CUBA. Boviston of tho Taxation System—Pro- posed Ro-estab!ishmont of tho Old Arrangement of Taxes—News from tho Interior, ‘The steamsdip De Soto, which arrived here yes- terday, brings the latest news from Cuba, Porto Rioo and th Wost Initia tsiands, The purser’s favors aro hereby acknowledged. Suppression of the Direct Contributions—Tevi- val of the Old System of Taxation—General Features of the Lutter—Campaign in tho Camaguey~Valmaseda Going to Puerto Principe—Items of the Insurrection—Move- ments of Mr. Seward nnd Party. Tiavaya, Jan. 25, 1870, AM oxtra of the OMvial Gazette of the 234 an- mouvoes an abolition of the direct contrioutions, so- callea, which was at tne foundation of the com- plaints made by those wno inaugurated the present Tevolution in this isiand. \Wnle following the revo- lution in Spain there is no doubt these taxes would tm any case have bren aboiished or greatly modified. The action of the governine.t under the circum. gtances may be regarded aa a repetition of the course pursiied by the British Parilament in repeal- ing the Stamp act during the Amorican Revolution, and, like tnat famous measure, it comes Wo late to satisty revels in arms, ‘These contributions were, from the first, ill ad- ‘Vised and calculated to excite discontent, and at the same time it 1s wel! sevtied that “hey nave not af- forded to the government so large ® revenue as was obtained under the old system. Among the commis- gions which proceeded to Spain to advise with the authorities upon a revision of the method of taxa- tion in this island were some prominent Cabans, @nd it has been charged that tney advised the oner- us method adopted, with the view of exciting a dis- content which should lead to revolt. Far more than the method displaced 16 bore upon the poor, and the arbitrary manner in which its enactments were en- forced by tne Spanish oificiais, woo sometimes seized the last domestic animad of the poor luborer, exolted the people almost to frenzy. By this decree Of the Regent the old system 1s re-established. It Imposed a rustic tax of two and a half per cent. on the net product, and an aduitional two and @ half per cent for the Church. On city property, four Der cent on net income, Industry and commerce ‘Were subjected to a special tax on income, varying from one to four per cent, imposod by the Ayunta- Milentos for municipal purposes. Also a tax on pur- chase and sale of property of six per gent on price, and if the buyer paid this tax unaer teris of sale, two ana one-half per cent on the amount of six per cent additional, These wero the main features. Under authorization from the home government, General de Roaas decrees tnat tne change shall take effect from the 1st of April. Tho doeree is preceded by a long preambie, argu\entative and explanatory, but without muterest vey oud tue island. News from the insur.ection comes in but slowly, and presents Iittie of interest and importance. At- tention ts centred in the Camaguey, where, as pre- dicted in thexe despatches loug before move- ment. was inangurated, the decisive campaign ot the season is about to tuxe piace, By telegram from Cienfuegos tue Yor d+ Cuva professes to :earn ‘that 8 grand celeoration in honor of the pacification of the Eastern vepartiuent hus taken place in San- de Cuba, and that \ uimaseds was preparing to depart tor Puerto Principe. Wai StREer, SUNDAY, Jan. 30, 1810, ‘The week has closed upon a ratnor steady market, Porionlariy in STOOKS. Many of tho speculative combinations have been disappointed at the apathy with whioh outsiders lave regurded the temptations to again enter the speculative arena. Indeod, it mas requircd all the ease in money to keop prices from receding, and Were it not for the unusual facilities afforded holders Of siocks it 1s an open queation whether the whole market would not have undergone a decline. The brokers whose business has besn so largely reduced since last fall are compellod to confess that the street lacks the old buoyancy which used to attend the relaxation of tho rate on call loans, Tho fall tm the tnterest rate to fve and four per cent would tn old times have ted to the sharpest competition for the possession of stocks, but now the utmost enthusiasm leads toa rise of only one or two per coat The great bulk of the leading shares ts held by the cliques, and the street seems unwilling to come in and assiat a movement to higher prices, Tne lesson of the panic is not so soon forgotten, although at the outses of the year @ppearances aid indicate that the victims of the disasters of September were in a burry to retrieve their losses. The succeeding dulnuess must be attri- buted to the general disposition to taxe smal profits and not to hold on for large ad- vances. The cliques have found it more difficult than usual to ‘milk the street,” although the opera- tion has not been uniformly unsuccessful. As a general thing, however, tney have tatled, the wtreet standing aside and looking askance at their efforts, but manifesting little desire to be the victims of the lacteal performance. Certain shares have encoun- tered the force of advorse circumstances and have been weak despite speculative support. The West- ern railways, whic are dependent more or less on the movement of the crops, have suffered a large falling off