Commercial paper was steady and quoted 7 Per cent for prime double names. ADVANCE IN FOREIGN EXCHANGE, A scarcity in commerclal bills on Europe and the recent large demand for remittance against im- ported bonds have combined to stiffen the foreign exchanges, and the leading drawers aavanced their Sterling rates *¢ per cent to-day. STOCKS DULL AND LOWER, The stock market was steady and very dull, with a firm tone, most of the day, but became weak and rapidly declined in the last hour of business, the Gealings toward the closing of the Stock Exchange being ata range of fully one per cent below the miaday prices for the several leading special- tues, sach as Union Pacitic, Pacific Mail, Western Union and Ohio and Mississippl, while elsewhere the decline ranged from three-eighths to three-quarters per cent. The attention of the street was stl largely concerned with the career of Hannibal and St, Joseph, which fluctuated between the extremes of 474 and 42. A great deal of stock was bought in for the account of brokers who failed to make their deliveries im the ola certificates, which foc this use were worth at one time as high as one-half per cent, or $60 for every hundred shares, The brokers of the “ring” who have issued the additional five millions of capi- tal made their tenders of the new stock to-day, and in each case took along a notary and a witness of ¢he proceeding, who re- corded and subscribed to the facts of the tender of the stock. Meantime the Stock Exchange insists upon the old certificates as being the only “good deliveries,” its action in that respect being confirmed by the Goveruing Committee, who, at another spectal meeting this afternoon, tnoroughly discussed the question and decided that as the transfer signatures of the Messrs. Duncan, Sherman & Co. were a registration of the stock to all intents and purposes, as required by the rules of the Board, the uew stock will not be a good delivery for thirty days from February 13, atter which interval .the registration at tne Tentn National Bank will be recognized. While some par- es shrewdly suspect that all the present com- motion has been excited for the purpose of enabling the “ring” vo cover their ‘short’ sales, others think that the new certificates which made their appear- ance to-day are really portions of an extra issue of five militons of common stock. In any event, for thirty days to come it would be well if every owner of the common stock should insist on ils broker calling his certificates from the market and refusing to lend them. This course might result in the severe punishment of those who, without the knowledge of the stock- holders and without notice of their intentions to the public, have secretly increased the capital of a cor- poration fron#four to nine millions. Between the good faith of the Governing Oommittee in their efforts to suppress the practice of secret stock watering and the Knowledge now of stockholders of their power, the present opportunity ought to be taken advantage of to teach the “ring a costly lesson. It 1s a pity that some such daring spiritas Commodore Vanderbilé is not Interested m the matter, so as to makea “corner” on the “ring,” which, as a punishment of rascality, would be a more striking piece of poetic justice than even the famous Harlem ‘corner’? on the Aldermanto legisiative rings of 1863-64, There was a smart recovery 1p Harlem, with sales at 113%.
