t t NEW YORK HERALD, TUESDAY, MARCH 1, 1870.—TRIPLE SHEET. FINANCIAL AND COMMERCIAL WALL STREET, } Monpay, Feb, 28—6 P, M. The excitement which attends the great decline in gold ts exhibited in no more curious fact than that atany early hour this morning the brokers were dealing in the precious metal at the door steps of the up town hoveis, and long before the usual time of business made immense transactions. The news from Washington produced such a rush to cover on the part of the ‘‘shorts” tnat the price advanced to 117, but during the session of the Board eventually ell to 115—the lowest yet in the present downward movement, THE GOVERNMENT PROGRAMME, The instrucuions from Washington were soon set forth in detail on the biackboard at the Sub- ‘Treasury:— During the month of March, 1870, I shall, by order, receive bids for gold and offers of bonds as fol- lows:— BIDS FOR GOLD, , ‘Thursday, March 8—One milion dollars, ‘Thursdsy, March 17—One million dollars. Thursday, March 31—One wiiion dollars, ail on account of the Sinking Fund. OFFERS OF BONDS. Wednesday, March 2—One million dollars (Special d Thursday, March 10~—One million dollars (Sinkiag Wednesday, March 16—One million dollars (Special nd). Thursday, March 24—One million dollars (Sinking Fand), eS aay: March 30—One million dollars (Spectal and), ‘They will be in accordance with regulations here- tofore observed. A certified check for five per cent of bid or oiler must be deposited therewith, Pro- posals will be opened at twelve o'clock, noun, each day specified, The Treasury may at ita option accept offers of bonds in excess of one million. Further paruculara can be had ut Litis office. CHARLES J. FOLGER, Assimant Treasurer. This document produced renewed excitement, It ‘was originally supposed that only two millions of gold would be sold during March, but the month -having the full thirty-one days, and the last day falling on Thursday, it happens that another gold day is included, ana hence the schedule provides for the sale of a third million of gold. The mina of ‘Wall street ia so sensitive at this period that the cir- ‘cumstance was suiMcient to produce a small pantie, in which the “bulls,” who tad bought agatnst the con- Ungeucy of reduced saies of gold, unloaded at once— @ step to which they were, moreover, prompted by the further advance of five-twenties in London, Which came 90%, while Congress summarily dis- posed of a resolution proposing a redistribution of the currency. It seems evident from all the facts which have so far transpired that Mr. ‘Boutwell in furthering hw plans of funding the national debt 1s determined to bring the prices of ‘the five-twenties and gold together. Hence, despite his need of currency, ne Keeps his gold sales steady and increases his bond purchasca—exactly contrary vo what would be inferred from the condition of the national Treasury. However, as Mr. Boutwelt has 9 Tight to make the best bargain he can in the interest of the government, his policy may be perfectly cor- rect in thus keeping his real plans out of sight, Should he on Thursday next accept all the bids for gold that may be submitted itis evident that in a falling market he Is employing the best means to get the hignest price for his treasure. The possibility of this fact, strengthened by the reduced condition of his currency balance, led to a pressure to sell gold, end the price felito 116. The course of the market during the day was as followa:—~ - Hes 2P.M. - 155 - 16 2:01 P.M. 115 164 BP. Mies M, 115 34 30 P.M... MIG @ 115% Holders of gold pala three to tive per cent to have their balances carried. The operations of the Gold Exchange Bank were as follows:—~ Gold cleared, Gold bulances, Currency balances. SHARP DECLINE IW STOCKS, Yhe stock market, aiter a period of feverish dis- quiet, brought about oy the furtner depression in Gold, gave way under @ vigorous attack’ from the “pears,” whd assailed the list at every strong point and forced it down from one to three percent. The ‘cliques who are now at work in breaking prices are the same who ‘‘lulled” them a few weeks since, at which time they turned round and sold ont, going “short? at the same time. The present effort 139 to realize upon tlcir short sales. They have ériven the markec Gown, or, rather, have had it driven down for them by the unlookéd for decline in gold—a saovement which took them by surprise as much ag it did the public generally. In endeavoring to cover thelr “short? sales thoy ind it necessary to give the market a final attack, ‘because if gold should stand steady fora day the ase and abundance of money would put stocks up Again ata, to them, extremely dangerous rate. A “bear” movement in times of easy money, when the *‘pulls”’ can have the alliance of the whole public, 18 avery hazardous undertaking. The operators who engineered the present ono were content at first to simply realize on the advance in prices since New Year’s—an advance which shey argued tor then, as now th are arguing for a dectine—but fola happening to show weakness afforded them a cue and they took Advantage of tt to go ‘short’ of the market. They aré now hammering away with all their might to cause a general tumbling out of the long stock held by the public purchased at the deciined prices of {ast week. So far they are to be complimented for the vim and dash with which they have sold down the market. It remains to beseen whether their execution will be as skilful when tney make the ef- fort to ouy the shares which they have so pientifully disposed of. Howard, a stranger In the otty and @ guest at the Westminswr Hotel, while promenading Third avenue, was met and accosted by a girl named Caroline Brown, who invited him to go with her to No. 217 Third avenue, Howard agreed, and, after spending a short time on the lower ftoor, the couple ascended to an upper room. Howard had been in the chamber only a few minutes when he fetl asleep and was quickly awak- ened by noises whieh aroused nis auspicions. Tne sounds appeared to come from the