This bill passed the Senate some time since, but was amended in the House to strike out the firat section, as follows:— Provided, that the provisions of the bill shall not apply to the Northwestern North Carolina Rallroad, and insert aftor the word government, in the second section, “and shall be credited to the countiowof the State upon the taxes to be as- heased for the year IFi0 Iu proportion to the amount to be collected from them respectively.” IL was discussed the entire morning and Mr. Gra- ham moved the previous question, when the bill was concurred in, This biil repudiates all vhe ratiroad appropriations, the bonds of which are known as speciat tax bonds, amounting to $16,000,000, and it wipes out an annual taxation of $940,000.
