WALL STRERT, Fripay, Mareh 17-6 P, M. On *Change to-day wheat was firm but almost foactive. The cotion market was heavy and at tue close became weak and declined, THE EXPORTS OF THE WEEK. ‘The aggregate amount of exports (exclusive of specie) trom the port of New York forthe week end- Ang March 14, 1871, was $3,649,835. THR NEW LOAN. The street, and more particularly the Gold Room, “was full of rumors to-day that the Secretary of (he Treasury had made some important negotiation by Which the success of the new loan would be almost assured. Nothing definite was disclosed as to tne matter by those who share the secret, but probably ‘our Washington despatches this evening will throw light upon what is made for the present so much ofa mystery. The name of the Rothschilds 1s Mentioned in convection with what 1s going on, whence it is inferred that the great European bankers have done something more than simply accept a foreign agency for the loan. Additional subseriptions to the extent of $2,260,000 were re- ported to-day, making the total amount subscribed for 80 far about $15,000,000, GOLD WEAK—111%% a 111%, ‘These mysterious mutterings led to w stampede to gell gold, and the price, which had ruled steady most of the forenoon at 11134 @ 1113, sudaenly fell to 11144, the downward movement being accele- rated by asharp rise in the London quotation for five-twenties of 1862, which advanced to 9234 & 9234. Subsequentiy it was announced that the French gov- ernment had authorized a new loan of 2,500,000,000 francs in three per cent rentes, and the fear of com. petition from this source likely to arise in tne Lon- don market occasioued a reaction in gold to 111%. The course of the market 1s shown in the table:— In the gold loan market the rates ranged from thice per cent for carrying to flat for borrowing. ‘The operations of the Gold Exchange Bank were as follows:— Gold cleared Gold balances.... 048, 993 Currency balances. + 1,182,543 ‘The steamer of Saturday will take out about $300,000, mostly in silver. GOVERNMENTS STRONG. The government list was strong in the issues more directly affected by the advance abroad and also by rumors that the Treasury would increase the pur- chases for the month of April, into which, it was also reported, the feature would be introduced of buying the bonds for gold direct, thus doing away ‘With gold sales, It will be remembered that this Policy has been strongly urged by the HERALD, on the ground that it will do away with the tendency to create an uneven movement in the money market. It will also slience the objections of those who claim that the government in paying more than par for the bonds purchased each month ts redeeming the debt atapremium, All these rumors go to confirm the belief that Mr. Boutwell is devermined to exert the powers of the Treasury Department in, behalf of dower gold and higher quotations (in gold) 1or the five-twenties, which he desires to convert into the new bonds. The curreucy sixes exhibited a natural Feaction from the recent sharp advance, and sold as low as 114, The ten-forties closed strong at 109, MONEY BASY. There was a rather easier feeling in money, and while the lowest rate was four per cent, even on government collaterals, the transactions at five per cent among the stock houses were less frequent, and joans on the ordinary securities were quite general late in the day at the lower figure first men- Uoned, Commercial paper was oniy moderately Active, and quoted sevea per cent for prime names. The tailure of a topacco leaf dealer in Newark was reported, with liabilities of $40,000, for which his creditors have accepted a compromise at filty per cent in cash and twenty-five per cent in notes. FOREIGN EXCHANGE STEADY. The foreign exchange market was steady anda shade iirmer on the basis of 109%, a 109% for prime bankers’ sixty day sterling and 1103¢ a 110% for sight bilis. STOCKS ACTIVE, FEVERISH AND LOWER. The stock Market Was uusettied, and, under a pres- sure Of sules to realize the recent advance in some of the leading speculative stocks, prices went off a half to two per cent, the principal decline occurring in Pittsburg, which sold as low as 112. Lake Shore, Which sold on Thursday at 100%, declined to 98%;- The Vanderbilt securities (reference being had to the original favorites of the party—viz., New York Central stock and scrip) fell off an average of about three-quarters per cent. The course of prices was not at all regular, however, nor the tone of the market