At the Stock Exchange the earliest prices were ebout as they closed the previous day; butas the forenoon wore on the speculative spirit ran strongly On the Vanaerbilt shares, the programme of the “balls” im these securities seeming to contemplate the alternate movement of the stock and the scrip. Thus the former was the favorite to-day as the latter was yesterday. The report is de- ied that a conversion of the scrip is Im €ended, but whatever the present pian it is the purpose of the controling powers to seek legiala- tion which will favor both an increase of fares and an increase of the capital stock. Let this statement ‘be held in memory until the Legislature hus ad- gourned. Not less in interest was the syecuiation in Rock Island, which despite its exile to the side- walk was a feature, if not the feature, of the rail- ‘ways. It seems that the action of the Stock Uxciange ‘has put the directors upon their diguity, aud hence ‘the persistency with which, itis alleged, they have @ustained the price in the face of ihe inmense presaure of speculative sales. The street is largely short of Rock Island, and the market in its oversold condition is very sensitive to bullish insiuences. ‘The price late this afternoon was run up to 111 as against 107% at the opening. Intermediately the market underwent a decline from the buoyancy of ‘the forenoon and was weak on Lake Shore, st. Paul of these roads checks the demand for thew avock and induces holders to sell. Webi, of New York, Luterviewed in California. A reporter of the San Francisco Alia California recently waited upon Mr. W. H. Webb, of New York, the celebrated shipbuilder, now on a visit to Califor- nia, and obtained from him his views in regard to tne decline in American snipbulldiag. Mr. Webd said in substance;— ‘There are many causes which have combined to produce this resuit. in order to cousider them faily we suould have to go back some years. For several years previous to the late war, and beginuing with ‘What nay be termed the clipper era, siipbuilaing voth im the United States and Great Britain was overdone, We commenced the buiding of clipper snips and Great Britain followed us, The contest for success caused it lo be overdone; but te business in our country received a check just previous to the war, which did not, however, extend to Great britain up to wnat ume. Alter a full consideration, and with the approval of the more prominent cartmen, Collector Grinnell has issued the following order for the government and guidance of inspectors, agents and cartmen en- gaged in the Custom House business.
