Governor Orr returns to South Caro- ina to-night. Diverse Opinions Regnrding Problem. Great diversity of opinion exists between omcers, the Indian superintendents, agents and traders relative to tne | Success of the reservation and educational plan among the Indians and the prospects of their civil!- zation in the near future. Officers of the army say that the Indians make use of the reservations to rest and feed themselves and their ponies between times, and as secure places to leave their women, children and old men, as well.as convenient depots to procure arms and ammunition, and that at the very time of the year when, if ever, they cap do anytmng towards acquiring the means and knowledge of self-support they start off in small hunting parties after wuite scalps and plunder. The agents, on the contrary, take the conservative view of the matter. They admit that the young men, brought up to a life of idleness, ex- cept so far as relates to a useles outdoor activity, do get a little exbilaraied occasionally and roam about among the settlers; but they deny that this represents the average reservation Indun or the stave of public feeling tn the average wigwam. ‘The red Laborers strike—Rietous Demon. siratious—Attempt te Force Waite Luborers to Quit Work. It was supposed on Saturday tbat the difference between the laborers and contractors had been settied, but last night at least one thou- sana cored lavorers and a few white men assembled at the City Hall when several of their speakers uttered language calculated Ww isiigate riot, Hf not bloodshed. The resuit of these proceedings was seen to-day. An excited crowd of abou! three hundred colored laborers met at the Cy Hall, their indignation seeming to be di Tected to @ forve of laporing men who had been set t work om the Seventh etreet paving in South Washington by @ contractor. The men were advised by several citizens and by an officer of police not to molest the workmen; but this was of no effect. They started of in groups towar(ls the Seventh ward. ‘his move- ment was reported to police headquarters, and preparations were made to meet any emergency. Soon afterwards the strikers appeared in another locality, where sume tweuty Insh laborers were employed on tue street, and threatened if they via not throw down their tools they would kill them. Lieutenant Gossford, who had been informed of theit Intentous, had sent & squad of twenty men to pre- vent auy disturbance, and whue these threats were making, his men came up and dispermed the sirikers, ‘who moved of in groups, but subsequentiy came together on the corver of Seventh and F streets, apparently with the purpose of carrying their treats iuto execution. Secretary Boutwell is now preparing the form of commissions to be used vy yachts belonging to regu, jarly organized and incorporated yacht companies | under the provisions of the act of June 29, 1870. ‘These commissions will be atoken of credit to all United States oMictals abroad and to foreign govern- ; ments for the privileges enjoyed by yachts under the act.
