Some of the journala last week epee the number of emigrants during several days at the rate of fifty thousand per diem. Ido not consider that figure at all exaggerated, though, of course, tie exodus vas only so extensive on days when, from some cause or other, the panic wus at its height, Nor do the fugitives belong to one par- ticuiar-class; that 1s to say, they are not confined to What is termed the uppe® ten; on the contrary, tne bourgeosie, as well as the poorer people, are alike eager on effecting an exit. any of the latter have friends in the iminediate neighborhood of the me- tropolis, and they see no reason for remaining in Paris, It 1s impossible for them to earn a living; in fact, they are worse off than during the siege of the Prussians. Provisions are getting scarce, and con- sequently obtainable only at extravagant rates, ‘The country people refuse to come to market, aa the few entering Paris are unwilling to accord credit to dealers and grocers. ‘The latter, iu heir turn, demand cash from customers. The Investment of Paris=Marshal Mac- Mahon’s P' Marshal MacMahon, like General ‘Nochu, has “a plan.’’ The difference between the schemes of the two commanders is that Trochu’s was a plan for breaking out of Paris, while MacMahon’s Is one for breaking Into the city. Letters from Versailles are fuli of tue ex-tinperial. Marshal’s plan, and this is What the Times’ correspondent says about it:— T believe in a vigorous blow, and Iam assured, in fact, that thie is the determination at which the politicians rl generals of Versailles bave arrived. In order to make t fort more rapid, less rd ‘urresisttoie,” an attack wont be the Commune, would be forced 16 themselves Scattering, and there would be a certain chance of ciering ily at three points out of four. Two the koe chosen would be the gate of St. Ouen to the west and the gaie of Charenton to the est. These two points being opposite the rignt bank of the Seine, still occupied by the Germans, and the encinte of that side ‘not being re-armed, would suffice to destroy the drawbridges, to force the ates by means of cannon, in order to seize pon the two great arteries at the two extremities of the city; & breach might be made fn tbe bastion from ite to giacis, without the besieged being able to re Tan government would put no obstacle fn th a of this two-fuld enterprise, and would willingly allow the army of the legal government of France to pass beyond the limit Of the neutral zone. Jt will be understood why it wonid be use/ul to throw two bridges over the Scine—ong at Asnieres, other in the neighborhood of St. Onep. On the Charenton trance would be still euster, and on both sides {t the advantage of placing two bodies of troops in re of the Insurrection. Vincennes, which is up- powerless to prevent the French army from pass. it would be obliged besides to remain slient in Jront fort of Charenton, the Germann. ha Setoferond: thats. garavco, te\ wre an 10, toe eter tn on the left ba It is; no doubt, with a view to this double attack that a coneiderabie body of French troops have been marsed on the veninsula of Gennevilifers on one side, in Chotsy-leRoi and the environs on the other. A third attack would be made in {front at the Maillot gate. Itis, therefore, Important for the jroops of the Assemoly to Hold the bridge of Neuilly. NO doubt a belage of boats wil be thrown iso to the Taland of La Granve Jattc, in order that a comme may enter at the sams » des Ternes, or at any rate make a breach the Bineau gate, as I atready hinted in preceding fetter, Vhis attack ‘on the Maiuot gate, belog more diiiewit than the other two, wonid be made first, of the pian woud only be put. in and the evemie his attack in front was suficientiy iecesa no longer doubtful, But there 18 a fourth attack more unexpected than the preceding Ones, and. in all likelihood, woula be the most rapidly ellectea, rament of Vereallies bas sent a cortain number of and @oating batteries np the seine. ‘Their m! 8 to ascend the river by the Point au Jour as the Hotel de Vile, sweeping away the federais they advance, Arrived at their des- fination they would easily silence the batter which surround the Paince of the Commune, os they could reach them with their fire without being wed. theme Janding some companies, the then, taki would ie the three great attack ing coinm the same point, wold place th ween two fires, and drive them back before stood that in order to execnte in all its details m preparations world t to be went for and to pass over the Asnieres had to Le taken, considerable forces had to be accuimulated on the peninsula of Genneviliers, and within reach of Charenton. Ail this Seema to be accomplished now, and it is possible the Commune has only a few Gays longer Ww live. ENGLAND. Privateering and the Rightof Search at Sea— ‘Lhe Discussion on the Subject in the Englis! House of Commons—Tue Treaty of Paris Worthless—Disraeli is Favor of Abrogating the Deciaration of Paris. In the House of Commons of the British Parlia- ment on the 2ist ult, the subject of privateering dnd the right of search at sea was taken up and dis- cussed at some Jength. The following 13 a résumé of the debate as it oecurred:— On the order for going into Committee of Supply Mr, ©. The ATTORNEY GENERAL pronounced the declara- tion a falr concession to the public opinion of Eu- rope, and held that, having entered into it, we could not repudiate it without the sanction @ the other Powers, This, he fancied, there was little proba- bility of obtaining. Mr. DISRAELI pointed out that the sitting of the late Confereuve in London presented a golden op- portunity for considering the propriety of modifying or even abrogaung the fteclarations tn Lia opinion it was @ most impolitic step, because it tended to cripple the power of the country, and because its evil effects, though at present incalcula- ble, might hereafter be of a deplorable nature. He had never treated the declaration as an idie docu- ment, because he regarded it as having the moral effect of a treaty from the responsibility of which we could not divest ourselves unless in a formal and satisfactory manner to ourselves and to all con- cerned. It was impossible thyt the declaration could be upheld, and, sooner or later, we would have to release ourselves from its fatal trammels in a regu- lar manner, and in a manner that would be ap- provea of by the public law and sentiment of urope. Mr. GLADSTONE defended the Geniaraion: as justi- fled by the fact that, until it was agreed to between the Powers, England had been oetaieiaty isolated from the rest of the civilized world. The late Con- ference had met upon the neutralization of the Black Sea, and it would not have been a wise policy of her Majesty’s government to have enlarged the issue then raised. It was never intended that the whole of the Treaty of 1856 should be thrown open for dis- cussion; and he argued that it would have been a Seas 23. alee sort Haraae Ae ee ie Hi been 6 days norka of Hatteras, wiih light wis cor assed Tip), Pole, oat Mah ath yore trait, $0 Bar ee ran. it winds Pi ee is area ad Zrsemun, st dane Sone Tees ee finds with stp ship vaca dari ry FE From Piledeipnis for Ponce, Uatbarien 14 via Dela- meiado to D Knowlton & Co maser wn, Sed Webb, Baracoa, 6 mt t0.J, rp oh veousl to By We Wenverg. a fe’ weather,” Left to ‘port sebr Hani New ae tf ee ‘Scor Hfyue, Cloner Fenmcsla 90 days, with lumber to W x Beek mouere.
