Railroad Bates Reduced to a Simple Half Dime— ‘The Capitalists Capitulate Gracefully and Grumble Gingerly. It has been often remarked of ate by those con- ected with the city railways that the-enly luxuries the prices of which have not been inflated by the War are Croton water and ratiway transit, Never- Mheless, soon after the commencement of the late ®ebellion there was an act passed by Congress, ‘whieh has been for years forgotten, and which im- Posed a tax upon the street rallway companies for their passenger trafic. Tbis tax was small, and has Dow ceased to be levied by limitation. Tne follow- Ing facts will enable all to understand the position Of affairs as they are to-day:— ‘The General Ratlroad taw of April 2, 1850, is that ‘under which several of the leading companies were organized, though all so organized were not entitled to the same privileges, The so-called restrictive law of 1860 controls the largest number of com- panies, and by it fares are limited to five cents for any length of transportation within the city limits, save in the case of the Third Avenue Company, Which has the right to demand six cents to Harlem. ‘The Fourth Avenue Company, organized in 1832, and which, with William H. Vanderbilt for president, 15 now under the control of the New York aud Hariem Ratlroad, has a right by the terms of its charter to demand any rate of fare not exceeding thre cents per mile. The tax imposed by Congress was one- eighth of one cent on each passenger, and the rail- ‘ways bad the privilege of adding this adaitional sum Ww the, at that time legal, fare. They were obliged to Sell packages of uckets at this rate, but not to make change fora single fare, and so received six cents each from passengers, the Third Avenue receiwng seven cents to dariem. SIXTH AND SEVENTH AVENUE RAILROADS. Both reduce the fare to-day. Mr. McCabe, the secretary of the Seventh Avenue Companys, stated we receipts Of the road as $700,000 per annum. If one-sixth were deducted trom ‘the receipts there would not be sufficient left to pay for running the road. They will, however, carry the people at hve _ ents, 28 it Would be uscless to contest the law, Which is plafly against them. Were they in clined to do 80 it would not be feasible, as every t charged six cents migut sue them, abd supposing it cost ten dollars each to answer the summons, aside from lawyers’ fees, the sum would in a short time amount to much more than the extra receipts from the additional cent charged. EIGHTH AND NINTH AVENUE RAILROADS. Mr. George Law, President of the above roads, has caused a notice to be posted at the receiver's coun- ter, stating that m pursuance of the Jaw conductors will demand but five cents fare. ‘The gentlemen in charge of the ofices of the: lanes stated that they could not be run at the duced rate, but that no intention had been expre: by the president or directors to contest the law. BLEECKER STREET RAILROAD. Mr. Conover, president of the Bleecker street road, was at the meeting of tho presidents of the various roads. He belleved the general feeling to be that any collision with the public should be avoided. If the State allowed them but five cents for peng = and as statistics (their books) showea it cost them five and one half cents to per- form the service, the people wouid be just enough to pass such laws as would entitle them to the addi tonal cent. T! must hope for this at any rate, and the employés of the Bieceker strect road had been especially instracted to treat all passengers with courtesy and not to consider themselves de- franded becanse the passenger offered them but a simple half dime. A SHADY MURDER. Fifteenth Amendment Imitating the Whites— One Negro Shoots and Instantly Kills An- other. The murder business was last evening «lightly changed in complexion. Heretofore the business of plying knives and discharging pistols has generally been confined to the Caucasianrace. Last evening there was a slight change in the programme—the principals being members of the recently enfran- chised class, and the scene the Eighth ward, ‘The facts, as rapidly gathered, are these:—About nine o'clock, in front of No. 511 Broome street, two megro cooks, Walter Johnston and John Thomas, met and had a quarrel regarding some old aifter- ence, When Thomas discharged a pistol shot, which entered the left breast of Johnston, who died almost instantly. The report of the Pistol was heard by officer Edwara Harnett, ‘who was on post. He hurried to the scene of the shooting, and on arriving there observed Thomas running away. fe pursued him, and seeing him throw awny a pistol into a vacant lot arrested bim and secured the weapou. The prisoner, who seems to have been recently employed as @ cook on the a James Adger and the yacht Sylvia, was conveyed to the Wooster street station house, where Captain McDermott iocked him up, and immedi. ately despatched his omcers to secure particulars. Later in the evening a colored woman named Grace Ann Thompson, of No, 41 Hudson street, who ‘was present afew moments before the murder, was found and taken to the station house, where she made the following statement to Sergeant Maloney, ‘Who was in charge of the desk:— ‘I was present in tront of No. 611 Broome street when the two mea met. Johnston and Thomas had some words, the nature of which I did not learn. ard Johnston say to Thomas, “I hear youare inthe habtt of going around and reporting that you intend to kill me?” At this point John- Sion said, “it there Je ny trouble tet_us go and settle it,” and turning toa colored man, who is sald to be known as “Chnrchy,” usked him to act for him. Thomas replied, “ will knock your damued head off,” and mmimediately fired the fatal shot after putting his Land in bis pocket. A HERALD reporter, through the courtesy of Cap- tain McDermott, saw the prisoner in his cell, but he positively refused to commit himseit by any ad- missions. The witnesses are Jolin Thompson, Grace Ann Thompson and Chureny. The latter had not been found at eleven o'clock Jast evening. John Thompsop, son of the woman Grace, corroborated her statéMents in all particulars.
