10 THE TWEED TROUBLES What Does the Arrest of Bill Tweed Mean? A Curious Theory of the Re- sult Aimed At. The Republicans Grabbing at the Railroad Control. THE LULL AFTER THE STORM. YESTERDAY. THE “Boss” His Bondsmen—Who They Are, What They Are, and What They Have Been, “What is all this going to amount to—this arrest of Tweed?” i “Well, I don’t know. ing dodge."”” “On, no; that won’t do, Those documents are too heavy.” «Well, why don’t they arrest Ingersoll and the others? ‘ihe papers in the suit and the order of ar- Test are against Ingersoll, Garvey and Wood- ward as well as Tweed, and you can bet if @ny of them were running for State Senator they would have been arrested just as the “Boss” ‘Was, Why, that arrest could just as weil be made the day after election as yesterday. It was done for ‘effect, ana nothing else.” “{ think you're wrong, I don’t think Charles Conor would go into anything of the sort for effect.” “No, I don’t suppose he would, Knowingly; but I ‘think he 1s being made use of by some sharp specu- | lator, who knows how honest and earnest he is, and he has a sort of superficial case given him, and he oes Lo work to do good, There's something behind ‘this that everybody don’t see.” “There must be. But what can it pe? I can’t believe that O’Conor 1s going to drivel now.” “Oh, no, There is not much fear of that. He un- Gerstands the business better tnan 1 do, and I know if he thought anybody was trying to make use of him to gain any private advancement on the strength of public excitement he would drop the whoie matter like a hot potato, “What do you suppose the odject can be?” “Weil, I nink it 1s a desperate attempt to GET HOLD OF THE LEGISLATUR: ‘by that means get control over the Central and Erie roads, and finally get such a power over the rail- Toads of the country as would make old Tom Scott, of Pennsylvania, paralyzed. Tom, you know, 18 a candidate for President. The republicans must have Grant again or they are dead, gone forever. They are determined to get it by any means in their power.”” “1 must confess I can’t see through it.”” “Oh, itsadeep game. Look here. Tom Murphy ‘Ws running O'Donovan Rossa for Senator against Tweed. Now, no sane man thinks that-Rossa or any other man like him can beat Tweed. Murphy is to pay O'Donovan Rosea’s expenses, and if the Legislature is republican then they will go im, con- test Tweed’s seat, find out some repeating or false counting and have him thrown out on the ground of fraud and O'Donovan Rossa Geclared a member. Then the Erie Directory bili Would be repealed. Tweed, you know, is one of the Preferred directors, There would be a grand Splurge. By degrees the Erie people would be Squeezed down so that the Hudson River und Cen- tral folks would come into power, Fisk, Tweed, Sweeny and tne crowd would be swamped, and, I tell you, it would take many months before the Grant crowd, through Conkling and murphy, would be making everything work to suit themselves and It looks like an electioneer- aetié him that they were unshaxen in their hellet that he could prove bimself innocent of the charges that had been him. After these callers bad i one by one, a HERALD reporter dropped in to see if the head of the department looked anyway disturbed alter his experiences of the day before. He was seated at his desk busily engaged in writing as the reporter entered, and he Jaid down his pen the moment he saw who his Visitor was, As the latter shook hands with him he was enabled closely to study the ‘Boss’ ” looks. He appeared to be as jovial in mood as he ever was 1p his itte. His countenance bore no trace what- ever which would have ied one to suppose that he had so lately undergone an ordeal that would have Made most men, guilty or innocent, to have pi ai A VERY SLEEPLESS NIGH? i cheerfulness and moved about with a more elastic step than he had for weeks past. The reporter took @ seat, and, while Mr. Tweed went about fixing a book here and stowing away a document there, re- marked :— “I came here to see you looking very downcast, Mr. Tweed, Krom all I could Jearn outside you were, to use @ Vulgar phrase, very down in the outh.’? mone “Boss” turned round abruptly, and, as he pressed his hand down upon the wafer of an eu- velope to a letter, with @ whack that made the table near where he was shake and ghiver, he burst oui langhing, and exciaimed:— “You don’t say 80, Well now it is strange how people who don't Know me and probably never saw me know all about me better than I do myself, I dare say you can go along Broadway now and find eul Many very Wise individuals Who will tell you to-day string up and down my office tearing my hair out by the handstul and cursing the day | was born. Why, I met # friend of mine to-day who met a republican friend of his who was almost ready to swear | had lost TWENTY POUNDS OF FLESH since Monday. Now [look very much like a man Who Jelt troubled, don't 1?” and the ‘Boss’? sat down in his chair, a broad grin spreading all over hus face. nen you feel w-day, Mr. Tweed, just as easy about the hubbub