From the overcrowded city ax well as the reeking batue Meld the deadly vapors leap up to greet us appreach and swell the number of ils victima; but the experience of the past has taught us thatits true ally ts to be found in the neglect of those sant- tary precautions which alone can stand between us und te ravages. With the factof the possible ap- proach of the cholera staring us im the face it 1s to regretted that the guardians of the public healtn, by their gross neglect of the most common precautions, guarantee the disease a recep- toa of such @ character as to make it ertain that a long residence, if not a permanent y ainong ux, Wili be the result of tts visit, ‘ne unfortunate Waom business compels to traverse the western bank of the Hudson River from the sugar house m Jersey City to the oil docks of Wee- hawken Is never at # loss for-evideaces of the fithy condition of the surroundin, aod i he is lucky enough to escape a fever be will be forced to admit that noting but the mereiiul intervention of Provi- rotect the inhabitants from a fearful ep- idemic, which may at any moment spring trom tue hotbed of abomination through which they are com- pelied to wade when passing to and from the lerries, ‘rhe very alr is loaded with the foutest vapors, ex- tracted by the hot sun from the ‘enormous accumulation of filtu heaped on every side. Sunken lots appear to be raised to the street level by filling them with the most disgusting materyls, ‘Tae streets are in some tustances eo with a com- pound of decaying animal and vegetable matter, mixed with old bricks, shingles, plaster, old boots and crockery, together with every imagivable ar- ticle of clothing, wich may include the inevitable ey of the period and cuignons that saw bet- ter days. We saw to-day a great heap of old sacks and pieces of oiicloth piled by the road side after being taken out of wiew loads of filling brougat by the contractors for the grading of the street. Where they have been able to pro- cure this inierpal coinpost is beyond our Knowledge. The delicacy of the periame trom tne streets and public improvements ts varied by an occasionai Wwaill from the slaughter houses lying near the Mor- ris and Essex Ratiruad, and this, combined with the odors of the piggeries ciose by, and the ever-present stench from the loul swamp that lies undramed for handyeds of acres arouad the cities of Jersey and Hoboken, form a bouquet that is simply beyond the reach of description, fhe fresh air breathed for a few minutes while crossing the ferry serves only as. a kind of wad over the horrible ihalations of Jer- sey, Which seem to suck toa person internally as well as externally like mucilage; for oo arriving at the New York side the unhappy victim ts compelled to baie a second dose of nastiness from the com- pound of ith in West street. We have heard of cholera mixtures, but to our mind they have never reached perfection, except in the shape of the black pasty mud of West street aud the locality around Washington Market. Rotten fruit, decayed vegetables, biood trom the meat siands and meat on the eve of being xifted with powers of locomotion; dead dogs aud cats and all the minor ingredients which go to coniplete a compound which is unrivatied as a disease-breeding nuisance are there in profusion. It seems absurd that there ure no means at the disposul of the authorities for dhe abatement of such dan- gerous nuisances, The selfishness of the private Individual or the carelessness Of the public ofiicial slicks oul every Where m this business. The centre of a populous ‘city is no fit’ place for slaughter houses, Hog pens should not be permitted to Iniect the air breathed by a large population: plague- breeding swamps should be drained, even though the rich and selish corporations owning thein do not feel inclined to do so. Streets can be thoroughly washed while there 1s water evough in the Hudson; the accumulations of filth common to all great markets should be promptly removed; gutters can be disinfected and sewers flushed by simply taking the proper steps jor so doing. There js no excuse whatever for the present con- dition of the approaches vo the ferries; and taking into consideration the fact that thousands of per. sons pass through these p:aces morning and even- ing, esnecially during thé latter time of tne day, when the stomach is @ipty and the system in con- sequence More susceptible of disease than when after @ hearty meal, it amounts to crimtnal careless- ness on the part of the sanitary offictals to risk the beaith of this community by neglecting a duty they owe to the people. The old Saying Viat “a sutch in time saves pine”? should be remembered, and un- less the brovin is used by us we will find that ld Jack Morous will use it ou us with a vengeance, AWOBD OP WARNING TO THE AUTHORIT IES. EW York, August 8 1871, To THE EpITOR oF THE HERALD:— Being @ constant reader of your paper my eye to- day could not silp from the column headed with the fear-striking word ‘‘Cho:era.”’ Is the city at present ready to battle with, ana, if possible, to subdue the awful epidemic? If not, should not the authorities begin at once the work of defence? Minhy e streets in the city at present are rendered coa- tagious to the disease on accouut of the mildie of the street, which here and there has suns down and thus has formed hoies, which are almost unexcep- tonably filled with water, thereby forming handy receptacies for all kinds of retuse matter and which emit such a smell as to make it very dangerous for those streets if the disease arrives there, onstant reader, » BP. THE JAPANESE. Their Visit to the City Hal’. Yamada, a Japanese student in Princeton College, and now acting as guide to a party of twelve Japa- nese gentlemen, who have been officially sent to this country and Europe to study American and European institutions, called yesterday morning, in company with his couotrymen, at the Mayor's office, bearing a letter of introduction to Mayor Hall from J. M. Ferris, a foreign missionary and old col- lege friend of tue Mayor. Mr. George W. Roome, keeper of the City Hall,-did all im his power to make ihe visit @ pleasant one, extending every hospitality to the — visitor who ex- pressed = theimseives = muc pleas: with the attention bestoved upon them, and were especially delighted with the paintings in the Governor's Room. ‘the visitors Having expressed a desire to view the fortifications in harbor Colonel Joline, the Mayor's private secretary, ta the absence of Mayor Hall, gave them ieiters of introduction to Major General McDowell and the Commander at Fort Damiiton. | The party then retired, with many thanks, stating that they Woufd proceed forthwith to Fort Hamtiton.