consistent; for Rock Isiand, St. Paul, Wabash, Union Pacific and Pacitic Mall were firm and higher. Oficial advices trom Washington assert positively that the Appropriation bill contaius an appropriation of $500,000 for the China mail service and $76,000 for the Sandwich Isiand mail service, which will, of course, fall to the Pacific Mail Company. in addiuon to the fixed an- nual subsidy of $500,000 granted the company by Congress six or seven years ago. market was Ohio and Mississippi, whicn fell to 465. It {8 said that the chief spir.t iy unis stock, Whose name was connected with It so prominently last summer and throughout the decline of last winter, mide the “mistake” of selling out and going short in the vicinity of 38 a 42 jast month, when the udvance of the price to that stage Suggested the opportunity of retrieving some of his losses of last winter by operating for a decline from figures which had been the turning point of his speculation in the spring of 1870. But the great buoyancy communicated by the advent of peace in Europe and the special assistance given the 1ise by heavy purchases on the part of the Vanderbilt clique defeated his operations on the short side and led to acompromise by which he settled ata loss of ten ber cent. on about ten thousand shaves of the stock. SOUTHERN SECURITIES DULL AND STRONG. The visitors continue to pour into East St. Louts to view the ruins made by the ternado, ‘The difter- ent railroad compantes have had large parues of workinen at work removing the mass of déoris and clearing away the ruims generally, but 80 great and extraordinary was the devastation that it wall be weeks before the effects of the storm are oblite- rated, A iresh iMustration of the terrible velocity through space of the storm streain is found in ihe experience of persons who, while occupying posi- tions east and west of the tornado path were observant of the elemental commotion tn progress. for many miies on both sidea nigh winds proves but atthe time the dreadful air rush was Made through East St. Louis the most abrupt and singular chauges occurred tn the wind on each side Of 18 course, itis stated by different parties that the wind, witch had been blowing about southwest, odeniy veered and blew furtously towards Baat it, Louis, the change being occasioned, as it ls su oeet, by the suction of the tornado’s (urtous trac AS indicated in a previous article, some of our engl- neers have interested themselves in making calcula- tions as to the pressure of the wind, aud they con- clude tuat had the same storm struck any of our Public buildings squarely they would have ween de- stroyed, The destruction of the masoury work in Hast St. Louis that came full i the path ‘of the tor- nado was astunisiingly complete. The two round’ houses strack were not merely wrecked, but literally own to pieces, and @ large portion of the bricks distributed over a large space, aud it was almost in- possible to realize that large buildings once oveu- pled the sites pointed out, AN AERIAL TRIP BY AN ENGINEER. We alluded in our second report of the tornado to the story told by the Ohio and Mississippi Railcoad employs, to the effect that an enginecr of that road been blown through the window of lis engine. Sir,"had you been over here at the ine I have reason to think you Would have ylven credence to the story, 1 was sliting upon my seat when the storm commenced; my engine was standing on switch No.2, tbe rain commen: ced to blow into the cab, and 1 got dota to let down the cur- tain. No sooner did IT raise up woen T found the glass fall out and then the wind caught me, aud tearing entirely away the cab, carry cab and myself off —the first tine I ever enjoyed a ridé without human aid or mechan ism. Iwas d near @ hundred and fiity yards. On my way I was c ved through an express car that stood with Ite side doors wide open, But for those doors veing open I have no doubt it would have killed me, I was then carried Into ® yard where three hogs were, and fell clean upon one of them, Where I laid several minutes uatil I could recall my senses, when Larose up, bleeding about the head. 1 received three scalp wounds and one ou my ieft thigh, but am able to re- sumo work, ing ying trip through the You now have a full account of m air, which you are at liverty to publ ‘DANIEL HAYNES, Mr. Haynes certainly Sy cigs to have had a mar- yellous experience, but hi pe probably was not More singular than that of nunverous other indivi- duals in Bast St. Louis.
