AT THE TWENTY-MINTH PRECINCT. Only four dead bodies were brought to the Twenty- Dinth precinct in West Thirtieth street—four men supposed to have been rioters, These all died trom ‘wounds in the head, death being tustantaneous, ‘They were evidently of the lower class of Irish, ana phn @Q appearance similar to that of those at @ Sixteenth precinct. These and one otter at the wrentieth precinct in West Thirty-fifth street were ‘aiso coffined and sent to the Morgue. Daring the evening the police indulged freely in clubbmg. A complaint was made against an officer of the Sixteenth precinct, whose number 1s 464. for clubbing @ man without cause. The individual £lubbed came to the station house covered with ‘blood from a scalp wound. An alderman, who saw this same officer fire three shots from bis revolver in the street, also came to complain of him. Several ether arrests were made by officers of this precinct. Quarrels between the inhabitants and the German troops inthe occupied districts continue to be of frequent occurrence and cause the Germans to re- sort to rigorous measures for their prevention. RETRIBUTION NOT YET COMMENCED. The courts martial for the trial of the Communist prisoners have not yet opened, and the time for the commencement of proceedings is as yet unsettled. Senor Sagasta Appointed Min- ister of Finance. THE FINANCIAL DIFFICULTIES OF SPAIN, Sixty-five Miilion Dollars to Pay, and Where is the Money to Come From? CAUSE OF SENOR MORET'S RESIGNATION, TELEGRAM TO THE NEW YORK HERALD. MADRID, July 12, 1871. A royal decree is published accepting the resig- nation of Seilor Moret as Minister of Finance, and appouting Senor Sagasta to the vacant portfolio, MORE RESIGNATIONS TO FOLLOW, The Secretary of the Ministry of Finance and other high officials of the governmest have also tendered their resignation in consequence of the retirement of M. Moret, which 15 generally regretted, and just now very unfortuate for the government. Fears are entertained that the new biinister of Fimance will not be able to face the great difficuities in the way of paying $65,000,000, the amount of interest now due on the public debt. SENOR MORET'S RESIGNATION CAUSED BY THR NARROWMINDEDNESS OF THE OPPOSITION. ‘The resignation of Seflor Moret, and the subse- queut breaking up of the Cabinet, have been due to the question before the Committee on the Budget, of the terms to be granted to the Bank of Paris to rescind that part of the contract of 1870, for the ne- gotiation of treasury bonds, not yet carmed out. These bonds, guaranteed by national property promissory obugations, were negotiated to the bank at sixty-nine per cent, with other tard conditions, which the government, under the circumstances, were forced to accept. It appears that owing to various causes all the stipulations could not be fultilled by the Bank of Paris, which entered into a negotiation with the “Banco de Castiila,” anew establishment started in Madrid, to wich it trans- ferred the Treasury bonds and guarantees in its possession; and Sefor Moret, wishing to free the nation trom a contract which he qualifiea in the Cortes as “entallmg great sacrifices,” took advan- tage of the opportunity to obtain an annulment of the unfulfilled portion on any terms that might be practicable. These terms, subject to the approval of the Cortes, were a compensation to the Bank of Paris of about £300,000, payable in the same ‘Treasury bonds, secured "by an equal amount of mor promissory obligations, coupled with a condiuion that about seven million pounds of simt- lar bonds in the nands of the government, being the alance of the £14,000,000 created in 1870 not take by the bank, should be cancelled Jorthwith.
