(From the Baltimore Sun, Dec. 31.) A_ meteorological observatory 13 ordered to be opened in this city by Brevet Brigadier General A. J. Meyer, the Chief Signal Oficer of the United States Army, on to-morrow morning, January 1, 1871, Baltimore is one of the forty-five stations established throughout the country under act of Congress, pro- viding for the observation and report of storms by telegraph and signal, ‘for the benefit of commerce on the Northern lakes and seaboard.” The ob- server, Mr. James b. Cowan, stationed under Lientenant H. W. Howgate, whose office is at the corner of South and Water streets, has been instructed to give proper ublicity to these reports by publication in the papers and bulletins in the Board of Trade rooms, Merchants’ Exchange or other conspicuous places, immediate y upon thelr receipt. The whole time required to transmit and deliver the reports from the extreme points of publication will, it 1s hoped, not exceed one hour, It has been im yiew to so locate the stations throughout the country that, the existence of a storm at one or more of them being determined, information may be telegraphed in advance of its provable movement. Considertm the 1arge commercial interests of this country, 1 has been rather slow in organizing a system of storm warnings such as has been geueraily adopted in those European countries most interested im maritime aifairs. The honor of having been the first to putin operation & practical system of weather forecasts belongs to the late Admiral Fitzroy, of the British navy. ‘The first cantionary signals were made in England in February, 1861, and were tried with suck success that by the spring of 1862 sufictent experience had been gained to justify the adoption ef the system. France, Italy, Russia, Austria, Germany, Denmark, Holland and Norway have all adopted a similar practice. In Austria alone there are 118 stations where scientific men take observations without re- muneration. It has been found that by telegraphing In advance the existence and progress of @ storm vessels in the seaports have had time to Hage and have provided, against its violence, so that they were ready when the storm came to meet an emergency which otherwise might have involved great damage and perhaps destrue tion, The fact that in the north temperate zone storms almost invariably come from some westerly point, and follow an easterly course, renders the application of storm warnings in th United States of more immediate utility than in Europe, where tke principal points, avelox on the eastern coast, are first affected by the storms. Wednesday afternoon and Thursday all day, untal sun-setting, the Makes fell thick and fast, and about eight inches of snow on the average laid on the ground on this end of the island. Wednesday even- ing the w ather softened, and at nine o'clock the beni snow was dropping {rom the eaves of the houses; but shortly afterwards the wind shifted more to the eastward. It came of colder, and all day Thursday snow fell. The thermometer at nine A. M. Friday morulng indicated fourteen degrees above zero. The freight and passenger train on the branch road left here together about ten A. M. Thursday, but were a tng in @ heavy drift in the cut Shinnecock Hills about one mile from Vanoe Place. Here, after getting out of wood and water, it became necessary to abandon the trains. There was no snow piow on this branch of the road, or the result might have been different. This 1s tle heaviest cut on the road, and one probably mest liable to ob structions from storms.
