth of the city. Taking into account also the increase of popula- tion, the apererate expense of lightiug our streets In 1469, 1870 and 1871 should not have exceeded $1,350,000, Whereas, fromn official information, the ex- pense has been $1,944,405 during that ume, showing an excess Of $6504,: 405° more than should nave been expended had the money been economically used. ‘This $594,406, added to the expense of setung and resetting lampposts, a8 before expressed—say $290,000—makes an aggregate of about eight nun- drea and eighty-five thousand dollars, which, to this sub-commiltes, appears vo bave been improperly expended on account of street ligating during the years 1969, 1870 and 1871. ‘The report concludes as follows:—A review of the foregoing mduves the opinion that the time 1s ap- proaching, if it as uot already arrived, when ue great legal question must be adjudicatea, whether the stewards to whom the taxpayers of srookiyn entrust their treasure and its disbursement shail not be held to accountability pecuntarily, the same as in all ovber stewardstips, trusteesbips and agencies in social and commercial life. The adjudication of this question is of vital interest to the taxpayers of the city of Brooklyn. Candidates ior pubitc ofice might then understand that, if elected, they accept their positions subject to the forfeitures and penal- ues which malversation on their part might incur, even if that malversation shoula not extend beyond the jimits of a reckiess prodigality, No Seat, No Fare. At the meeting of the Brooklyn Common Council yesterday afternoon Alderman Wylie presented the subjomed resolution, which will prove highly grati- fying to the travelling public ‘of that city in event Of 118 being enforced :— Resolv no railroad company in the city of Brook- lyn sball require any passenver to pay fare unless auch pas senger abal! be provided with a seat.
