Some of the Justices are men of mean capacity, vulgar manners, illite. rate in speech, and not very liberally gifted in their grammatical studies, with the exception of two, who may manage to articulate the English language passably. But one of the entire eight police magis- traves or “Judges’! as they used to be termed in the fash newspapapers, ever had the good fortune to open a law book before. entering on his magisterial Tanctions. But one has bad a good English or col- legiate educauon, and six out of eight of the bench of police magistrates are poorly informed men, avd are entirely ignorant of the fandamental principics Of the law they they profess to administer. In per- sonal bearing and courtesy of manner toward the unfortunates whe come before them for justice—for mercy cannot be optained unless “there is money 10 W—two are noted for their bratality, and for the pinchdeck imitations which they endeavor to insti- tute of the brief, curt, but dignified manner of the English police magistrates, who are, without exception, gentlemen of culture and education, a8 well as being of high social standing.
