isk = eee Ww THE STATE CAPITAL, Tccnagnconanensiness The Day After the Great Battle. Albany Deserted by the Young Democracy. Bill Introduced in the Senate by Mr. Tweed to Abolish the Board of Supervisors. The Question of Appropriations for Sectarian Schools. ALBANY, Aprit 6, 1870. ‘This place looks s0 dull to-day that one can mearcely recognize it as the same town which ex- Yatea here yesterday, The Immense crowds which Miled whe corridors and hallways of wwe Delevan ‘and the lobbies of the Capitol during the past few days bave all gone back to the metropolis, and now all things are quict. TAP CROWD ‘which arrived here yesterday afternoon was a9 woe- begone looking as @ party could be. ‘They left New York the night before on the boat, intending to be 1N AT THE DEAT ef the hopes of the Irving Hall democracy; but, “alas for the frailty of buman hopes,” the boat ran aground, and there she remained weather bound and sand bound during the night. The lads were frightened, aud many prayed whg had not prayea im years beiore. The rovuad Suieia, of the Seventh ‘Ward, despite his evident buoyancy, collected as mony life preservers ag we: egesary to mak Bird tar Ws Wilde tal dort hh be wate ready to SINK OR SWIM, ‘wccording as his belt of cork proved trusty or other- ‘wise. Judge Dodge and afew others sat up in fear and trembling in their night clotnes waiting for the moment of dissolution which they expected ‘Would come to the Drew. Coroner Keenan em- Panelled a jury, with the natty James Ryan as clerk and Dr. Nealis, of the Tombs (who, by the way, 1s en- denvoring to be one of the new healthy board of Mott street) as deputy, to proceed in order and bold inquests on thoss who might die of fright, while George Betts secured the utensils to @raw up and Commodore sen. Brady stood Teady to engross any quantity of hifalutin Fesvlutions extolling the many noble qualitics of head and heart and stomach of the dear departed. ‘The oficial gentlemen were disappointed, as the oble boat drew through the trouples and the sand and landed the astonisied voyageurs JUST IN TIME TO BE TOO LATE to witneas the best part of the jig in the Senate. ‘There were many Wo claimed that the running the oat aground and remaining there all night was only 4 JOB POT UP BY “HUNK” switH %0 Keep away any “‘gang”’ that he supposed would come vp to create “a hurrah’ against the new.C har- Aer. As above mentioned, they got here too late to @o any damage, even if they felt so disposed. Shortiy beiore the arrival of this crowd came THY VIVACIOUS DURNIN, brim fuil of the good news from the new English Territory—Connectional—whitier he and a few O:ber of the New York pets had gone to work a Toute on which Woodward might travel into the Comnecticnt Senate aud English into the guderna- Vorial chair. ‘She details he brought were of course Bighly acceptable, and tended, along with the ac- tion of the seuate, to nake “THE BO3S” QUITE HAPPY. Certainly, if there was a happy man tn this house Jast night it was “Boss” Tweed. And well he wight be. Innis rooms and in those of “Hunk” Smith Shere was a WAKE OF TIE YOUNG DEMOCRACY, Kept up until late at ny; at which the ‘lots of fun” that were bad left Vinnigan’s Wake" far in the sbade. Several of the firm adherents of the youngstera, sick at heart, leit here last night and took the boat for York, exclaiming, as they appro- priately might— Now is the winter of our discontent Made glorious aummer for the “boss” of York. The several Aldermen who hoped for the passage Of the second cnarter may be reminded of the in- scription on a tomb, which Joe Mil.er—or sore other mian—has immortailzed something to this effect:— Iwas well, I would be better; Ttook medicine, and here { am, Oharter Aleck’s first bill left the Aldermen well. They would be better. Thcy took their mcdicine, and now they are ‘so daid os nitis.” Some of the “gang” impiousiy observe, “Let them k. 1. PB.” Some of the sensatioaalists are howling about the biack jist of the repubicaus. It does not seein to be generally known that there were DEMOCRATIC VOTES ENOVAT fn each house to carry the Charier through without ‘@ny repubiican aid, It required vut B1xty-flve votes m the Assembly and seventeen