Dofeat of the Bill Fixing Damages for Injuries on Railroads, Wumerous Local Bills Passed and Four Vetoes Sustained. ALBANY, April 25, 1870. OFFICER CARNOCHAN 1s here, large as life, and looking so healthy that it would be conceded at once he needed no quarantine ing. And yet he’s here on quarantine business, ‘When the supply bill was sent to the Finance € mittee of the Senate it was amended tu that com- mittee at first so as to deprive the Heaith Omcer of the power to employ. or dik charge his assistants and helpers generally around Quarantine, so that if he wanted to have done anything that his assistants (who were to have been appointed by the Quarantine Commissioners) did not fee) disposed to do there would be A CONSTANT CONFLICT OF AUTHORITY, and the Health Officer could not apply any iminedi ate remedy.. Some folks say that this was amended by Senator Murptiy so as to comply with the wishes of Dr. Bell of the Quarantine Commission. Dr. Ci mochan, however, appeared here and the amendment Was stricken out when Mr. Murphy found that it Would deprive @ good democratic officer of power which had previously been fully exercised by a re- Publican. So the matter is allowed to remain as it was, and the bill has been further amended so as to allow the Health OMcer expenses for @ steamer to use at the boarding station. THE 125TH STRERT RAILROAD BILL, which had been recalled from the Goveruor’s posses- sion by the Senate, was amended in the Senate and the amendments w towlay coneurred in by the House, They provide for the sale of the franchise by the Commissioners of tie Sinking Fund instead of by the Sheriff; that the railroad shall be for passengers only, and the cars shall be propelled by horses or mules, THE STATEN ISLAND BRIDGE BILL was to-day amended so thatthe northern terminns shall not extend beyond the line of the harber, wn- less by consent of the Harbor Commissioners of this State. This is the bridge which is io connect New York and Staten Island by way of Bedioe’s Isiand, taking worthy of the spirit of the age. Mr. Fields sought lo have passed to-day a bill in relation to DAMAGES FOR INJURIES on railroads, limiting the anount of award for in- Juries not resulting in death to $9,000 over aud above all a tual expenses. The majority of the members could not appreciate Mir. Fields? wea, and Bo the bill was recoumities, on motion of Mr. Alvord, with instructions to strike out the enacting clause—in other words, knock the life out of it ‘The Governor to-day sent I to the Assembly three VETORS, one of which was on the bill dividing the county of Erie into four districts for coroners, and providing that they shall perform duty only in the districts in which they were elected. ‘The grounds for the veto were that the office of Coroner is a constitutional county office, and that it is net competent for the Legisiature to restrain the jurisdiction to any limit Jess than the entire county. The other vetoes were against incorporations known as the Peabody Be- nevolent Company of New York, and the National Mutual Beneft Association of Buffalo, ‘These were corporations created Wilh the power to transact ‘business of life insurance companies subject to the rules and restricttons placed by the Insurance Department on reguleriy organized life Insurance companies, and for that reason did Rot mect with the approval of his Excellency. He returned to the ate the bill incorporating the Vnited States Mutnal Benefit Society of New York, with a velo founded on the objections first referred t. His Excelieucy was sustained in each House by unanimous vote, thas showing the respect that is entertained for him in his sound statesmanship, and that the duties of his office are efully and conset- without being entiously discharged. The Assembly spent some time to-day in the diseussion of THE CRARITY BILL, ‘which was slightly amended and passed by a vote of 100 to 15, and ihe 8: r portion of tts LRGAL OPINION ON THE EXCISE LEW. Attorney Ge.eral Champlin has given an elabor opinion on the Excite law just passed by the Leg: ture. He says that the only easential and important change is in TS the authority to grant licenses in town, Village and city boards instead of county com- miasioners as heretolore. He shows that there is no conflict between the acts of 1867 and 1870, and con- cludes by declaring that the sale or giving away of intoxicating liquors on Sunday or within one quar-. ter of a mile of a poli on election day in less than flve gallons is prohibited, and the only restriction upon Shlicensed persons to sell in quantities of five gal- lons or more is that it shull not be sold to be drank on the premi-es. THE FREE CANAL FUNDING BILL SIGNED. The Hatch Free Canal Punding bill was signed by tae Governor this evening, being the only bill signed by him to-day. Passage of the Etght Hour and Marine Coart Biile—Alterations in the State Supply Bill- Forthcoming Vetoes—The Arcade Railway Bill in the Assembly. Aunasy,-April 25, 1870. THE EIGHT HOUR LAW. The celebrated Bight Hour jaw, for which Philoso- pher Bergen fought so hard in the Assembly, was this aiiernoon reported complete in the Senate and on mouon read the third time and paseed. ‘The bili will be elgned by the Governor in a few days, and the hearisof the great army of workingmen will be made glad. THE MARINE COURT BILL, of which I gave a synopsis when it was introduced in the Asseinbly, passed the Senate to-lay without opposition, It will be ren ered that by this bill Uiree additional justiceships are created in the Ma- rine Court, the amount of jarisdiction is increased to $10,000 and the court is empowered to ty cases of Ubel, slander, assault and battery and faise im- prisonment. When this bill becomes a law the arrangement which will be made under it will tend @reatiy to relieve the overburdened calendars of the other courts in the county. THE SUPPLY BILL. The Senate has spent the maior pars of the day and evening in the discussion of the State Supply blll. ‘The only very material altera- tons were increasing the appropriation for the new Capitol, making it $1,300,000; striking out the appropriation of $27,000 for dredging Oswego river and inserting the $10,000. appropriation for Munson J. Lockwood which the Assembly struck out. The Health Officer is also empowered to appoint five oitcers for police duty, and $5,000 are appropriated herefor, PREPARING VETOES. ‘The Governor ia busy this evening preparing vetoes ‘on the various bills granting State afd to railroads, ‘These biils give sume seven or eight million dollars to Various roads throughout the State. The work in the Assembly to-night is gotng on with lightning speed and bills are passed or killed with alarmin: rapidity. The amendments to the Supply bill will undoubtedly meet with opposition in the House and ‘will necessitaie the appointment of a committee of conference, aud wili, consequently, delay the pro- ceedings very much.