that Is going on as you did yester- day “I feel perfectly free from any feeling of anxiety,” and the ‘oss’? again laid down his pen, and lean- Ing forward and laying emphasis on every word as he spoke by bringing down his rigant hand upon the open palin of his left, went on— “Candialy [do not want you to think that the arrest has given me no trotible. It as in this re- et—I have had to bother about getting counsel, occupy @ great deal of time In consuitauous, &e. The mere ideaof being placed under arrest, no matter for bow short a time, is nota pleasant one, and most inen naturally feel keenly the humiliation ofthe thing, no matter if they areas pure as the angels. Tam human, and I as.ure you it is not no’ pleasant to be sought after by an eficer of the jaw, with every scotfer at hand to fling the numila- lion In the face of your family. But aside trom this aspect of the thing I have felt no uneasiness from the start about this POLITICAL WARFARE upon me and feel none now. I nave no reason to 4, and when I get into the Courts, where they say they want to ge! me, | w'll be apie io prove my iunocence so clearly taat he who rons may read.” hen you feel confident that when your case comes on at Albany you Will be able to disprove anv and every charge that has been lmade against you??? “Jean, It would be very foolish on my part now to let everybody know just how my counsel will prove my inocence, what lacts we have in our pos- Session and how the wrong that uas been done me be set right as {ar as the law can doit. I bide Ty time quietly, and when the trial 1s ended my friends, I know, will not have reason to regret that they ever put confidence im me as a public oficial.” It was now growing late, and Mr, Tweed rose to go so as to be in tine for the train, and the reporter, thauking him for bis courtesy, went his ways medi- tatingly. THE MEN OF BAL. Who They Are and What They Are and Were. When the phjiosopher who is now the recognized champion of protection and the highest authority in the country on subsoiling rushed down to Richmond to basl out the chief of tne defunct confederacy he caused a large number of reckless philanthropists to hope for similar distinction. For these men right- fully considered that there is often more honor, in @ worldly point of view, in shielding a dis- Unguished criminal than in private devotion to an obscure saint. And so it was that on Friday, when the fate of Big Six was trem. bling in the balance, and the best informed rounder in City Hall square knew not whether the Boss would be “pulled” like a thief who had purloined a five cent piece, or have to listen t@ a polite intimation from the Sheriff that he was wanted by the State. A host of millionaires, SEMI-DEMI MILLIONAIRES heavy men rushed forward to bail great manipulator out of the clutches the law. Some of them, no douot, were actuated by the highest and nobiles; motives; but it is not unreasonable to suppose that the majority of the generous five were mspired to go bail for the sorely pressed and the of the officers of CONTROL THE RAILROADS of the whole country." The above conversation took place between two young men—one a we!l known momber of the bar and the other a publisher. The theory is given by the | Jegal gentleman and may be regarded a8 somewhat slartliug. The conversation took place in a Broad- Way stage. The patties iad Leen reading the full reports in yesterday’s HecaLp, and were naturally tuterestea in the subject which was uppermost in men’s minds. Everywhere the matver was spoken of, but the comments and reports in the newspa- pers formed the main texts lor their discourses. AT THE PUBLIC OFFICES in the new Court liouse and City Hall there was not the slightest evidence of the fact that any extraor- dinary circumstance had tkea piace within a few hours. At the Sberifl’s office there was nothing but the ordinary humdrum waiting for business by the deputies, while the watchinen waited aux ously in the small ante-room. No additional requests or orders to make any arrests of the co-defendants with Tweed in the suit brought by Charies O’Conor for Champlain. AT THR COMPTROLLER’S OFFICE the ordinary routine was being carried ont, but there was no excitement. Ail was yulet and Methodical as usual. There were many calied on te Comptroiler and Mr. (ireen, but nothing of in- terest transpired further than that the guillotine Was appiied by Mr. Green to a number of attachés of the Court of Common Picas, Supreme and Superior and Marine Courts, and there was paid $100,000 to the Department of Public Instruction for the payment of salaries ai currentexpenses, — Atthe Mayor’s office ana the other offices and de- qoreaca there was notiing’ going on worti men- joning, except AT THE TAX RECEIVER'S OFFICE. Here, of course, there was plenty of business, as the payment of taxes is goin on quite briskly. This may pe judged trom the fact that during the week teed the following amounts had been recelved:— a irday, 21 - $529,040 Wednesday, 25. .. $687,734 Monday, « 540,116 Thursday, 26.... 