in the Senate; and an unalysa of the votc§shows thatgthere were some Beveu‘y aud odd votes im the Lower House ana the Fequisue seventeen in the Senate, This is a fact Worth remembering, and anows that the Charter Must have commended itsell to the republicans, as, ifa strict party vote were needed, it would have been Sdopted, even against the, opposition of the minority. TUE BXUISE LAW, Which was made the special order for this morning in the Senate, has been again postponed. When it was reached (his morning tie New York delegation ‘was represeutea only by Senator Tweed and Brook- lynonly by war horse Murphy. The overs had, probably, not yet recovered from the effects of yes- Berday’s fight and the waking of the dead. So Sen- wtor Murphy asked to have the matter postponed, Aud his request was granted. ‘Ihere the subject rests for the present, but if will in all probability be Dassed before the end of the week. A SECTARIAN DONATION ‘was up this morning inthe Senate, The bill was one empowering the Supervisors of Antwerp to donate $6,000 to the buiidiug of the wiack River Conference Seminary. Senator Creamer said this suited him, as 4b was granting aid to @ sectarian school, and he would vols for it, Senator Tweed said that he was inchned that way himself, and 60 did the other Senators from the democratic alstricts, ERANKY KENNEDY, fn his peculiarly ponderous style, undertook to demonstrate that this was not o sectarian affair at ail, and the “plausible Parker,” after having voted ior it, changed lis vote 80 as 10 have the passage de- feated in order that 1¢ migit be reconsidered and give him time to “iaguire iuto it and see Wial there ‘Was in the Wil.” THE SUPERVISOR QUARREL 46 represented by both coutesiauts, Smith and Foiey. A report that the Assembly bul jegaiizing Swiib’s elecuion was about to be taken up ia the Senate before Judge Ingranam’s decision was ren- dered brought Join Foley up in @ hurry from his fold pens abd the bosom ef nis family. Ho Was never m better ea THE REPUBLICAN STATE CENTRAL COMMITTAR met this afternoon in Hank Smith's room, with Ramiiioon Harris, of Albany, in the chai, and Jas. - liusted, of Westchester, acting as secretary. Matters were getting on smoothly, when J. B. Tay- lor, of New York, offered a proposition looking to- ward the reorgant zation of some four of the assem- Diy districts in the city of Bey York. This brougut Tom Stewart to his feet, and Tom and Joe proceeded to chaw each other up in most approved style. ‘fom @os the best of Joe, and the motion made by the Jatter was jaid on the table. ‘Ihe only unportant ac- tton taken by the committee was ad to the time and piace of hoiding the nominating convention. On this there was @ heavy tilt between Syracuse und Rochester, but the latter was selected by one ma- jority, It was further decided to hold the conven- on on April 28, the day following the Democratic Gonvention, the number of delegates to be the same as at the last Convention, though the commit- tee suggested that Mf any district prefers to sead only one delegate he shail be allowed to vote as for the whole numvuer, CALL FOR A DEMOCRATIC STATE CONVENTION. Tue democrats of the State are requested to send One delegate Irom each Assembly disirict to meet in convention at Rochester on Weduesday, the 27th Gay of April, at tweive o'clock M., to nominate a Chief Justice and four Judges of the Court of Ap- peais. The cail for the Democratic Convention is signed by Samuet J, Tiiden, Chairman of the Demo- cratic State Committee, ‘The Evening Session of the Legislature=Much Growling and Snarling Between Members— ‘The General Election Bill in the Senate Bill to Abolish the New York Beard of Supervisors, ALBANY, April 6, 1870, ‘The solons seem to be under the influence of the Weather, for the proceedings to-night have been comparatively a3 stormy as the weather out doors, IN THE HOUSE Klernan wanted to introduce a bill in relation to the department of docks in the city of New York, Fields wanted to know what that meant. Kiernan wouldn’t tell any more than he heard. Ficlds objected on the point that no printed bill could be introduced, Austed, m the chair, decided the point well taken. Larry got