Meeting of the Board of Park Commissioners— A Lengthy Session and Small Results— Music in the Parks. ‘The’ gloomy looking building at the corner of ‘Nassau and Cedar streets, in which areat present Jocated the offices of the Park Coimlasioners, pre- sented yesterday afternoon au animated appearance, ‘The hallway of the first stery was crowded by men, young and old, all evidently anxious about some- thing or somebody. The cause of the anxiety was easily explained, when it was known that the Board of Park Commissioners were to liold a session, and that “Squire” Sweeny had already arrived and was 4n the oMoe, ‘The “waiters” must have been oMlce- seekers, and most patient and persistent ones, for the Board remained in session about three hours, and yet did not transact a great amount of business. ‘The Commissioners present at the meeting were ‘Messrs, Sweeny (president), Bilton, Green, Fields and Dillon, When the last named gentleman ap- peared he was cordiaily received by the other Com- ‘Missioners and was facetiously called to account, He told his con/reres that he had made up Ms mind not to act in any public oflice, but as Mayor Hall in- sisted that his resignation could not be accepted, and was evidently in earnest in the matter, he had re- lented, and had finally persuaded himself to accept the situation, took the oath of oMce yesterday before the Mayor. and would now do his part in helping along the work. Rane wg ee Pe TON Rs of the Omeiat Canvass. ‘The members of the Board of Supervisors assem- Wied yesterday morming in the office of the County Clerk, and there organized as a Board of County Canvassers by the election of Supervisor Tweed as. President. County Clerk Loew, in accordanee with law, administered the oath of office to the President elect, after which he administered the oath to the other members of the Board. The canvass was con- ducted in the Supervisors’ chamber, and excited, ap- parently, very little Interest. There were but few spectators present, and the majorty of those were waiting for an opportunity of “BEZZING “THE BOSS.’ “The Boss” sat in the presidential chair, and smiled as cood-naturedly as one could wish; and certainly much more good-naturedly than could be expected from the original of the stiff looking daub whith a, against the wall at the back of the chamber. The callers went up one by one, sat in the chair near the President, and “nuzzed about their biz.” “The Boss” looked like a plactd friar hearing the confessions of a number of hardened sinners, and was evidently ready to forgive them i. Then the lightning calculator stepped in, looked over the immense blanks on which the figures were marked, marked a lot of figures at the bottom and at the right hand margin of each page, and then walked out and the canvass for the day was compicted and die figures added up. ‘There were no discrepancies of any acconnt in the vote on either side, the figures given for the first name on each ticket being the same as given for ail the others on ticket. The first sales were at the closing figures of the previous day; but the market thence strongly advanced in sympathy with the firmer tone of the foreign ex- change market and on purchases to cover specula- tive sales put out yesterday by those who had been induced to believe that the gold market was to fol- Jow the course of the stock market and decline as sharply. The clearances to-day, as well as the rate for carrying gold, show the extent of business trans- @eted on short account in this movement, The market closed firm at 114% on the announcement of the belligerent feeling in the Commitcee on Foreign Relations concerning the outrages on Americans by the Spanish authorities in Cuba, ‘The following is the record of the principal nuetuations:— 14% 6:30 P. The scarcity of commercial bills waa again te foundauion for another advance in the rates of foreign exchange, and the leading bankers put up the rate for sixty day sterling to 109%% and for sight bills to 109%. ) The market was hardly firm at the hew quotations for the reason that a great many bills were suld out of second hands at a fraction lower, and more are yet on the market, but the bankers were unwilling to draw at any concession beyond the usual brokerage, and then not for heavy amounts. These rates are on the verge of the specie shipping point, and their future firmness will de- pend on the excess of the balance of trade against us for the past six months. So far it seems that we are not heavily in debt to Europe, and the demand for exchange has beon comparatively moderate, A few shipments of specie this summer would doubt- less equalize the account. Meantime, should gold advance, it will be the oceasion of farther shipments of produce and government bonds. WHE MONEY MARKET EASY. The tendency of the money market to greater ease Was still more marked to-day. The rate on call ranged from 3 to 4 per cent, with exceptional trans- actions ab 2% per cent on borrowed governments. The lenders, in their anxiety to get the hignest pos- sible mterest, made loans at fractional rates, such as 3¥¢ and 44¢ per cent, the latter being quite freqnent in aealings between the siock houses, In com- mercial paper there has been considerable move- ment at six tO seven per cent, aad some strictly prime names bave passed as low as 6} per vent, The general rate, however, 1s 6 to 63¢ per cent for prime doubie name acceptauces. GOVERNMENTS STRONG. The government market moved in close sympathy with the gold market, Now that the quotations of the two markets have ‘finally ranged side by side, we shall doubtless witness for the future a@ steady parailelisi in quotations continu- ing until goid in going to par shall out- strip the government list, which as a secure investiuent will, while the conntry is at peace, always command a premium. STOCKS STRONG AND ACTIVE. The stock market was strong and advanced sharply upon the prices of the previous day on re- ports from Washington denying positively that any- thing had been done n the subject of a new funding bill, Whatever may be done by the Ways and Means Committee in the immediate future. In the after- noon it was agaiu reported that the Banking and Currency Committee would report the $95,000,000 Contraction bill to-morrow, and prices fell of, but again sharply aavanced, the market being highest for the general list at the close of street business. The feature. of the day was.Pacific Mail, which ran up to 393{ and was the leader in the upward movement. Some time ago we called atten- tion to the faci that the rule of the Stock Exchange requiring thirty days’ notice in case of an intended new issue of stock was easily avoided by specula- tive officials desiring to keep within the law of the board, but contemplating the issue of further stock. Recently 20,000 shares of Harlem were sold in the market, and in a few days the requisite notice was given at the Stock Exchange. The stock, meantime, has been borrowed for delivery. At the end of thirty days the lenders will have the new stock given them in lien of that which was borrowed. It was cur- rently reported on the street to-night that the Rock Island clique fave in like manner sold about 30,000 shares of new stock, with the proceeds of which they intend to meet the liquidation of certain bonded debt falling due July 1, and notice of which they will give at the Stock Exchange in a few days in order to legalize their conduct and keep the stock on the call, Attention was first drawn to the matter by the fact that the brokers who do business for the Rock Island party were large borrowers of the stock, although little attention was paid to it for the reason that sellers of long stock frequently bor- row tt back in order to mystify the street. It will be remembered that Rock Island suddenly broke down after touching 126 and declined to 117, the public being tempted to buy ateach reaction. The market was In this way carefully nursed by the clique until they got out of their old stock and sold the new stock, The governing committee of tne Stock Exchange should endeavor to so remodel the Board as to prevent the watering of stock in any Way Whatever.
