INSURANCE ASSURANCE, ‘The Alleged -Kings County Insurance Job. ‘Whe Insurance on the County Builiings—-The Law Committes of the Supervisors Look- ing Into the Matter—No Regard for the Taxpayers, ‘Through the introduction of # resolution in (he Board of Supervisors at their last session, at the instance of Mr. E. J. Lowver, President of the Corn | Exohango Insurance Company, of New York, who ‘wished to make a transfer of the policies of insurance on the county buildings, it has been discovered that fifteen per cent or more might be saved for | the taxpasera = of ‘county, Yesterday the Law Committee of the Board, to whom the matter was referred to investigate, met im the Supervisors’ room, General Crooke, chairman of the committee, prestded and called the meoting to order. Mr. K, J. Lower was called upon, and made th following explanation as to his object in having the resolution introduced:—Two months before the expiration of the policy on the county property I ‘eacertained that George G. Herman was the agent. I called on Mr, Herman, and he informed me that he ‘was such agent, being appointed by the Superin- tendents of the Poor. I then asked him to allow me, as President of the Corn Exchange Company, to place the risks, and told him that I would make ait the forms, &c., necessary, and charge him nothing for it, and that the only benefit I expectea to derive from the matter would be the exchange of business for the company of which [ am prest- aent, &c. The various insurance companies Were in the habit of accepting exchanges and Paylug five per cent for exchanges among them. selves, This would net affect the Interest of the county of Kings iu the least, Mr. Herman sald that he would BER ABOUT THE MATTER and let me know ina few days. A few days after he said he had consulved with the Superintendents | of the Poor and that there was no objection, and “that he would furnish me the list of insurances which he had. He did so, and I sent a surveyor to examine these. The buildingss wero then ‘sured for $245, bus the Superinten- dents wanted to put $100,000 more insurance | on them, The surveyor was employed on the build. ings for @ whole week, and when he was ready I Girected him to call on all the insurance companies | which had risks on the buildings and inform them that the business in future should be done on the | basis of exchanges. All the companies assented | ‘to thts, and either exchanged business or paid tive per cent except the Kings County Insurance Com- any. The check of the Kings county Superin- dents of the Poor was made payable to the Corn Exchange Insurance Company, and we paid the premiums to all the other companies in checks on the Corn Exchange Company, making a rebatement -of 15 per cent, which was made to Mr, Herman, 1 agent of the Superintendents of the Poor. It hag been customary for the last year to make a rebate to all parties, either the insured party or the broker. Previously the broker got 1tonly. The five per cent Spllected fom eh oa was. Seen on the ie Corn Exchange Company. Personali, I receivea nothing of it, oe Sea rs Mr. Lowber heise produced a resolution of tho Board of Underwriters providing for tte payment of the five per cent from one com any to nether claimed by the Corn Sxchange Company. The Kings Couity Insurance Company were members of | the Board of Underwriters, aud used to | of the Clearmg Howse uy 23, | 188% When Tf foun hat the Kings Connty Insarance Company woulda meliher exchange nor pay the five per cent 1) thought it proper to get the polley cancelled, and so applied to the Supervisors, and put the risk at the | same time in the Guardian Insurance Company. it | ‘would not be pozsibie for persons not acquaintea | ‘with the business to place the property on large ine surance. These are alivays made by brokers, Kilward Driggs, ex-President of the Willlamspw City Lusurance Company, testified ay tollows:—I ha no more objection to this matter than the mere five percont: I thought this business should be dune by Ube companies in this county, and then the county could have the insurance withou. any rebate. ‘The Brooklyn companies pay thelr taxes here; my company alone pala $8,000 in taxes this last year; the aggregate capital of the insurance companies of Kings county 1s two and a half mi ions of dollars, with a surplus of as much moro, and af the business of Insurme Kings county institutions is tuken aw y froin here and given over to New York J consider it wrong. The entire business should be done with Brooklyn companies, J, myself, will undertake to do ali the insurance for the institutions in Kings county, and place it m Brooklyn companies and allow TWENTY PR CENT TO THE COUNTY; and I cau take $2/,000 or over detailed risk in my compan; » Mr. . Backns was next calied, and made a | ‘Bialement as follows:—Iin 1861 the Board ot Super- visors of Kings county djrected insurance to be put ‘on the county property in Broeklyn compautes. The Kinga County Insurevee Company hada policy in | 1861, which was got up under the advice of Mr. Driggs ana the County Treasurer, who gaye his check to each company separately for thé insure ence. Our policy continued to be pad up from that time. A few yours since it was thought de- sirable by the insurance companies to have a uni- form note of risk on the county Dutldings, and Mr. Kiroy, then Superintendent of tne Poor, was em- powered to claasily the risks, and he was paid ten per ceut brokerage by the companies for his rouble, These poilcies made then conttuued in | force until July, 1870, when @n order came irom | the Commercial E: nye Company for the re- KK sent from the Com. y less fiiteen per cent re- | talned by rds they demanded five per cent additional 1 demurred as a taxpayer. 1 saw that the county being ehiselied out of $960, and I felt my duty to expose it. & © NEW -YORK> HERALD, WEDNESDAY, NOVEMBER 380: 1870:—TRIPLE ‘SHMET, MARRIAGES AND DEATHS.
