Davis (colored) testified that on the night in question three of the defendants came to his house and told him that he was one of those radical fellows, and ordered him to follow them, and, in fear of his life, he did so, After proceeding a short distance they donned disguises and furnished him with one of red and black and # maie to ride. If, on the other hand, the claim ts jast and should have been promptly passed, the head of the Treasury Department is responsible for ailowing his suvordinates in hits absence to prevent the payment of a claim for which Congress had already made an appropriation.
