List of Claims of British Subjects Against the United States Government Filed in the British Foreign Office Up to March 81, 1864. The announcement in the British fouse of Commons on Friday last by Viscount Enfleld, her Majesty's Under Secretary of State for Foreign Amnirs, that the Joint High Commission had agreed that the British claims against the United States should be referred to a ~pectal Commission, confirms our previous special Gespatches from Washinton to the effect that this class of claims would ne considered in the settlement of the Alabaina question, It does not appear that the British claus will be put in precisely as an offset to our Alabama ciaims, but rather that they will be con- sidered by the Poa.d, This is but a technicality, however—a tinction without @ difference, and will amount to the same thing as an offset in the end. It ts expected that, if such is really the mode of settlement agreed upon, all the claims of every Kind that British subjects con posubly bring up agsinst the United States wil be presented and pressed before the coutemplated Board. The Confederate cotton Joan cannot possibly be admitted .by us, because we have completely repudiated the Confederate debt, but all tho claims for cotton in the Souwh by commanders of Union troops and alleged to have been the property of Britlsa subjects will be included im the list, and as it seems to be conceded that all the British claims of various kinds hitherto set up will more than counterbalance ail the claims of American civzens for property destroyed by the Alabama and all the other Anglo Coafederate pirates, It 13 not easy to imagine how much the bill of Joon bull may finally foot up.
