TELEGHAM T THE NEW YORK HERALO. ‘the following special despatch to the Heratp has been received from our corre- spondent in the Austrian capital :— Vienna, Sept. 27, 1871. The city is seriously agitated to-day by the prevalence of a rumor, which is very freely circulated, to the effect that His Majesty the Emperor Francis Joseph is seri- ously disposed to abdicate the throne. The cause which is alleged as more immedi- ately influencing his mind in this direction is mental despondency, arising from a scious conviction of his personal unfitness to grapple with the constitutional crisis which has matured under his and which threatens a sudden and complete dissolation of the empire. WHAT 18 SUBJECTS SAY. There are people who say that the mind of tho Emperor has become confused by the constant clamor of the many and diverse political claims which are presented to him hourly by the leaders of the various nation- alities subject to his rule, and that this confusion has been rendered still more intense by a recent review of the financial and military condition the empire, coupled with the Cabinet annoyances which he has experienced from the peculiar con- dition of his governmental relations with the Holy See. The Emperor Francis Joseph* is personally respected, if not actually beloved, by his peo- ple, and his wife, the Empress Elizabeth, is exceedingly popular, on account of her unas- suming manner and charity. His Majesty is in the forty-first year of his age, and sould be in the enjoyment of the full vigor of his int:lect. It has been fre- quently remarked, however, during the past few years, that he was gradually becoming gloomy in mind and disposed to retirement, both from the presence of the members of his family, the association of his State counsellors and the intimacy of his more immediate ac- cou- rule, of quaintances. The very rumor of his intention to abdicate is accepted as evidence of the progress of the democratic sentiment in Europe. ENGLAND. David O’Brien, Superintendent of the Herald Press Room. wavid O’Brien, the Superintendent of the HERALD press room, died at his residence in Seventy-eighth street, near First avenue, at nine o'clock Jast night. He had been complaining of illness, more or jess severe, for some time past, and remained confined to his bousc oy sickness since Wednesday _ last. The exciting cause of his death was Bright's disease of the kid- neys; the more immediate, congestion of the brain.
