The clerks and attacn(s were ail on hand and looked as happy as ‘clams at Bightide.” The lobby was fairly represented by the ordimary “gang,” and all seemed as if they expectea to have some snug little douceur for their faithful- ness in attending the meetings of the Board. When ‘the hour for meeting had arrived the president's gavel fell on the desk and ina moment all were ready for work. The usual preliminaries were ‘apecdily disposed of, and a few papers were intro- @uced and laid over. There were not enough pres. ent to pass any general orders, and, as it was desir- ~abie that the business, or some part of It, should be wound up, 2 motion was made that the sergeant-at- arms should go out and “dram up’ some more members, The motion was adopted, and the ser- geant-at-arms soon returned with the ditacory mem- ber from “down town.” ‘The general orders were taken up, and resolutions directing as foliows were adopted:—To regulate, &c., 111th street, from the Boulevard to Eleventh avenue; to curb and flag, &c., Eighty-sixth street, from First avenue to the Kast river; to pave) Seventy-fourth street, from Third avenue to avenue A, with Belgian pavement; to regulate, &c., First avenue, from 104ih to 110th street, and sundry other resolu- tons in relation to erecting gas lamps, laying cross- walks, granting permission to construct crosswalks, &c., in various portions of the city, and to mill the sunken lots on Ninety-fourth street, becween ‘enth and Eleventh avenues, ‘The resolution in relation to increasing the salary of the Civil Justices vo the same figure as that now paid to the Judges of the Court of Common Pieas was called up. There was, however, an evident determined opposition to this by certain members, and a3 separate action on the P socagge was called for the motion was withdrawn, fuere was but one member of tue newly elected justices present, and as he was ‘‘working” for the qmutter very lively he was evidentiy clagrined to nd an opposition where he had wot expected it. Outside the rail- ing the crowd was about the same, but inside were the Civli Justices in twil force. ‘They were looking aiver the expected increase in their saiartes, and their presence was no doubt supposed to be of some 4ufuence in ther favor, Before touching that in- teresting question, however, We Aldermen ordered the payment of $550 to James Keiliy, ior the loss of @ horse; directed the paving Of ‘Ihirty-ninth street, from Broadway to bighth avenue, with Belgian wement; ordered the building of a bulkhead, from Joirty-fifth to Thirty-seventa street, on the North Tiver; directed the paving of Thirty -secoua street, from Tenth to Eleventh avenue, with Bel- giun pavement, and ordermg other mat- ters of minor importance. The resolution which had been laid over from spring in relation to relieving the Astor Library from asse“ment was Called up, but on explanation by Alaerme ‘iardy 4v was decided thai the resolution couid not be adopted in the then present year, and so it was m- defintely postponed, Not a word about the Civil Justices’ bill, and the Judges elect looked very glum. There hud been canvassing and caucusing and whispering to the two aiderimen whose opposi- tion seemed most Obsiinate (Aldermen O’Brien and Ward), und they were regarded as “the grouty twins.” It was no de, and as the fight was up bili— although one more vote might probably make matters ‘‘co-rect””—a recess was taken at hailf-past two to quarter to three, At the ciose of the recess business was again commenced. The petition of C. H. Pierson and G. ‘W, Curtiss, for $2,074 expenses in the reception of General McClellan, was called up and granted, At this tline @ committee o the Board of Assistant Aldermen, witn Mr. Isaac Robinson at their head, entered the chamber. The members of the Board up, and Mr. Kobinson, advancing to the centre of the chamber and striking a nice position, said:— Mr. President and Board of Aldermeu—We have been appoiuted a committee from the. Assistant Aidermen to inform you that we are ready to receive any copimunication you may have to make, ana notify you of our readiness to adjourn sine die, Alderman Coman satd:—We thank you, gentiemen, for your courtesy, and will communicate through a committee to your board in a few minutes, Thereupon the committee withdrew. The resoiu- tion io reistion to the salaries of the Civil Justices ‘was Called up and there was a sudden and ominous lui, The “grouty twins” sat side by side and were tooked upon by the civil gentlemen with “daggers” in weir eves. The resolution went on, and—was lost. Alderman Miller moved that a committee of three be appomved to wait on the Mayor and inform -Bin that che Board was ready to adjourn sine dte, ‘nd Alderman McQuade made a similar motion in regard 1 the Assistant Aldermen. Both mouons were carried and the commitiee appointed consisted of Aldermen Miller, Ward and Connor, and Alder- mep McQuade, Farley and Coulter. Tne committees