10 The Work Done and Yet to be Done by the Legislature. THE NEW TAX LE Goodrich: Erie Classification Repeal Bill Again Snubbed in the Assembly. A Startling Arraignment of Fi and Gould. THE PROPOSED PNEUMATIC RAILWAY, Protests of Broadway Property Owners. ALBANY, March 20, 1871. ‘There mas been a great deal of talk, ever since the Vegislatare me:, about what A SUORT SESSION ‘Were was to be this year; what a terrible amount of Dusiness the two houses were determined vo get through with before the end of the present month; and yet how much has been actually done so far? Absolutely nothing. True, during the past week or two there has been considerable hard work gomg on in the grinding committees of both houses, and | the way bills have been disposed of by the dozens in Committees of the Whole has drawn forth high encomiums from the country members, who never Jook to the quality of the business done, but simply to the quantity. And they have good reason, for nine out of every ten measures that have already gone safely through the Senate and Assembly have been redolent of country interests, of oats, of hay, of rural bridges and village claims innumerabie, There are now on the files of the Assembly nearly six hundred bills, and almost an equa) number on the files of the Senate, and barely one-third of the whole batch has #8 yet been touched upon tn any way. Isn’t it about Ume, under the circumstances, that the weekly adjournments should come to an end very soon? It may be urged that the votes of the mmonity are to blame for the adjournments; but they only follow in THE WAKE OF THE NEW YORKERS, who are always the most 2ctive to carry the “Well, I want to go home” motions, the most energewe in drumuiing up rural votes on the minority side of ihe house to be cast for a homeward march, and the loudest criers about the way things must be hurried up so as to let the people know what a democratic Legislature can doin a short time. So far New York city has had @ very poor show of it, notwithstanding the fact that her representatives present more bills and resolutions and make more bad speeches than all their fellow members put to- gether. The only bill of any importance in which she is interested which has become a law, up to the present time, is the pure and wholesome Water bili, about which 80 much fuss has been made by the powerless Putnam county folks, and the only city measures that have been introduced which are cer tain to become jaws, are the Irving Drag Clerk bill, the bill relating to the way physicians should make up their prescriptions, and HE NBW TAX LEV it is Lardly necessary to mention the various street ratiroad bills, lor every one of them is a job, without @ solitary exception, and] don’t think the <aty wil be much benefited by any one of them. Now the only really important measure betore eituer house in which New York city is more deeply in- terested than any other section of the State is, were- Sore, the Tax Levy bili, and the great question ts, will it ever become a jaw? We all know that, had it not been for the apsence of Senator Graham the other ulght, it would have passed the Senate, and its pas- sage in the House the following day would have been a foregone conclusion. There can be no donbt that there are many members of the Assembiy who do not like the tea of taking out ef their grasp the old iax levy system—the rich placers so endeared to every member vy tue corruptuons of former years; but | have the Very Lest reason to assert that hot one of them wil dare to kick against the pricks | when ail are put to the test, »one Las @ greater est in the oid iustioned =way of making up the tax levies than the country demo- crats, for, as a general rule, they are always poor as church mice, alld ten umes more eager Lo pick up a apd there, even though they have to rough theilrown and their neigubors’ con- cee 10 get at it. AB for the city medibe ? can’t help themselves in the matter, avd Wiil Have to do just as they ure told, and even should two or three of them make wn attempt to Jump the traces, thely places will be easily filled from te ranks of the country republicans, In whose eyesight a do! However, neither wilful opposition to the aneasure nor a desire to make a strike out of it has sofar had anything to do with his being abseut. Everybody knows perfectly weil that, if he was op- posed to it, he could do more by being prompuy on fiand co vote on the passage of the bill taan by stay. i ng awa night fixed for its consideration would fetch him, even If ¢ bill us called up.
