FINANCIAL AND COMMERCIAL. eee WALD Strerr, Monpay, Feb. 1-6 P. ‘u.} ‘The Involved question of the finances has pro- eh another Step toward soluilon im the impor tant DECISION OF THE UNITED STATES SUPREME COURT, Given in Washington to-day, declaring all contracts made before 1862 payable in coin. The news pro- Guced some startling effects in Wall street and led to @decline in gold anda fall tn stocks. Later in the day, upon fuller intelligence of the character of the opinion rendered by the court, there was a reaction and the market showed a strong disposition to gam ‘he lost ground. In tracing the elfects of the news a* may be weil to record the feeling of the street at the successive periods of the day. In THB STOCK MARKET Prices led of with great buoyancy and the bujlish movement of the preceding week lasted until after ‘She second call, about which time the advance was general in all the ratiways and In most of the mis- cellaneous stocks, The Vanderbilt shares had risen to 98% for Central stock, to 97 for Central scrip and to 145 for Harlem, A comparison of these prices with the best of Saturday, and the statement that the ad- vance in other ehares was in proportion, will give wome. idea of the characer and tone of stocks before the telegrapa made known the decison of Chief Justice Chase. ‘he agent of the brokers in ‘Washington seat a brief aud succinct synopsis of 1ts tenor. At once the aspect of the situation changed. All was doubt and excitement. iad there been any- thing like an organized “bear” party rhe uncertainty Would have led to a panic among the more timia Speculators, But it so happened tuat the great con- trolling cliques were on the “bull’’. side, and hence ‘the deciine was, after all, a small one in contrast to the influences for a deciine. ‘The street revolved and pazzied over the following facts:—All railway mortgages made before 1862 were payable in coin, That was adding onc-fith to the indebtedness of mortgaged roads and corporations. The stock Was therefore s0 much less vatuable. In some Instances tho appreciation of the bonded debt threatened to wipe out the stock. Some were tn- clined to believe that even the difference yn back interest which bad been puid in currency might be collected in coin, but in this made a mistake, inas- much as any debt discharged in currency accepted without protest is cutirely satisfied. The question esto the curreaot interest on debts dating back to ‘2861 or a previous ycar will lead to a great deal of ‘Mitigation, a8 unless it is specified that such nterest shall be paid in coin the decision of tne Supreme Court that greenbacks and specte @re eacu legal tenders may be taken advan- tage of for the discharge of such obligations. ‘The ‘ramifications of the question are, in fact, too numerops to attempt to follow at this time. One, however, of exceeding interest to a great portion of the community suggests itse!f, Are not the savings Danks reqiitred to return in gold the sums deposited with them before '62, which have not been dis turbed meantime? Next tn order came the feature Of the decision declaring tt impossible for Congress to create more legal tenders. Here was an estoppel to inflation of the currency, and the price of GOLD DECLINED to 1203, although at the beginning it was thought that the market ought to have gone up, for the reason that the necessity for paying old debts in coin would create an inordinate demand for the pre- Clous metal, That the gold operators had some inti- gation of the decision on Saturday seems evident from the rates for gold in the loan market to-day as ‘well as in the larger dealings at ihe Clearing House. ‘The transactions in gold at 120}; were not of large mount, for at this figure @ reaction set in ana Bimukaneously there was an upward turn in prices atthe Stock Exchange. Tue reason was that after the first durry and contusion had passed the specu- Aatora thought over the situation more calmly, and Upon the discovery that during tue past eight years ©f suspension of specie payments most of our rail- ‘Ways had cancelied the greater portion of their old ‘Donds by the issue of new ones were solicitous to ‘buy back the stocks which in thelr fright they had hastened to sell. It is significant, however, that the recuperation in prices aiter the greatest depression of the day was slowest in those stocks which are unaerlaid by the largest bonded «ebt. ‘The reaction in gold was based upon the idea that, ms there can be further issues of greenbacks, stronger efforts will be made for an inflation of na- fional bank note currency, If not jor a general free banking law. We give in the tables further on the ‘Fesult of these influences upon gold and stocks. In ¢he latter Rock Island was again active, and rose to 218 upon the action of the governing committee in directing a sub-committee to make an inves- tigation of the claim of the directora to have the stock again placed on the cali. It Is paid that satisfactory evidence is given that the registration of all the stock bas been made, and it is expected that Rock Island wili be once more called ‘within a day or two. In the agitation produced by She news from Washington the price fell off to 11734. Erie was strong on the showing of increased earn- ings, ana was firm throughout the excitement, Western Union was heavy and declined to 34%, New Jersey Central was fevers between the iimits pr 99%; und 10034. Ohio and Mississippi was the Jatest feature in the “bull” movement, and advanced %0 29. Pacific Mail was actively strong in the early Portion of the day, and sold at 41%, but declined in Bhe afternoon to 4034. ‘The money market was quiet and steady at four to six per cent. Commercial paper was in good Gemand, and was quoted 6), to 73s per cent for prime double names. Foreign exchange was firm on the basis of 109 Jor prime bankers’ sixty day serling. The government market also teit the effects of the atsion, and prices to-night are lower than at the Deginning of business this morning, for the general Feason that these securities have now the rivalry and gompeiition of numerous securities which have suddenly apprectated to gold valuation. ‘The decline, howover, was small, and the market dull and steady atthe lower figures, By mistake the quotations of Baturday were reported ‘one per cent” instead of “one-quarter per cent higher,” &c, The currency axes wore strong and active. The final strect prices tor te government list wero as follows:;—United Btates oucrenay sixes, 111% a 112; do, sixes, 1831, register 118 & 1183 do. do. coupon, 118 & 11834; NEW YORK HERALD, do. five-twentles, “rogtstored, May and “November, T14N @ 115; dor do., 1862, coupon, do., 1154 @ 11534; do. do. 1864, do. do,, 114% @ 115; do. de,, 1865, do, do., 114% a 115; do. do., registered, January and July, 114 a 11444; do. do., 1865, Coupon, do., 113% a 114; do, d0., 1867, do, do., 114% & 11414; do. do., 1868, do, do., 11414 @ 11434; do. ten-forties, registered, 10934 a 10954; do. do, coupon, 112% a 11234, THE SOUTHERN STATA BONDS. At tne first glance it would have been snpposed that the decision of the Supreme Court would nave favorably affected the State bonds as well as bonded debts in generals; but the obiigation in their case 1s not backed up by the security which accompa. nies ratiway mortgages, and 13 dependent simply on the general credit of the States owing the money. Araliway 18 tangible property, which may be sold for the relief of the bondholder, but a State is a sovereign, and only morally bound to pay ner debts, Hence the decision, im adding one-ffth.to the indebtedness of the States, aggravates their em- barrassment. In the case of tne rich North- ern States the decision operates in favor of higher prices, a3 it guarantees the redemption of the old bonds in coin, The call to-day of the Northern bonds was too early to reflect tho effect of the uews, but the Southern list was heavy and in most instances declined, the exception being the Virginias, which have retained the buoyancy de- rived from the readmisston of tho State, Tho ‘en- nessees tn the forenoon were strong and active and obsuinately resisted the decline in the afternoon, but gave way a nalf to one per cent.
