A Ferewell Salute tor the SSR Democracy— The Court of Sp I Sessions Reorganized Under the Old System—The Appointing Pow- er Vested in the Mayor—A Chance for Judge Dowling to Chuckle—Comptrolier Connolly Reappointed for Five Years. It will be seen by the following clause, taken from the tax levy as amended and pussed by the Legisla- ture, that the only successiul move which the “young” (and short lived) democracy could claim the prestige of carrying has been completely extinguished. The Court of Special Sessions, formerly held by Justices Dowling and Kelly, was the first point of attack by the Tuscaro- ras early in the legislative seasion. They deprived those partics of the power of holding the court, and distributed the terms in rotation among all the po- lice justices, The following clause abolishes the young democracy system and provides tnat the court shail be held by two justices to be designated by the Mayor. Justice Dowling will be one of the appointees and the second is yet to be named. This gives the coup de grace to the revolters and leaves of them merely a bitter memory of bafiled hopes and as- Pirations:— The Court of Special Sessions of the peace in and for the city and county of New York shall hereafter be held by those two Police Justices of the city of New Y who shall be designated for that purpose by the Mayor of said city, under his hand and seal, within thirty di after the passage of this act. Whereupon they shall, in holding said court, ex. peioaa clusively possess all the powers and’ du- ties now possessed by justices af said court, and also the power to adopt court rules and to appoint and at pieasure remove all clerks, steno- graphers and other officers in said court. ’ In the event of any vacancy the Mayor shall immediately in like manner aforesaid designate any other Police Justice to fillit, In case of any disability of either of the two Police Justices to hold court, it shalt be legal for the other to hold it while such disability continues. The only trial of importance heard yesterday by Police Gommissioner Henry Smith was on the com- piaint of roundsman McGloin, of the Eighth pre- cinct, against oMicer Browning. From the eviden it appeared that Browning found the door of a build- ing on Mercer street open. The roundsman tola him. to take charge until he proceeded for an oiicer to assist in the search. No assistance coming to him, Browning calied a private watchman, and sta- toned him at the door, while he searched the premises with a lantern. McGloln, returning, found é Wathman Abelo at the door, and ordered him to léave, He refused to until relieved by Browning. McGloin then cailed upon Browning: to to expel the watchman, and the order was not comp! with, Browning remarking that he required the oa vices of the watchman’s lantern to enabie him to fas- ten the door. McGloin flew into a rage, arrested the watchman, made @ bogus charge of assault and bat- tery against him at the desk, which was not :enter- tained by Captain McDermott. McGioin on the trial charged that the watchman was drunk.