in receipts, the farmers and grain specu!a- tors withhoiding freignts in expectation of more favorable prices in the spring or summer. In two prominent roads it is reportea thas the directors tind themsolves compelled to borrow money to pay dividends declared when the prospect was not so unflattering. Horo srises a question which should receive attention in a quarter competent to take action. Why are dividends de- clared when the monoy to pay them 1s not actually im the treasury of the company? Any person who 1s vempted to buy stock on woion a dividend ts thus declared is deliberately swindled out of bis money, and the directors who deciare tt ure guilty of fraud. The sensation of the week has been Rock Island, which was struck from the call at the board for fatlure to register two millions of new stock iasued last June; or rather for failure to notify the Stook Exchange of such intended issae, The price fell to 10354 upom this announcement, but the oficlais of the road, taking this action as an affront, are alleged to have bought all tne stock tifus sold, as well as all the short stock oifered by the “bears,” with the effect of putting the price to 113%. The cliques are 80 ready to take all advantages of the pubilo, and have shown their ability to do so on so many occa- sions, that the street ts inclined to pause before ven- turing, and hence we find that the transactions of late have been confined to the brokers and that the market has temporarily drifted into what is known as a ‘‘brokers’ ae 2s OLD, ‘The speculative feoling has largely abandoned the Gold Room, the fluctuations in the premium being so slight as to present few temptations to the heavier operators. The price has been strong and steady, however, the strength of exchange and the Increasing specie shipments croating @ fair demand. The steadiness of the market was quite evident toward the close, when, despite the sensational stories regaraing the programme of the Treasury for February, the fluctuations hardiy exceeded a haif percent. Before these lines are in type the tele- graph will doubtless bring us the real facts as to the plans of Mr. Boutwell for the ensuing month. The disposition to be on the “hill” side of gold bas beem encouraged by the easier raves for carrying balances, the figure in some in- stances favoring the holder a8 against the borrower. The course of the market during the week is shown in the table:— Highest, Lowest, GOVERNMENT BONDS were unsettlea within narrow fluctuations, and therein closely followed the movements of the gold market, The latest atreet prices on Saturday were a8 followss—United States sixes, registered, 1891, 118% @ 118%; do sixes, 1881, coupon, 118% a 1183; do, ftve-twenties, registered, 1843, 1154 9.1155(3 do., do., 1862, coupon, 115% a 116; do. do., 1864, do., 15% @ 115% ; do. The Louisi- Gnas were weak, but improved at the close: The South Carolinas were strong and active, advancing an average of about five per cent on the several issues, while the Virginias were buoyant upon the readmission of the State by Congress. MONEY was in abundant supply to borrowers on call at rates ranging from four to sx per cent, with exceptional transactions at three and seven. Commercial paper ‘was in demand‘at seven to nine percent, Foreign exchange closed dull and firm at a decline from the rates ruling in the early portion, when some of the speculators in gold bad sought to assist ther move- ment by manipalating the sterling market, THM BANK STATEMENT. The weekly statement of the associated banxs is again favorable in all respects. The increase in specie 1s over @ million, and in legal tenders over two miilions, making a total gain in the reserve of over three millions. It seems that two swindlers, namod Hooper and Simmonton, have been engaged on Com- mercial street, in that city, in raising money by ad- vertising fora partner in the firm of A. Hooper & Co., shippers. They would offer great inducements, by advertisement, entice some victim, who would eat is Capital of $690 or $1,000, and soon after, nding there was no business, would sell out to the firm for @ nominal sum. Simmonton was the conventent partner, whose business it was to retire from the firm whenever the victim was ready to buy in. One of the jast men bied in this way was an old sea captain of Beverly, who was thus swindled out of $500. The next man was Wil- liam Derbyshire, an Englishman, from Central America, who was invelgied into putting money into the bogus firm. By good luck he found his way to law office of Mr. Edwin Morton, who thought way clear to break up the swindlers. By the help of a shrewd officer’ he had them arrested, one of the judges of the municipal court declining to issue the warrant because he saw no hope of con- vicung them, Another judge was willing to have the powers of the law tested, and on Wednesaay the two thieves were convicted on the indictment found a tew weeks since. By a providential incident Mr. Morton was able to find the Beverly victim and con- front him a8 @ witness with the swindiers, who were beaten at all points, and now will go to prison for some years. The case is an important one, as settling a point in law, and likely vo check the suc- cess of the advertising dodge now so much employed by knaves. COURT CALENDATS—THIS DAY.