direction of ® doer leading into an adjoluing room. He a once tried to get up from the Yed upon whieh he was reclining, but was prevented from doing so by Catharine, who used her utmost atrength to detain him, At last ne | Got up,and discovered thas a revolver valued at twelve dollars and @ pocketbook containing forty dollars had been removed from the pockets of nis apy smo Howard as quickty as possible gained and finding omfcér Wilson, of phe meanest peenancs, informed hum of , los. col u other = oMcers, at once mand Hue ae escent upon the house and arrested William Butler, Péter Brown, Caroline Brown, Elizabeth Taylor and Eliza- beth Morris. When these parties found themselyes: Elizabeth Morris handed to Howard the platol which had been stolen. Officer Wilson then took the prisoner Butler into the room where the robbery bad been committed, and while there detected But- fer in the act of throwing uvon a lounge a roll of bills, amounting to $40, Which proved vo be of the same denomination as those taken from Howard. ‘The fivo prisoners were arraigned at Kesex Mar. Ket Police t and charged with grand larceny, All of them pleaded not gutlty, some of them sta- ting that they were not in the house at the time the robbery was committed, but entered 16 while How- ard was hunting for an officer, None ofthe accused admitted being Inmates of tue house, but gave their residences in diferent parts of the city, All five were held for trial at General Sessions in default of $1,000 bail for cach. On Sunday evening Obaries Fountain, of No. 1 Gar. Janda row, met Caroline Mackey at the corner of Broadway and Thirteenth street, and at her invita- tion accompanied her to her apartments at No. 30 Rast Thirteenth street. Alter remaining @ short time ne lett the premises, and on reaching the street found that he had been robbed of twenty-four dol- The victim maue a complaint to omcer Kear- ney, who urresved the festive Caroline and took her to the station house, where an- other female living in Greene street, named Annie Black was also lodged whe same night by Officer Post, charged with committing a similar act upon Frank Burns, of 139 Chariton street. Yester- day both women were arraigned before Justice Gox ai Jefferson Market, and in default of $500 bail each were committed to answer the charges. Fountain sSubsequentiy withdrew his complaint, a lover of the female Whom he accompanied baving made good his loss, and assured hig Wat she was a girl of good character. by SINGULAR CASE OF VIOLENCE, A Man with Two Fractures of the Skull— Investigation of tae Casomflow was That Head Broken Twice ¢ A few weeks since Charles Clark, 2 man of intem- perate habits, arrived in this city from California, and took lodgings with Mr. August Illing, at No. 174 Hudson street. What has been his occupation dur- ing bis stay in New York does not appear, but it seems certain that he lef’ home with his head ban- Gaged up and at a later hour he was taken home, when it was understood he had been run over by & truck and dangerously imjured. What treat ment Clark received those in the house do not state, but at eight o’clock on Saturday evening Clark was found lying in the hallway of the premises apparently insensible from the effects of liquor, and taken up stairs to bed, where be was found dead tho following morning. ‘the body was removed to the Morgue, where Dr. Shine yesterday made a post mortem examination, and found tnat deceased had two fractures of the skull, his face was cut and bruised besides, while there were several contusions on the body. These injuries might lave been re- ceived by a fall, and if trae that be was run over by a truck, a9 stated, that utignt reasonably account for the fractured skuil; but there. seems to be some un- certainty as to tue manner in which the fatal in- Juries were iaofiicued. Below will be found @ state- ment made by Mrs. Fey, living in the house Margaret Fey, of 174 Hudson street, stated she had known deceased above two months, And that he was yA invemperste hapits; on Friday morning she fa im go out with his head all bandaged up; he went across the street to a barroom; Mr. Robinson, # friend of his, subsequently took ‘him "home and told Mra, Fey that Clark was almost killed by a day running over him; on Saturday evening, about eight o’ciock, the witness in passing into the rear house heard some one snoring very loudly, and found ae- ceased lying on the floor in the passage; deceased was then carried up stairs to bis room, it then being supposed he was drunk; the next morniag Mrs. Fey sent her servant gir! to see if Mr. Clark was up, aod she found him dead. August Lling, who rents the house No. 174 Hudson street, made a statement mainly corroborative of that of the first witness. Coroner Fiynn, who has charge of the case, re- quested Captain Petty, of the Fiith precinct, to make an effort to gain further particulars respecting the manner in which deceased was killed, Aw yet no motive has been shown on the part of any one for taking Clark's life, and in the absence of such proof it is reagonaole to conclude he was accidently in- jured. Possiniy he may have been beaten in a drunken brawl, but if #0 the police of the precinct know nothing of it. Down East BivaLves.—The town of Wareham, in this State, promises to acquire a high reputation tor the quality of the oysters which it sends to this market. ‘They are natives, and for delicacy of flavor are not surpassed by any bivalves which are sold, In former umes Wareham did a respectable business in oysters, but the trade died away, aad it js only recently that there bas been a revival. Atten- tion is again directed to the profit to be reaped by ownlng an oyster farm, and some of the fortunate ones have giready reaped a good harvest, while others have planted the seed which, another year, will pay a handsome per centage on the investinent. ‘The bon vivants of the “Hub,” who have a taste for oysters, aré ubantmous in their praise of the “Warebams,”—oston Journal, Feb, 26. _ CLOTHINE TTENTION.—M.
