FINANCIAL AND COMMERCIAL, Sri . Weoxrspar, 'S Nov, (Ore ea PM, } ‘On 'Change to-day t3¢ Wheat market was dull and lower. Cotton was heavy Aud fell of upon cable advices of @ decline at Liverpool, where the recent heavy receipts at the American ports have had the effect of checking any speculative movement for higher prices, _ THE GOVERNMENT SALE OF GOLD. Tho Treasury Department sold a million of gold to-day, through the Assistant Treasurer in this city. Bids were flicd for a total of $5,244,000, at prices ranging from 110 to 110.50. ‘he proposals were telegruplicd to Washington, and on the receipt of instructions to sell one miliion that amount was awarded at 110.50 to 110.4114. GOLD WEAK—110 55 A 11934. The gold market was very dull and weak, the early deallngs being at 110% and 11034. The nume. rous proposals for the government gold, thirty _ deing submitted, as well as the large amount bid for, strengthened the market after twelve o'clock, and tho price advanced to 110%. But here the cash gold became heavy, and the loaning rate changing from the borrowing to the carrying column ‘the market declined once more to 1104, at which the latest sales were mado. The chicf fluciuatious of the day are shown in the following table:— 2 Pp - + 11034 + 110% 11035 110% @ 11036 In the gold loan market the rate ranged from four Per cent for carrying to three per cent for borrow- ing. The operations of the Gold Exchange Bank Were as follows:— Gold cleared Gold balances. . 1,334, 408 Currency balances, 1,831,008 The Scotia, for Hurope, took out only $78,700 in specie, = $9,001,009 MONEY EASY. The greater volume of business at the Stock Ex- change has not beea suficient to overcome the in- creased resources of the banks, which are now gaining steadily in the interchange of currency with the interior, the rates at the West favoring a move- ment in this direction. In fact, the supply is more than equal to the dethand at six per cent, and that rate 18 growing to be exceptional, borrowers being generally able to find accommodation at five per cent upon the usual stock collaterals. Where the collaterals are government securitles borrowers are -alternately supplied at four and five per cent. At the same time a better inquiry for mercantile paper is noticeable, and prime double names sell readily at 734 & 8 per cent. FOREIGN EXCHANGE ADVANCED, ‘The demand for foreign exchange on Tuesday and the diminished supply of commercial bills tn- duced drawers to advance their rates to-day about an eighth per cent. here was not much doing, however, at tho higher quotations, the steamer to- morrow being less a favorite with remitters, but the market closed steady, as follows:—Sterling, sixty days, commercial, 10834 4 109; good to prime bank+ era’, 10934 a 10944; short sight, 109% a 10974; Aut- werp, 5.2144 a 5.1734; Switzerland, BAT a 6. Hamburg, 853, a 86; Amsterdam, 4034 a 40%; Frankfort, 403g a 41; Bremen, 78% a 79; Prussian thalers, 71 a 7134. GOVERNMENTS STEADY. There was little or no activity at the government board, and prices were a shade off, except for the currency sixes, which naturally improve with the decline in gold. In fact, the speculative interest of the street seems concentrated at preseatin the Stock Exchange. The foreign market continues tirm im face of the advent of the new French lean, The final strect market was quict, and closed with the following quotaiions:—United States cur. STOCKS STRONG AND BUOYANT, The stock market was strong and at times very active, Election day seemed to have been the turn- ing point with many who feared to make a venture pending the possibility of disturbance and rigt. The out-of-town orders were consequently numicrous today, as if the public had been waiting to deal when this contingency had gone by. <A further im- provement of three-quarters to one per cent was ¢s- tablished im several of the leading speculative rail- way shares, while the average rise was fully a half per cent. Nearly all the banks admit that deposits are increasing some, and thai there ts less activity in the demand for money. ‘This is the result of better collections in the country by merchants: CS jobbers, who have heretofere been ged to ask for accommodations from their bankers. Monc! Ren easier in the country than it was @ week ago, and the applications of country banks for rediscounts have also fallen off. Notwithstand- ing the easier tendency of the money market the banks are discriminating in favor of short paper and demand loans, and are avoiding sixty and ninety day paper as much as possible, 80 a3 to have their means well in hand to meet the demands of ihe packers, which will bezin with cold weather. The movement of currency 1s now decidedly in favor of the city and against the country, as there 13 scarcely any going out, but considerable amounts of currency are coming io from all paris of the grain raising districts, showing that the movement of produce in the country ts on the de- cline, The marketing of hogs will soon make another demand for currency; but, as the money patd fer them will enable the ‘tarmers to hold their grain, It seems probable that if grain receipts fall oif now they will be comparatively light alt winter, Exchange continues rather searce, owing to light shipments of grain eastward, and sales were made between banks to-day at from twenty-five to fifty cents per $1,000 premium. At the counter bankers buy at one-tenth discount and sell at one-tenth premium. SALES AT THE HEW YORK YIM STOCK EXCHAYSE, Wednesdays N Nov. 9—10:15 A. From these accumWated suspicions openly expressed dis- satisfaction arose, and amid the consequent excite- ment the great disasicr happened. 