Passage of the Conspiracy Repeal Bill in the Assembly. The Plan to Restore Municipal Gov- ernment to Cities. THE RELIEF OF BROADWAY. ALBANY, Jan, 12, 1870, The bill repealing the Conspiracy law passed the Assembly to-day tn an amended form, as { notiflea you as being accepted yesterday, It is entirely in the interest of the trades unions, and ia regardea by all parties as a fair interpretation cf the original law. There was not one dissentient vote, ninety-nine voting in favor of the bill. In the Senate it did not go through, but was referred, at the desire of H. CO. Murphy, to the Judiciary Committee; but there is very little doubt that it will nally pass, AS a preliminary to the legislation to take place with regard to our metropolitan government, Mr. Jacobs offered the following resolutions, whic! were adopted :— Whereas the people of this State at the recent alection de- cided that radical change in the character of the govern- ment of municipalities suouid be elfected; and Whereas the popular opinion #o earnestly expreased should meet with a prompt aud sattstuctory response {rm the Leg: ihtrolved, That tho, Committee on the Affairs of Cition be ted to report at the earilest ‘a plan asin their at Wik Teatore to the oith tala Stato the full and ment Owen Cavanaugh’s bill to extend the time for col- lecung excise license fees until the Ist of May was read a tird time and passed by a vote of 72 to 37, the republicans generally voting agamst it, 1t pro- vides also that n0 license shall be revoked for non- payment of license by the Excise Commissioners during that period. Tho object of the law is of course to protect the liguor dealers from unneces- sary oppression until the doomed Excise law is re- pealed, which will be before many days. Another effort towards the reuer of Broadway can be found in the bill introduced by Mr. James Irving to extend Madison avenue trom Twenty-third strect to Union square, A glance at the map will show that by opening these intermediate six blocks between the two points a direct Mue of communication will be formed by this unprovement from that portion of Broadway at which point raliroad crossiags, and the obstructions ofa the tilimitable iines of stages, the crash of carts Gud wagons, and all the hotel business con- centrated tn that viewmty, almost cut oif the pas- sage lo Fifth avenue—il it is to be enjoyed witn any comlort—either to the pedestrian or We travellers im private carriages.
