The changesin the military departments of the country, which were announced in the HERALD last July, and which were so screnuonsly aenica upon authority, are soon to be made public. They wil ‘differ very tittle from the programme then an- nounced. The expectation of this order after its announcement in the HEBALD, the details of which are being arranged by the President, the Secretary ‘of War and General SherMan, created a great deal of anxiety in military cifdles, and the War Depart- ment was deluged with letters from army officers inquiring into its provisioas. The Department of the ‘Lakes is to be abolished and General Phihp St. Géorge Cooke will be placed upon the retired ‘lust, General Sheridan will not come East, a8 was atfirst iucended, with lis headquarters at New York, but will have a large territory under his comman1 commensurate with his renk as Lieutenant Geriera!, with headquarters at St. Louis. ‘The titention 16 to give him control of all thé Tadian (tifes, as far'as it cau be done without encroaching oo much upon the Military Division of the Paotiic, ‘Commanded by Genoral schofeld. The article was headed “Leaks in the Treasury—MMifons of Dollars Abstracted,” &c, Alter along review of the subject, fortified by ex- ‘tracts and references irom the§ books of nis office, the Treasurer says:— The charge of the destruction o1 cartloads of aecoune books Uke the one that | he. tad taken, on warrants made payable to Spinner, moneys amounting to over three millions of douars, and for which he had not account ie hoped, sum- ciently disproved by tne simple slstement of facts the truth of which can be verified by any one who Toay claim fo exainine the records and papers that are accessible in the various oifices of the depart- ment to which ihey properly belong. Tne charge that he arrived fu England on the 2uth of May and proceeded to Baden, when he parted with his com- panions and disappeared, was in perfect keeping With all the rest. The whole article, from the be- ginning to the end, ro far a8 any material fact is concerned, Gencral Spinner says, an unmitigated tie, and was £0 Known by its getters up when it was invented, penned and published, It tad been said of municipal officials of a Northern city that they do not deny the charge of robbery of the public mouey made against them. There ts reason to ocHeve that, taking ad- vantage of my absence in a foreign land, these false charges Seniors the Treasury Department that origi- nated in the organ of ‘the Ring’ in that city, and whose editor 1s. one of its members of the Senate of the State, were “back fire” and “stop thief’ dodges, and made with a view to draw attention from them: selves and thelr “stealings,” and that they might say, “Why shoald we deny general charges of ofM- cial dishonesiy When an Official of the national gov- ernment, who is charged more specifically with wrongdoing, makes no demaly” ‘These were the motives tha! induced me to swerve from the generat ruie not to give ‘heed to slanders and lideis, Trouble with Ka Kiux in Mississippi. A letier received at the Internal Revenue Ofice, from A, P, Shattuck, Assessor for tie Third district of Mississippl, reporting that on the night of the 28d inst. an attempt was made {to burn the As seagor's office at Okotona, in that State, but the fire was extinguished before material damage was done. The day before the United States Deputy Marshal arrived at Okolona with warrants for the arrest of a party of Ku Klux. The Assessor tendered him what assistance he could, and his clerk assisted tn making the arrests. Five persons were arrested and lefs at his house, and during the night the revenue office was fired, As- sessor Shattgek thinks there is no doubt it was done by triends of the prisoners, aa the town was full of strangers all night and threats were freely made against the ufe of Mr. Hall, the Assessor's clerk, for the part he took In the affair. Assessor Shattuck respectfully suggests that it might be advisable to have United Staves troops stationed there for the protection of government property, and excitement runs high over the arrests already made and to be made, and his office ts labie to be burned at any time.
