FINANCIAL ANE ‘ WALL STRERT, } Monpay, April 4—6 P.M, The heavy storm assisted the natural duiness in Wail streec to-day attendant upon a disposition to wate further developments tn VUE MONEY MARKET, to which attention was very generally directed by the closing acuvity in the rates on call loans last week. ‘The ecarlicr transactions to-day were at Beven per cent, but after two o’elock borrowers were freely accommodated at five per cent on govern- ments and at six per cent on stocks. The activity of Jast week was purely artificial, the banks continu- ing to report their receipts larger than their remittances. Until the rates of do mestic eXchange are against this city or until the speculation at the Stock Exchange becomes so buoyant and active as to engage all the Adie capital which 13 now on deposit in the metropo- Ms there can be no natural activity in excess of six to seven per cent, Commercial paper is unchanged by this flurry in the money market, and continues to be quoted at seven to eight per cent for prime @ouble acceptances. GOVERNMENTS STRONG AND HIGHER. ‘The agitation of the question whether the Puplic Credit bill of last year does not put an estoppel to the ‘operation of the present Funding bill, as well as the firmer and higher price for gold, assisted a better feeling in the government market. As to the ob- stacie of the Pablic Credit bill, it 1s one of trifling unport, which can be readily removed by the parha- mentary remedy of adding to the Funding bill, should ‘the laiter reach final passage, the usual words, ‘and all Jaws and parts of laws inconsistent berewith are hereby repealed.'’ The strength of the government market lies in other facts. STOCKS STRONG AND DULL. ‘vhe stock market was exceedingly dull, and al- though there was spasmodic Jife in some of the lead- tng shares at intervals in the afternoon, based upon improved railway earnings, tie street dealings at the close were carried on by & mere handful of bro- kers who had patience and endurance enough to take the pelting of the storm. A slip of the pen on Savurday gave the Northwestern road an increase instead of a decrease of earnings. The mistake was #o obvious, however, that it corrected itself. To-day St. Paul advanced to 61% upon a showing of an tn- provement exhibited in nearly $9,000 difference in the earnings of the fonrth week in March, which period was expected to show a very heavy disparity. The earnings of Lake Shore for the same period show an increase of $7,500, aud for the mouth of March $22,700, Rock Island opeued heavy, but 1m- proved apout one and a half per cent on the state- ment of an increase of $44,960 for the month and $17,807 for the last week of March, The Vanderbilt 6hares advanced on the report that after the Charter bill is disposed of the Central fare bill will have im- mediate and favorable atteution, Erie was strong and Reading steady. Boston, flartford and Erie ad- vanced to 644 on the expectation of a favorable re- port from the Legislative committee which recently made the tour of the line, but subsequently reacted to 4, closing at 4%. Now that the Keepers of hotels, saioons, restau- rants and cribe ta this well pickled metropolis have been startied by the information that the grist of the next democratic convention is to be ground in Rochester it may be of interest to the public to know something of the causes—personal, political or strategic—which have led to @ preference for the Fiour City, People everywhere have by thts time become conscious that the democratic family is not happy. The wrangling of their Senators and Assem- blymen over the Clty Charter and the dispost- tion evinced by & certain portion of the press to sully the reputation of one of th most prominent leaders, by charg: ing his great wealth to official corruption, ex- hibit a spirte of domestic incompatabliity which, in Indiana, would lead to a divorce. But the dificul- ties among the New York city politicians are so Ivequent that they are now, in the rural districts, thought chronte, and never disturb philosopners of tue haylo(t, What w those astute thinkers are the rivalries of the “tingt? They want from 40,000 to 100,000 democratie majority in New Yore when the ballots are counted, and that is the ring of victory. The copperhead organ in New York may be as wise as its radical assoctate in the Johu Morrissey party, and may throw dirt upon the character of its own partisans watilit aids in purifying its party out of & governor and a majority in both branches of the Legislature; but the democrats in the country will only stop to weigh the value of their ally when they have again lost the State. When the city only is in question they are not disturbed either by the vices of the plundering Tweed or the despotic Sweeny. THE SALT LICKS. Stil there is one peint upon which some portions of the rural democracy ere @ little sensitive, and that is the domination of the city in State Conven- tions. A short time previous to the last democratic conventton held tn this ctty the organ here, speaking at the dictation of @ local citque of politicians, com- menced an attack upon the party organization in the State; complained of the preponderance of city delegates, and even went so far aa to suggest that the venerable and devoted Sammy Tilden, Chair- man of the Democratic State Central Commitice, wouid very properly make way for some gentleman who vegetated farther West. ‘This was a heavy blow atsammy, and by those who had observed bow modestly he had borne his honors it was thought altogether undeserved; but it Was not the only ground of offence, The Onondaga county democracy be- came crotchety upon the judiciary clause of the new constitution, repudiated the action of the con- vention, and, under the lead of Judge Comstock, voted almost en masse with the repubitoans, Here Was a situation to make the judicious grieve, In the very locality favored by tho committee was discov- ered the head of a formidavie rebellion; the organi- zauion of the party Was criticised, us leaders cen- sured and its policy rejected. Was there ever a more flagrant breacu of discipline? It was altogether an unpardonable offense, that a people wao were feeding the delegates upon high-priced vegetables should be thus negligent of the duttes imposed by fidelity aud good faith. The lightest penalty that couid be infiicted upon such transgressors was evi- dently @ change of jocality for the convention; aud now the citizens of Syracase may make the ‘n.0at of their teara by shedding them into thew salt vats, THE COMING CITY. Half way between Syracuse and Buffalo, ana sitn- ated on the Genesee river and on the edge of Gene- see falls, many of the readers of the HERALD will remember aa incousiderabie town, devoted to mill- ing and the nursery business; and this is to be the new seat of empire for tae democracy. But alter all there is something more than a merely factious spirit in the action ‘of the democracy of Central New York, and the causes which will take the next Convention to Rochester are profound and complicated. It is very well understood that the Seymour influence is powerfal in this section of the State, and tnat the defeated candidate of the laat Presidential race has not yet abandoned the field. Possibly he is not @ Candidate, and 1 may be thas even nis inenas would not regard him as an avauable person to put im nomination; Dut there 1a still great contidence in his capacity and patriotism, and he 1s not only the oracle of a clique but the representative of @ policy. Many will be dissatisfied, unless he or a kindred spirit shail Dian the Hext Campaign, direct the forces and con- trol the machinery of the party; and here is one cause for the existence of 80 Many Irreconciiables in this neighborhood; but the necessity of a new point of departure, not less than the rivalries of inat- Viduais, makes such a desire a source of discord. Some days ago a child aged but four years, named John Mcintyre, who ran away trom his parents, in Newark, and came vo this city, fell into the hands of the police and was taken to the Central Ojtice.