1t 1s therefore necessary, in the first place, to diseriminate between trath and fabrication, in’ order to separate right from wrong, and innocence from guilt, so that wi miay clearly show that a just aetlement ‘ot the mae ter 1s our Only aim. And we must specially keep in mind that wild rumors of this kind have been circu- lated not in Tientgin alone, but that formerly in Hunan also and Klangal, in Bri and ‘Tien- men, and even in the province of Chinli, in the dis- tricts of Taming-tu and Kwang-ping, anonymous and inflammatory placards were posied about, in which it was matntained either that the missiona- ries stole children, or that they dug out the eyes and tore out the hearts of men, or that women and girls were seduced and polluted by them, And although the disturbances excited by those accusations at the above mentioned places have been severally setiled, stlilit has never been thor- oughly investigated and clearly shown how far the Imputations contained in these anonymous placards were well foanded or not; and, therefore, it has been my principal care since iy ‘arrival at Tientsin to elucidate these points singly by careful examina- tion and inquiry, VirstemAS to kidnapping being practised by Chi- nese Christians. It is true that Wongsan made a confession of this kind; butwven he denies on the ene day what ho had confessed on the other, and his statements are not in accordadce with those of his comrades, And certainly no proof has been obtain- able of the complicity of the foreign missionaries themselves in these abductions of children, Fur- ther, I have repeatedly examined all the boys and Iris, 150 in number, taken away from the Sisters of lercy, and they wuanimously maintain that they had been instructed there only in religious ma*ters, that they had been brought to that establishment a that they had by no meaus been dragged there forels Second—With regard to tearing ont of eyes and hearts. This is a mere invention without tue slightest foundation in reality, Jt would appear that during the fourth and fifth moons of this year (May and had died im the hospital being put into one coilin, which aroused the suspicions of the people. And the gates of the misston premises being closed the whole year excited suspicion by its mysteriousness; and because the peoply could not explain to them: selves What was going on inside a sense of fearful curiosity took possession of them. In this way evil and 10,000 cries of uniform accusation went forth against the nfissionaries. But it would be vain to seek for any foundation of facts on which there Spectre accusations have been based; it would be | like trying to catch with the hands the passing breeze or to seize a shadow. When, some days ago, I arrived at Tientsin the people crowded around and stopped my chair, and nhumberless petitions were presented to me. But when Lhad made the most careful inquiry te find out what the truth was as to the tearing out of eyes and hearts there was not one who could adduce a single proof that such things had happened at all. And when [tnquired within and withont the city I found that very few children had been stolen at all, | and these cases had almost all been duly investi- | gatea by the courts. But from what source all these false rumors originated I have not been able to ascertain. Ihave the intention now, together with ii, E. Chung How, to draw up @ memorial to the throne, In which we will give a general outline of the state of affairs, so as to bring to an end all these various discussions. Indeed, to murder children and to mutilate their | dead bodies In order to prepare medicine from them 1s @ deed so horrible that even uncivilizea wild tribes would be loth to do it. England and France | are large countries Leyond the seas, cow could we suppose them capabie of such tuhuman crimes? Reason forbids us to think of any such thing even | a8 possible. It may not be dented that among the Chinese con- verts there may be had men wiio Kidnap children and do other bad things, covering themselves with the name of misstonariés as with a talisman; but | this can only impose on us the duty to punish those AMUSEMENTS Quatre THEATRE, THis EVENING ERFORMAR FORTY: SBC0RD ERFORMANCE MR, OnonGR t L. And the hospitals of the Sisters of Mercy may be fairly compared with our own foundiin hospitals, &c. The desire of the Sisters is to founc asylums for the miserable and poor. Charity and mercy are thelr device; if, therefore, they are ac- cused of abominable deeds, foreigners will be justly prompted to resentment and wrath. It 1s my wish, therefore, that the Emperor should promulgate an edict in all the provinces of the em- pire openly declaring that the misdeeds lald to the charge of the misstonaries In these anonymous pla- cards are nothing but calumnies; 40 that the wrong done to foreigners by these slanders may be expi- ated and the doubts of the Chinese people and the literati may be dissolved, and that every man in the empire may learn and know the true state of things. Jn this way it 1s hoped that the Cistrust existing at present between Chinese and foreigners may be ter- Minated and that the hatred and tll will between our people and Christians may gradually disappear. | MUSICAL.
