POLICE PECULIARITIES. fA Detective’s Vagaries—His Wife Driven Into “the Street Naked—a Gallant Gives Hor His Coat to Cover Her—A Story of Official Outrage and Wrong and Its Sequel. \, The Pollce Commissioners of the Metropolitan dis- ‘trict are shrewd gentlemen, who take especial pains to prevent the exposure of any dereliction of duty on ‘the part of thetr subordinates if such exposures be calculated to bring the force over which they exer- Ciae jurisdiction jnto contempt and loathing. While the HERALD bas always been first to second a deserving action on the part of the police, it does Not hesitate tu expose the sins of the force. A few days ago certain iuformation reached the HERALp office that Justifed further inquiry on the Part of ite keen scouts. The result is that a tale of Outrage, suffering and unjustifiavie persecution must be ventilated. The facts, as ascertained, are simply these:~ Several weeks ago, while roundsman Murray, of ‘the Twenty-second precinct, was on his rounds, he discovered, crouching down in West Forty-unird street, a naked woman. A roaehing her cau- Mously he pulled of his ovércoat and tendered it to the unfortunate woman as the material with which to cover her nakedness, It was Bratefaily accepted, and white the gallant Toundsman stood back to enable tier to don the gar- ment, he recognized in the features of the ‘woman the wife of a special oficer of the ‘Twenty-sixth (City Hall) precinct, After the lady had covered her person with the overcoat the Toundsman took her to the West Forty-seventh pre- cinct station bonse, where, to the sergeant at the desk she stated that her husband, ‘Scotty,’ detective of the fwenty-sixth precinct, had come home that evening intoxicated and turned her into the street au the condition tuay Murray tound her. The ser- eant sent the doorman to her residence in West Forty-third street, between Highth and Ninth ave- nues, where proper raiment was secured for the ‘Woman and taken to the station house. At the station house she wus shown into a private room to chaple ber to dres§ herself in the clothing Provided, While the Jady was putting on the clothes “Scotty” came in, and, proclauming himself @ detective, asked that she be held as @ prisoner, volunteering to appear against her and = prefer a charge of drunken- ness. ‘The sergeant, who is a husband and darther, refused to entertain “Scotty’s”? complaint, and ne lest. Atew minutes after Captain Greer, of the City Hall squad, came into the thes station house, and nisisted that the woman should be locked up. The Sergeant refused to be bullied by Greer and while discussing the merits and demerits of the case the frightened {e- amaie escaped from the station house in a partially hude state, ‘she returned, but was not Reid, but the facts were reported to the Commis- sioners, aud amdavits taken, The Commissioners gave “Scotty” an opportunity to put ia evi- dence combating the ullegauons made, The resuit ‘Was that “Scotty”? was transferred to the Sixth Precinct, with a’ bint that he bad better re- sign, and he did resign. Captain James Greer, of the Thirty-sixth precinct, who attenapred to have the Woman locked up, was a lew ago wansferred Irom the City Hall precinct to the ‘Twenty-tirst, vice Thorne, sent to the Twenty-sixth to reconstruct 1b. Should Captain James Greer de- sire further detailgon this interesting scandal let him apply to the Police Commissioners, in whose oustody are deposited all the aMdavits, which they have carefully suppressed. ‘The HERALD representative obtained a clue to the case at alate hour on Tuursday might. Yesterday he made fartherJjnguiries and the circumstances are substantially as siated. The name of the de- dective who figured in this role is James ‘W. W. Scott; the name of the captain James Greer, now of the Twenty-first precinct, vice Thorne, recentiy promoted to the ‘Twenty-sixth ‘to watch Sergeant Robbins and other ollictals inter- ested in running the City Hall police precinct for Lhe benefit of their triends. Should the public desire Turtheggetails, let them apply to the Commissioners for copits of the afidavits—refused to the HEKKALD aeporee ou account of their damaging character. ‘nis ts one of the most important aud uteresting cases tuat has come before the Board during the Year, and it shows the folly of the Police Commis- sioners atvempting to becloud the reporters of the press, who, sooner or later, are certain to fathom @il sucD irreguiarities as these and expose them. UNSAFE BUILDINGS. How Human Life is Considered by Build- ing Contractore—A Side Wall Caving In. About two o'clock yesterday morning the side ‘Wall of the new brick building, now in process of erection on Broadway, betweengAstor piace and the New York theatre, fell m with a terrible crash. The ‘wall had veen carried upto a height of six stories, and gave way from no other apparent cause than its own inherent weakness, The building belongs to Wood Brothers, carriage makers, and was being put up according to contract, the terms bet; to have it finished by the Ist of May, This wall faced Astor place, and had it fallen during the day, ‘when a crowd of workmen were engaged upon il, the logs of life would have been ‘earful. The tudig- nation of the neighboring residents and the people Who visited the ruins against the unscrupulous con- tractor and builder 1a of the deepest kind, Here +4 a case for Mr, Macgregor whicn demands tice investigation, Many oie r bulldings NOW in process of constriction in this tity are no better. This was no partially finished wali, but the dgers had been put up and partially ceiled. In fact, AE fev re would have elapsed before these floors would ite been ready for occupation. The side wali was of the Mumsiest description, and had there been any loss of life resulting from its fall, the verdict of a jury could not be honestly less than a charge of manslaughter ‘on the contractor. It 1s high time for the proper au- tuorities to look into this important matt _ POLITICAL. sain TDF T A SPECIAL MEETING OF THE SETH M.
