FINANCIAL, AND COMMBRCLL: Wats Srani 1 SUNDAY, Sept. 25-6 P. M.f » The undoubted feature of the present season is the abundance of money in fluauctal circles, ana q@while many are disposed to think it an nomaly at this period of the year, and mre disposed to argue that It betokens @ lack of ac- @ivity in the enterprises of the country, we find hat the reports of business from nearly every por- dion of the country are Of the most Matieriug char woter, The real reason of this ease in gooney 1s the immense cancellation of the publc debt which has een in progress since last year, and which has turned into the market be- gween on® and two hundred millions of dollars (that were twelve months ago locked up in govera- nes bonds. The GENERAL TRADS OF THR CITY tho past week was very active, and the dry goods muerohants in particular found themselves over- jpwhetmed with bayers from jhe South and Southwest, .A stroll any “night through "ue lower part of the city will show abe principal houses brilliantly lighted end Aiosts of employés getting out and packing the orders of the day. Prices of dry goods have been ‘frm for the reason that stooks are not large, both on ocount of low water in the Eastern mills and # 3ighter supply of European varieties. The produce markets were more active and fel! into line with the wonoral markets, aftér a period of considerable dul- ‘mesa, Groceries wore, perhaps, the exception, doubtless: for the reason that people are yn general disinchned w lay in large stocks, ‘the impression existing that lower prices ‘must prevall owing to the fall im goid. Cotton was sactive but irregular. Prices fell in response wo the Doavy recelpts of the week—about 83,000 pales—but he decline brcught in large orders from Liverpool. ‘he week, in short, has been almost unexception- sully a very busy one in every branch of trade, and ‘tae prospect for an active fall lias seldom been s0 bright, Moreover, the tucit assurance of the sutho- rittes at Washington that the money market will be kept easy, hag given coniidence and simulates en- torprise, THE MONEY MARKET. The assurances referred to have been the pur- chase so far this month of nine millions of bonds, “he Secretary of the Treasury having exceeded his advertised programme by three millions, As the resources Of the Treasury seem unimpaired by these ‘liberal disbursements the expectation is indulged in that he will contigue to buy heavily the valance of the season. ‘ihe suggestion is made— aod owe second its propricty—that he shodia alternately buy with god and currency, Thus, in place of selling a million of gold exon week, causing a flow of morey inw the “Treasury which comes out again the next day or two in purchase of bonds, it 13 proposed that he should buy bonds with the milion of gold. In this way he ‘would accomplish precisely the same result, but would prevent the movement of money tnto and out of the Sub-Treasury. In other words, the disburse. ment would be coutinuous and prevent any spas- modic changes in the money market. Not that there have been any such trregulartties expe- rienced as yet, Tue amount of gold sold has not been large enough to overcome the larger disburse- ments in payment for purchased bonds, but the effect of the plan suggested would be to steadily re- toforce the reserves of the banks, one day with gold and the next day with legal tenders, such policy im conducting the ‘Treasury “perations would be exceedingly gratifying to every financial and commercial interest. on catlloans the past weex the rate has ranged from five to six per cent for the bulk of business, but the exceptions at seven were far outoumbered bby those at four per cent. At the very close six per cent Was rather the exception, despile the unfa- yorable bank statement, and large balances were omered at four. A year azo money was worth very extravagant rates, for it Was the week of the great panic, but previous to that event, and es early as eptember 10, the rave was seven per cent currency to seven per ceut gold. If surprise be expressed (hat taoney ts now so easy, When the banks hold only $8,000,000 In excess of the legal reserves, it should not be forgotten, as above stated, that a great deal of money Nas been released to the street by the cancellation of government bonds, while the qnantity of private capital transferred to the bank- lug business 1s shown by the large balances offered by private houses aud by the appearance in the street of firms which, a ¥ ear or 80 ago, were in the ary goods and other trades. In discounts there is a freer movement, anda good deal of business was done at 7}5 to 6 per cent lor strictly prime paper. THE S1OCK MARKET. There was renewed activity in the Stock Exchange and the dealings were on an improved scale. The activity was due to the appearance in the market of adecided bearish movement, the origin of which ‘was attributed to the quarrel of parties lately repre sented to be harmonious for an upward movement, ne stock more porticuiarly assailed was Ohio and Mississippi, and the deciine tn this led to lower prices for the general list. While the shares spect- Med fell over.two per cent, the decline was less anarked in other stocks, Finally the market re- - covered, except for 0 ios, wich seemed to cut loose from the rest, and 4 strong recaperative tendency was qaite perceptible at tae close, although the quarrel alluded to had the ‘fect of checking the speculative tecling and protucing a quieter market. At the sume time It secined impossible to enlist the public In a “bear” speculation, and the cnief operator for s@decline was alinost alone in his sales toward the clog, In fact the mood of the street ts “bullish, and @ little animation on the part of the cliqnes tn that direction would be more favorably received ihan an effort the other way. THR GOVERNMENT MARKET. The large purchase of the Treasury Induced higher ‘prices forthe government List, but the deciine in gold and the large supply of bonds on the street led toadecline in prices, despite better quotations in Fondon. It fs evident, from the character of the moarket, that hoid are very desirous of realizing at current prices, wiih a view to reinvestment fa xallway morigage bonds and other securities, The dnarket at the close was dull and heavy. THN GOLD MARKET. The price of gold, which had been extremely steady for several days i tue beginning of the week atan average of 1194, finally broke to 112% under the sales of larze amounts of bilis of exchange, sought by stock brokers on the one hand in further- fog thelr pjans of time lovns and sold on the other in the process of transierriag money to tixs city Trom London, where the interest rate Is onty 2}, to “pee cent. The rates for foreign exchange were utterly demoratized, and prime aixty day bills gold on Saturday at as low as 100%, TUR BANK STATEMENT, Yhe weekly statement of the associated banks is un- favorable, but produced no effect upon the markets, in fact, the changes were rather for the better after tt ‘was published. Tic banks galn in legal tenders to a small extent, but lose heavily in specie, owiug to ‘the large demat fromthe merchants for the pay- ment of customs duties—the net loss in reserve being abont a million and a hatfof dollars. But as the deposits have !a'len of two anda half mililons, id the circulation undergone contraction, the sur- ‘plus reserve ts decreased about only $350,000, leav- tng the banks with nearly $8,250,000 above the legal limit, The situation vas rendered the banks more conservative and louns lave been withdrawn to the extentof $1,300,000, The statement contrasts with ils predecessor as Toliows:.
