The bill was signed this forenoon, and after a tho- rough examination of it I find that no amendments, with but one or two unimportant exceptions, were | made to the original bill other than those I had occasion to refer to in my letter published in to-day’s HERALD. At the und of section five a line has been added to It, as follows:—‘No judgments, except on issues of law, shall be entered” up hereafter against the city and county of New York. ‘The third section inTelation to the transferring of the excess of the | amounts required for the various departments by the Board of Apportionment “to such other pur- poses as they shall find to require the same,” has j been added to by the following important Mne:—“And hall regulate all salaries of officers and employés of the city gov- ernment.” Another amendment is that the Board shall organize by electing a president and a secretary, and “for all purposes of this act shall be considered county as well as city officers.” The original bill has five sections and the amend. | cee:ted to oppose it on the ground that the object sought had ments make tho entire number thirtecn.
