The new head is considered a gentleman of advanced ideas, andas he ts a man of wealth, will be abie to give his attention to some other matters than such as would, firstly, pat money into his own pockets, and, secondly, put it into the pockets of his relatives and friends—a course by uo means uncom. mon among Brazilian Prime Ministers, It will be most interesting to watch the progress of events in this question of the avelition of Brazilian siavery; how wey will be able te secure its gradual abolition; what course will be taken by large landholders and large slaveholders; how it will affect goctal life or the security of the State, the happiness of the people involved aad the future products of the country. There is absolutely nothing of Interest to chronicle since the departure of the last steamer from Panama. Political excitement 1s entirely comfined to the pro- Vinctal districts, the capital and Valparaiso appar- ently husbanding their strength and resources until the work of the campaign becomes necessary. The coalition of the different branches of the opposition Party, already noted, ms to cause the government supporters a vast amount of uneasiness, the power * of the combination being such as to promise very fairly for success. Still no candidates have yet been formally anzounced, although itis probable tat Mr, Erraznrriz will reccive the favor of the Opposition, Certain it is that the administration will net interfere in the coming elections, and instead of influencing votes hy force of arms, will preserve an attitude of strict impartiality. * Congress is busily engaged in discussing matiers Of purely local 1mportance and iuterest. The political aspect of affairs could not be more reassur- ing than it is at the present moment. A sure fore- ranner of attempts at revolt im Peru is the pablica: tion of anonymous attacks on the authorities, which, as @ general occurrence, are eagerly accepted by a populace naturally inclined to revolution. Theco:ton and sugar planters of the north, the wine growers of the south, the miners of the interter, all lend a willing hand. to undertak- ings which promise such a decided benefit to their interests, and consequently the general voice is for peace, tranquillity and industry, Diplomatically speaking. there ts only one question that gives the administration any trouble. ‘Tne dif- ficulty that has always existed respecting the floal settlement of limits with’ Brazil, has recently been revived, the tmpe government, in a kind man- her, insisting upon the determination of the af- fair, and Peru magifesting an equal desire for its conclusion, The t +770. between Spain: and Portugal, fixing idaries o1 their respective possessions in So America, has always been re- garded by the different repnbiics as the standard by which vw regulate their pretensions; but the action of Bolivia, two years ago, in ceding to Brazil a large portion of territory supposed to belong te her, has given rise to some misunderstanding which now will be disposed of, This government has named as its commissioner M. Rouad y Paz Soldan, one of the most learned and distmguiahcd geographers here, Who shortly proceeds to Rio, there to meet the Brazilian oMcers and to mark out the lines hereafter to be regarded as frontiers. On the 24tn inst, President Balta Issued a procla- mation declaring the neutrality of Peru in the pre- sent war between Prance and Prussia; stipulating that no articles knewn as contraband of war should be supplied to either party while in Peruvian ports, and tiat no vessel of either of the belligerents | Sheutd leave a port of Peru within twenty-four | hours after the departure of a vessel of the otner. On Thanksgiving eve Superintendent Kelso sum- moned to his presence Inspectors Dilke, Walling and Jamesou, and started upon a tour of inspection of the precincts.
