8 FINANLAL AND COMMERCIAL, WALL STREET, SaruRpay, June 17—6 P. M, On ’Change to-day wheat was less active and tower. The cotion market was firm and toward the close higher. THE COTTON MOVEMENT. The receipts of cotton at all the ports during the past week were 24,046 bales against 28,136 bales the previous week, making the total receipts since Sep- tember 1, 1870, 3,845,176 bales, against 2,800,478 bales during the corresponding period last year; show- ing an increase in the present crop of 1,044,698 bales, The exports for the week were 20,970 bales, and the total exports for the expired portion of the cottoa year 3,003,732 bales, against 2,022,824 for the corres- Donding period of 1869-70. The stocks at all the ports are 224,851 bales, against 229,277 last year. : THE BANK STATEMENT. The weekly statement of the associated banks proves quite favorable, tanks to the pooi in the Gold Room, who, by repressing the shipment of Specie the past week, left ine banks with @ good ex- hibit in the way of reserve. The gain in legal ten- ders and specie amounts to about $2,000,000, and as ‘the set-off to this is only twenty-five per cent, an in- crease of about $1,800,000 in liabilities, the surplus reserve of the banks is increased $1,716,494, leaving thei with a total of $16,634,312 in excess of the re- serve required by jawto be kepton hand, The statement compares with its predecessor as fol- jows:— June 10, June Loans, 2 Specie Circulation, 30,740, tit Deposits 242,894,333 Legal tenders 70,410,441 The variations from last week were as follows:— Decrease in loan: ++ $675,629 Increase 1a specie E Decrease in c.rewation Increase in deposits, Increase in legal tenders GOLD DULL—112% The gold market was very dull, and towards the close became heavy. Yesterday morning, agreeably to invitation of the Superintendent of Instruction tn Brooklyn, Mr. Buckley, the lady teachers of the public schools of the City of Churches assembled in the primary de- Partment of school No. 25, Walworth street, near Myrtle avenne, for the purpose of witnessing the sys- tem of instruction pursued in the three highest grades of the primary classes. There were also pre- sent upon the occasion Mr. Phelps, chairman of the local committees of No. 25; Mr. Rhodes and Mr. Humphrey, of the Normal School Committee, ana Mr. Daniel Maujer, of the Board of Education; Mr. Cruikshang, Assistant Superintendent, and a Jew other gentlemen who were not connected with the Bureau of Public Instruction, Mr. Buckley, before opening the exercises, at ten o'clock, explained to the assemblage the purport of the meeting as being for the better instruction of teachers in the primary depariment of the fifty schools of the city, It was that they migh: learn the better by witness- ing the performance of the routine laid down tor ‘their guidance; that they might see combined the theory and the practice of imparting the elementary principles of education—the method of laying the foundation of the grand fabric of cducation in young minds, There was NO INVIDIOUS DISTINCTION made in the selection of this school for a sample; far from it. No. 1 or No. 50, they were all alike to him— equally his pets. This school was chosen simply because It was central in location, and its pupils were certainly equal in their advancement in their grades to any other school in Brooklyn or els where, The painstaking and really capable principal, Mrs. Forbes, then stepped forward and directed the ex- ercises, consisting of singing, arithmetic—addition, substraction, short division, long division, mental arithmetic—reading and spelling. The pupils, com- prising @ division from each class of the three first grades, @ bright, cleanly set of children, marched in and took up their positions in class line, and ac- quitted themselves in a manner which elicited the eulogism of all, and at once convinced the impartial spectator with the fact that no care or trouble had been spared by their instructresses in imparting knowledge to them. In the exercises in arithmetic ‘the children all, without an exception, were prodi- gies of excellence, puzaling older heads to keep pace with them in their “LIGHTNING CALCULATIONS. ‘The sums were drawn upon the blackboard by the teachers, and worked out with a correctness and Bs ctr’ most flattering to the system incuicated, as to the apt scholars. The reading iessons were also gone through witn creditable result. Impertant Questions of International Law. ‘Thomas and Robert Walsh, Charles Carr and Thomas Shea have been delivered over to the Brinsh Consul under an order for.their extradition to England on a charge of having attempted to kill the captain (Durkee) and the mate (McKinnon), of the English ship Manitoba, on a recent voyage from Cardiff to this port, Wood, McDonald and Fitz- patrick, who had veen held by Commissioner White on the preliminary investigation, will not be sent over for trial, as the evidence adduced did not very materially connect them with the atueged offence. The law of extradition is now undergoing consider- able discussion in England, in consequence of the demand which, it is ‘supposed, may be made by the French government upon Great Britain for the SURRENDER OF THE COMMUNISTS who have taken refuge there. It {8 claimed ‘by France that the Communists who have fiel to Bel- gium and England, sag are taking shelter in those CORD EIOS, BER not political ofienders but murderers, and th @ view of the case which after events may determine, Whether England will accede to the demand, if 1t be made, 13 auother matter, but there is an aspect of extradition trestles, entirely independent of all relation to the Communists, which deserves a word of comment, Hitherto, when persons charged with violations of the laws of other nations have been found in the United States they have been invariably sent back for trial in the place from whence they fled. This mode of proceeding has been accompanied by delay, trouble and ex- pense; and the question arises, could not some means be devised by which ail this may be pre- vented. For msiance, if a sailor commits murder or makes an attempt at murder or mutiny on board an English vessel sailing into an American port, what dimiculty would there be in trying him in an American court, provided there was a treaty stipu- lating that a sailor committing murder or avy other offence known to the law on an American ship en- tering an English port should be tried according to the British coge. By adopting an international agreement of this kind as vo ofiences on board ship speedy tials for the accused would be obtained, as all the witnesses must neces vip. Ba on the ship in which the offence occurred. and therefore easily had by a litte acenees before being permitted to jJand. A rule of this kind, however, would not apply toa fugitive who had’ committed forgery or murder in London or Paris, for the evidence of the deed, in such a case, must be in one or the other of the places named, and the only delay to the course of justice would be the time occupied in arresting the fugitive and sending him back to be tried in the country he had Jeft and whose laws he had broken.
