THE STATE CAPITAL, A QUIET DAY IN THE LE" Satu, The Young Demoorac’y nies a Com- promise After ‘geing Whipped, and ‘are Snubbed. Legislative Proceedings in Both Houses. Moeting of the Democratic General Com- mittee and Defeat of Samivel. ALBANY, March 31, 1870, Order has Come out of chxos and the excitement ‘Which prevatied here during the past few days has Spparently subsided, at least so far as New York ‘ity maiters are concemmea. Business is rapidly Progressing and prospecta are in favor of an early adjournment. i U8 HEELERS, | or a very large number of tiem, have goue back to New York, aul this town 1s asauming by degrees its usualdull appearance. Yesterday it was nece¥ sary to keep several policemen engaged in clearing a wangway, 12tront of the Pelevaa, through the gang which crowded on tle sidewaika on either side of ‘he street. Rough az many in the crowd, seem to ‘we they have thus fer conducted themwalres quite ‘orderiy, wad Lave pot disturbed the paldie peace or Goae anything to wring down any comdomnation on them. THE. ‘(RVING HALL PEMOWRACY have accepted ‘tm result ana, with few exceptions, have bowed gmoetully to the will of the majority. The *new gsowiers,” 10 whem J referred in my let- ter of yestemmigy, have been sasured that ME, TWEE P'S FRIENDS MUST BE FRUIUNDS OF MR. SWEENY, ‘They have, therefore, *dropped) on themselves,” ; an say nehing chat can tena to make any new Tent in the Gem ocrave cloth. Ja conversation with moveral of the * gictors it was given out that CONCILIATION “was to be the policy of the Tammany leaders—that ‘whey were wi Aiag to reeetve tne late Kickers again if “they would promise faithiuliy to be good boys and “behave “the mseives in the future. Some of the “youngsters 4” however, scout this wea, but seem in- ‘slined w dc ) nothing now vo widen the breach which they have ¢ dready made. But while New York mat- ‘ters ape be coming quiescent, AN OFFER TO COMPROMISE, Mis sold, was tendered to-day bythe youngslers to the Temm any leadera. The young democracy were Willig to return tothe ranks of the faithful if the eharter \ vere amended so as to save the preseut Common Council, This Councti, however, the Tam- many pe: pplebave regardea as the.head and front of whe offe: ding, and they immediately rejected the proposa', The republican leaders in the Senate seem favorab ly disposed towards the new charter, and there C:an be no doubt that it will pass the Senate -with 80 me twenty or twenty-one votes, BROOKLYN 18 LOOMING UP and thi sre is vexation of spirit evidencea by some of the prpminent Brooklyn leaders in both branches of ‘the Legislature. The Brookiyn Police bill, for which Jacobs and Cullen fought and worked so hard in the House, passed the senate tuis morning by a vore of twenty-two to six. This ts reguiar; but Jast Bight, when the Brooklyn Water Comuiesion bili ‘Was up Senator Genet succeeded in baying it altered #0 that, instead of droppiig the names of Kinsella and Bliss, and leaving those of Northrup and, Fow- Jer, as ine Brooklyn folks wanted, Biiss’ name was retained and Northrup’s cut out, This action made WAR HORSE MURPUY SICK; So Bick that he felt like leaving a vacant chalr in the Benaie of the State. Jacobs is aroused, and as Jacobs’ ladder is raised and he is climbing tt very Fapid'y he can drop some very heavy stones oa the ‘heads of other bilis which don’t suit him. Besides, there 13 i CAMEO CULLEN ON THE WAR PATH, vowing destruction to any pet measures of Genel’s ‘Whteh may come before the House. Cullen’s feavhers are yuiMed to day and he mesns Sight. He told Genet @8 nich, and he promises to keep his word, He Voted to let the New Yorkers take care of New York Matters ana he and his coileagues demand that-the Brooklyn folks shail be aliowea to manage Matters connected with the City of Churches as they dcem pest for the interest, aud according to tne ‘wishes, of their constituents. So there is tun in more for the boys yet. Senator Pearce to-day latro- duced 2 bill in relajion to THROWING LIGHT ON BROOKLYN, in accordance with a resolution of the Brooklyn Common Coancii, which provides that the work of ligitting the strects shall be a ward matter, and making the necessary accompanying provisions. Senator Cauldwell inwwoduced a bill providing for REPEAL OF THE METROPOLITAN POLICE LAW forall por-ions of the Metropolitan district outside of New York and Brooklyn. The biil does not make any provision for estabiishing any other system of police regulations, but is solely to repeal the Metro- politan Police acc. In the House, to-day, THE EIGHT HOUR LAW, which was introduced by Mr. Hennessey, was up in Comuiittee of the Whole, and was ably arguca for by Mr. Bergen, who had facis and figures and fancies to demonstrate the utility, practicability and advisa- blilty of the méasure, and the abjlity to explain it. The bili was lightly amended, and was reported with a recommendation for its passage. In the Com- Mittee of the Whole there was also discussed the bill in relation to procuring a cabinet of natural history and placing it in charge of the Regent of the University. THE ONONDAGA GIANT of the House opposed the bill, and thought that in shis practical age ihe cabinet as a@ charge for the Blate was useless. Mr. Rowan, of Albany, assared the Mouse that one giant from Onondaga nad aiready found sheiter in the State Museum, and Messrs. Flagg and Littlejohn argued in favor of the bill, and claimed that the state should take a pride in having in its possession a collection of specimens which would help science and which was connected with the condition and growth of the State. The bill was finally ordered to a third reading. The bili introduced by Mr. Flagg, of Troy, in relation to BORROWING MONEY and allowing the lender to charge ten per cent In- stead of seven was also in Committee of the Whole, and wasdebaied by several members, The view gen- erally taken was that this might do well enongh for ‘Wail street and professional borrowers aud ienders, but that in tle country pisces and among those who bad morte gen on \ieir homesteads it would have a bad effect many whose mortgages had run beyond their term, but who were permitied to continue them by paving the tterest, would be asked immediately to bay of thé mortgages, and ji they wished torenew them would be obliged Zo pay ten per ceut per annum for the necessary Yoan. Mr. Husted, of Westchester, moved to re. commit to the Judiciary Committee, with instruc- tions to strike out the enacting clanse. This was too hot for the Trojan Ff and he the little Bald Eagie to withdraw bis motioy id he ‘would promise not to cail the matter up again, Husted was inexorable, aud tie nail was driven by @ heavy biow into the head of tbo Usury “William,” and it died the death, The Governor to-day re- ceived ~\ A HEAVY DOCUMENT in the shape of a set of resolutions, beautifully én- and peen tr ae Lae Bh are - ations adopted by the sacheins of Tammany the reuurement of Mr. Hoifinan as Grand Sachem.. ‘They were ht to this city by the gentleman Woe gid the quilling, Commodore’ Ben isruaj, ana were by Grand Sachem Tweed, wno SPEECH BY MR.