cross and commenced pitching into them, and was again ruled out of order. Next Fields wanted to see the bills, but Larry wouldn’s let him, Then both got cross and growled at each other, but Larry fipaily got his biti tn. MORE SNARLS AND OBJECTIONS. Some time after the Sage of Onondaga objected to ® Brooklyn bill, This got Jacob’s bill up, and he pitched into the venerable Sage. Then Blatr offered @ resolution to send Hennesey’s biil for the extension of Irving piace to the Bub-Comumittee of the Whole. Kiernan wanted some information, avd the member from “Sho gave him a buzz. He objected to the resolution, and itt was voted down. Then Blair sarcastically thanked the member for Sligo for his interference. The latter gent retorted sharply that he did not want nis con- stituents to be taxed for such a job as this without objecting, The fight was about to become tiercer when the Speaker calle: the two B's to urder. Later Tin Campbell got a crank and savagely moved an adjournment, aud when that was voted down pounded on the desk and swore by gum he would object to everything to-night. ‘Then fol- lowed a higa-toned growl between Littiejoun aud Baler. IN THE SENATE the bulky bill mn relation to elections was the spe- cial order. Tweed moved to progress the bili, as it was very long and Senators waated an opportunity to read it over. ‘ MURPHY GOT WARM and sata when Mr. Tweed had any pet measure he wanted it suoved rignt through without any delay, but when a matter like ths, which affected ‘the whole state, came up he was not so ready to eip it, Tweed warmed up and said be did not want any Senator to impugn his motives or dictate to him how he should transact his business; if anyoody wished to take a contract to that eflect he was ready to meet him. Murphy subsidea. Then Hardenburgh growled on the bill, THE LAMB LIKE AUTHOR of the elephant, Waterbury, stood leaning against a Pillar, gazing on tue proceedings as if he doubted hé was doomed to have his labor for his pats. Murphy subsequently sata that he did not inteud to be personal in 1s allusions to Tweed, but he merely wanted to borrow some of his energy and spirit. Tweed smiled and said he knew he was a litue hasty, then they both sinfied and shook hands, like i little boys making friends again. NORTON'S NIGGER BALLOT SILL was ordered on its passage to-night, after tthe clause making it a (elouy tor anybody, other than those authorized under State laws, to ‘oiliciate a3 election oficers, Senator Lord, in Bis quiet, good natured way, hoped thut tne bill would be made special to New York city, as the people in the coun- ty did not want it; to which Creamer repited that was because in the country it was hard to tell whe difference, This at rst brougnt a scowl, but it ended in a laugh. ALOLISHING 11% NEW YORK BOARD OF SUPERYI- sors, Senator Tweed early in the afternoon introduced @ bill to abolish the Board of Supervisors in New York and transfer their duties to the Beard of Alder- mev. ‘The vill was made a substitute tor Norton's Dill, and wili, therefore, come up in a few days, ana Wil, undountedly, be rapidiy put through. Three of ne number were killed, but Johnson springing aside, escaped the bullets, and though pur- sued and shot at, man to make his escape and give the alarm. Jobnson, the colored witness, was killed, either through revenge for the information which he gave or because the gang wished to get rid of the only liviug wicness agaiust them, The man named Wimberly, mentioned at the close of Mr. Ray's despatch as having beeu kiled on the sane night in @ separate alfray, 13 reputed to have been a dangerous character living in Monroe, and was probably killed in a street prawl ol some kind, Governor Warmoth wiil this morning publish a proclamation offering @ reward of $6,000 for the arress Of the murderers of Sheriff Wisner and Joha- sou. By @ telegram recetved by the Agsociated Press it will be seep that the gang consisted o1 some Ofteen or twenty men, and that afver they released Beavers they barred the doors to keep the otuer prisoners from escaping. Wimberly, it will be seen, was killed tn a private dificuity by a Dr. Dinkgrave, the parucuiars of which are unknown. SHIPPING NEWS.