625,159 ‘Tuesday, 24...... 548,883 Friday, 76,735 Total.......... sees teeeeeeee 407,667 Parties whose taxes are paid up by the Ist of No- vember proximo are entitied to a rebate of Interest, and as the Receiver has agreed to receive checks transmitted by mail in payment and has allowed the rebate, it would be well for parties to know that the checks must be in the Receiver's office by November 1, and should therefore be mailed not Jater Luan to-morrow (Monday). They will then Feach the ofice “on or before November 1," and being under the law will receive the revate. The attachés of this department were too busy to take any interest in the affairs going on in other parts of tne city government, and realiy did not seem Ww care if all the “Bosses” in Christendom had been arrested. IN THE CITY HALL PARK. There was a most omunous silence and absence of the vsual crowd of loungers who usually throng the hallways and stairways of the buildings. THE “BOSS” TRANQUIL. How He Looked and What He Said Yesterday About His Arrest—Quiet, Calm and Un- ruffed—Certain of Acquittal, There was no excitement whatever in or about the Department of Public Works at any time yesterday, ‘The storm of the day before, when everybody who considered himself a sympathizing friend of the “Boss” was on hand to show at least, by sending in his card, that he was not among those who were ‘willing ¢o join in the hue and cry against him, had evidently wearted out the most persevering callers. So the haliways and the dark passages whicu | tdead to the Croton Water Department were | comparatively deserted. To be sure early | in the forenoon there was a smail | gumber of the every-day “petitioners” on hand— | men who had ali sorts of tavors to ask of the “Boss,” and who had ap idea that if they could only get ear him they would be certain to get what they wanted. What baa become of Tommy Vosteilo they ‘were at a loss to ascertain, and they ran about, here there and everywhere, iu (be hallways, secking him in out-of-way places, hoping that he might ve pro- pitions enough, if found, vo send in their litte slips Of paper. Hitchman, too, had gone no one knew where, and so poor Hart #nd Halligan and Batiger had to take the brunt oF the small battle al! to them- “Boss” by the example of Mr. Greeley. But no mat- ter what.their motives were they succeeded in dis- tinguishing themselves, and it 1s but right and proper that their merits should be acknowledged, A brief notice of each of tue bondsmen of the “Boss” will therefore be acceptable to our readers, JAY GOULD, the first on the list, enjoys a distinguished place in the history of speculation, and as an acute philanthropist has no superior, He has always cherished a strong affection for Tweed since the passage of the krie Classification bill, and Is ever ready to place a special train at the disposal of the “b'hoys.”” Eminent as the President of the Erie road, partmer of Smith & Martin, Broad sireet, it Was but hatural that he should have bow- eis of compassion for lis fellow Erie director. He ledgeé bis dollars, word and sacred honor that the joss Wouldnt run away, except lo Greenwich, TERENCE FARLEY ‘Was, it ys allege—no positive statement on a mat- terof Buch great importance should be rasily made—born “where the apple praties grow.’ Scorning the base sod that rotted the hope of the people, the ever reiiavle root, he came .o this city, and (it ts alleged) carried a considerable quantity of real estate—oll His shoulders. And real esvite went up when Terry Farley went up. A lou, rentice- ship in this business made bim wise; his eye teeth were cut; le conceived the brilliant Kea of reforming ‘politics and forming desirable alijances, In this he was eminently successful. He became an alderman, grew rich, and finayly swelled into a full- blown speculator {n lands ‘and houses. A touch of nature makes the world akin; atouch of oficial intercourse with the resident of the Board of Super- visor made Terry love the boss, So there is nothing extraordimary in the fact tnat he shed bis dollars and pledged his sacred honor that the Boss would face the music. BF. FAIRCHILD knows more than he could tell ina century, espe- Clally concerning the ilustrious President of the Board of Works, In the language of the charred West, Fairchila “friz” to the Boss. There was a wonderful unanimity in their opinions concerning Teal estate; but with Characterisuc modesty the Boss always gave way to BF. F, and when he had loose change in his puckets or Mr. Woodward was ready to lend him a little, Fair- child bought up houses. Very curiously, tne houses and lots purchased were always in the line of im- provements contemplated by the Board of Alder- men (the Boss), the Board of Supervisors (the Boss), the otuer parties (the Boss) and the party papers (vossed also), and were rising in value. Mr. Fair- child entertains an affection for Mr. William M. Tweed that is perfectiy tonching. Then why should he not plump down his dollars and pledge his sacred word that the Boss Was as innocent as @ child un- born’ MR, BERNARD KELLY was actuated sviely by motives of pure philan- thropy. He knew the “Boss” so well that he was realy to bet his botiom dollar he would not run away as long as there Was @ cent in the public MR. HUGH HASTINGS, the Beau Brommell of the metropolitan press, is a reformer Of the reformers, and. Uke a good Curistian as he 18, 18 Known by his “walk and conversation” — especially 18 Walk. Very respectfully, NATBANIEL SANDS. WOODWARD'S QUANDARY. In the Web of the Law—Tribute Levied on Woodward’s Silent Partnership in the Firm of Vanderhoef & Beatty—At- tempted Disguisal of Facts. The oMce of Messrs. Vanderhoef, Beatty & Wood- ward was yesterday quite gloomy and silent. Any one who had happened in might have fancied him- sell anywhere except in a counting room, Tuere was none of the bustle and intentness of business. It would seem that the spirit of trafic bad down thence, and if not that Life and thought had both gone away, that at least some kind of a strange shadow had failen upon the piace. Clerks and accountants were racher melancholy tn their manner, RESTLESS, THOUGHTFUL AND TACITURN. They were perched upon high stools, behind a glass partition, or lounging around, with their persons in listless attitudes—all more or less distraits— idlers when idleness was irksome and beset by ennui. In an inner nook, carpeted and furnished more finely than the rest, sat the elder partner of the firm, A gentleman entered and accosted the mer- chant, first gree ting him politely. “1s Mr, William H. Burns here, sir? “I do not know what you mean, sir.” ‘The face of the merchant was haughty, almost stera, and one would not be apt to suppose that he had had very pleasing thoughts before the stranger had entered. “Deputy Sheriff Burns, It is reported that he has taken possession of the goods of the firm,’? “No, sir (sternly)! Deputy Sheritf Burns ts not here. He has not taken possession of our goods at all, sir. There is no truth in the story; 1t is manufactured out of whole cloth.” “No truth in the story, hey?’ “It is a libel, sir; a Mbel, sir !? “Was not WOODWARD'S INTEREST in your business attached?” “Attached? No, sir, That’s impossible, for he’s onty a special partner, and his capital cannot be touched until after the expiration of tae term of partuership, two years from now. He has nothing vo do with our affairs at all; never comes here oftener than once or twice a year. He 1s allogetuer outside.’? “Was there no process served on you yesterday ?” “Why, yes, sir. Mr. Burns came here yesierday alternoon and made ioquirles about Woodward. We gave hum a certificate of the fact that Woodward Was @ special partner with us to the amount of $15,000. ‘then he served upon us an order to re- tam any property of Woodward’s which we held to te amount of $19,000 and a few cents. Of course the paper 1s useless, as we hold none of his money that can be levied on im this way. As 1 said beiore, the capital of $75,000 is secure untl the ex- piration of two years.”* “With whom did this ection originate, THE COMMITTEE OF SEVENTY :”? “Yes—that is, from Jackson Schulz. Its object 1s the satisiaction of a sult agaist Elber Wood- ward, which has been assigned to Schultz.” ir. Vanderhoet, is Mr. Beatty here to-day 2”? “No, sir; he went home jast night. He comes here ouly about twice a week.” “But he was here a good whue this last time, was he not?” (Lnguardedly) “Yes—no—that is, only for two or tree days.”? “I was informed, sir, at Norwalk yesterday by his family that very urgeut business had kept him in New York since Monday.” “I Know nothing of his private business, His lawyer 1s doubtless better intormed thau 1”? “Do you know anytiung avout THE TRANSFERS OF ESTATE which were made throuxh him by Woodward ?”? “NO, sir; 1 Know nothing, as I said beiure.”” “Periaps you have some positive knowledge ot the whereabouts of your partuer, Mr. Woodward? ds Le not in communication with you? “No, sir; 1 am totally ignorant Of all his affairs"? és “And you have not seea Deputy Sherif Burns to- ay? the Sheriff is not here :” “1 teil you, sir, he has made no levy (vehemently); it is all a he.” A young gentleman in the main office, when ap- proached, evaded all queries by relerring te Visitor to Mr. Vauderhocl The Clerks behind the partition stared piacidly through the glass, but hone of them seemed to know as imoch as ordiuary mortals, to judge from the pithiess answers which they vouchsaled to the few ques- 19 which were addressed to them, The con- int and quiet hanging over the place were op- ive, and there were maby indications which would justifiy suspicions Uhat the firm has SOMEWLAT OF A SKELETON hidden away in its closet, the present horror of Which can doubtless be traced to the vigilance of the Committee of Seventy. ‘The writ of attacn served upon Vanderhoef Beatty on Friday was positively acknowledged by them, and their propery is undoubtediy under the guardianship of the Shertif, despite tueir efuris to cloak tne fact, THE WEATHER, OFFICE OF THR CHIEF SIGNAL OFFICER, WASHINGTON, Oct, 28—7 P, M.
