WASHINGTON. Nebraska Ratifies the Fifteenth Amendment. The People Petitioning Congress to Ac- knowledge Cuban Independence—What it Costs to Govern Alaskr—Judge Strong Conflrmed for the Supreme Court. WASHINGTON, Feb, 18, 1870. Gales of Cadetships—Cases Proved Upon Southern Members. E. P. Brooks, of Maryland, appeared before the House Military Committee to-day and testified that be went to J. H, Sypher, a carpet-bag member of the Fortieth Congress from Louistaua, and stated ‘that he understood he (Sypber) haa a Weat Point cadetship to dispose of. Witness said he wanted totaik business, whereupon Sypher told him that’ he could not dispose of his appointment for a money considerauon. Witness then askea Sypner it the arraugement could not be made go that the money, $2,000, could be given to Sypher for use in ure political campaign. Sypher repited that per- haps that might be effected, but sald that ne, Brooks, must make the bargain with Mr. J, R. sypher, of Puhiladeiphia, brother of the member ana also agent and correspondent of the New Nork Tribune in the City of Brotherly Love. Brooks thereupon left Cougressman Sypher and went to Philaleipbia, where he saw Mr J. R. Sypher and reiated to him tye conversation he had bad wit his brother, the member. The business man of te firm of Sypher & Brother said he wanted $5,000 for (he cadetship, Which sum witness retused to pay, alleging that it was too much and that he contd get one ior less, No bargain, therefore, was made. He turther testified that he bought a naval and a military cadetship trom Jasper Blackburne, also a member of the Fortieth Congress, from Louis- dana, for $1,500, J. RK. Sypher, of Philadelphia, pronounces the re- port that be had ever offered to sell a cadetship at West Point faise and an invention of a futle enemy, ‘the Cost ot Governing Aluska, ‘The Secretary of the Treasury has sent to the House a reply to a resolution calling for a statement of the disbursements and receipts in Alaska since taat Territory was incorporated into the United States, &c., by which it appears the disbursements on account of the revenue cutter service by the Collector of Customs at San Francisco, in excess of what would have been disbursed had the vessels remained ta port, were $160,000; disbursements by the Collector of Customs at Sitka on account of collecting, revenue from cus- toms and the revenue cutter service, $101,353; di bursements on account of special service, disbursements ov account of tae War Department, im excess of what would have been disbursed bad the troops been siationed elsewhere in the United States, $230,000; disbursements on account of the Post OMice Department to September 30, 1869, $212. Tota! disbursements, $597,782 Receipts from cus- toms, 3; receipts from the Post Office, $518. ‘Total, ements in exces of receipts $576,989. The Secretary of War says that of the $330,000 spent by the department more than $10),000 were expended in the purchase and equipment of a steam vessel employed in the trans- portation of public troops, which vessel, with due allowance of wear and tear and risks of navigation, will long continue to represent a considerable por- tion of the sum expended on the same, Senator Sherman’s Faading BULL Senator Sherman proposes to call up his funding bill next Tuesday and to keep 1 before the Senate until it 1 acted upou. He says he does net know what disposition the Senate will make of it. He ‘will be supported by a majority of the Fimance Coin- mitte, but will meet with opposition from some of the Western Senators. Sherman will offer two or “three amendments to the bill, none of which, how- ever, are important. Tho Legisintive Appropriation Bill. White the Legislative Appropriation bill was under discussion in the House to-day General Farnswortn, chairman of the Postal Commitice, moved to strike out the appropriation for the ofice of the supervis- ing architect of the Treasury Department, and took occasion to make & personal raid upon Mr, Mullet, the chief of that office. He accused Mullet of incom- petency and a disposition to spend the pub- Mo money recklessly. Farnsworth was sus tained by Dawes, who also attacked Mullet, but insisted that while the office remained the amount asked for by the committee should be ap- propriated. This whole business 18 of a plece with the late Post Ofice Investigating Committee, and the object is to drive Mr. Mullett to resign. Indeed, Muilei’s enemies claim that Boutwell has agreed to get rki of Mullett as soon a8 a proper successor can ‘be found.