retired, apd in the meantime resolutions of thanks ‘were given to the reporters, clerks and the presiding officer, Alderman Coman. The committee reiurneu and reported that they had discharged the duties devolving upon them, but that there were no fur- wher communications to be made to the Board. THE NEW CITY GOVERNMENT. The Beards and Courts as They Will Be—The Makers and Administrators of the Law in the Metropolis. To-day the government of the city goes under the ilrection of an almost entirely new set of men—tnat is to say, the new Boards of Aldermen and Assist- ant Aldermen are, with few exceptions, entirely new men in their respective positions. Comment on ‘the members individually is as yet somewhat out of order. But while the public is for the present un- doubiedly regardless of the peculiar styles of the members of the new Common Council they might perhaps like to know, at least, their names, satisfied ‘shat they will all @o as they are bid by the gentle- men who gave them their places. CY CHAMBERLAIN'S OFFICE. The Interest on the Public Moneys. Since the advent of Mr. Peter B, Sweeny to the oMice of City Chamberlain and County Treasurer he has saved to the city and county coffers an amount which demonstrates beyond a doubt the fact that he, unike most polifical ofice holders, regards the in- terest of the public moneys as being of as much in- terest to the public as many other items, and as being also an amount which, although legally bts in his capacity as custodian of the public moneys, might, could and should be applied to the allevia- tion of the burdens of which the taxpayers com- plain, and which have been, in most cases, wrong- fully placed to the charge of the party of which Mr. Sweeny is the recognized “head centre.” During the past year he has returned into the treasury of the city and county, after paying the current expenses of the Chamberlain’s olfice, the following amounts: ~ Dist, 6—Thaddeus H. THE SPEAKERSHIP OF INE ASSEMBLY. Meeting of the Grooklya Democracy—Jobn C. Jacobs Urged for the Speakership of the Assembly. . A special meeting of the Kings County Democratic General Committee was held last night at their rooms, No, 9 Court street. Mr. Craig (the chairman) stated that they had been called together for the purpose of endorsing the recent action of the As- sembly delegation of the county in their resolution pressing the claims of Mr. John C. Jacobs for the ‘Speakership of the House. His record as a democrat was second to none, and it was due to Kings county that the honor of the Speakership should be given to 1m, Mr. Rosert Forey said that in view of the fact that the General Committee had been called to- gether to take some official action in bringing about Uhe nomination of Joun C. Jacobs as Speaker, he moved that @ committee of twenty-one be appointed by the chair to proceed to Albany to urge by ail honorable means the eiection of Mr. Jacobs as Speaker of the Assembly of the State of New York. A New Year’s Hint to Police Headquarters, Yesterday morning Mr. Twomey, 80 Beekman street, accompanied by Detective Tilley, applied to Judge Hogan for an order ror the restoration of $2,500 worth of files which had been stolen trom the premises of Mr. Twomey and found in the possession of a man who was convicted of the robbery. The Judge ordered the files to be given up to the owner at the time of the committal. On Mr. Twomey applying to the property clerk at headquarters ne was tola that he could not have the files without an order from the Judge. Judge Hogan refused to give this order and said that there seemed to be every obsta- cle thrown in the wuy of ipectable people by the officials at Hemanartets. ‘Thieves and gamblers had no trouble in getting their property, and Mr. Barrett, the property clerk, knew very well that there was no need of any order in this case. OMicials at 300 Mulberry street seemed to think that everybody was at their beck and call, and he cer- tainly woula not be told what he must do by any -of the understrappers at Police Headquarters. If the applicant’s property had sustained any damage, he ‘would suggest Lnat he sue the police authorities. In connection with the original report of this rob- bery it was stated that Mr. W. KF. Bright, of 189 South street, had purchased the files from the thieves ata reduced rate, which must have shown to him that the probability was that they were stolen. Mr. Bright denies that the rave was below the average market price for goods of the quality of that stolen, and, therefore, denies tnat from that or any other cause could he assume that they were not the law- un property of the persons who disposed of them to in. THE NEW AILWAY WAR. The Atlantic and Great Western Railway Company to Be Wound Up—Suit Against the Company. Asuit has been bronght inthe Supreme Court by the people of the State of New York against the Atlantic and Great Western Railway, under the statute which provides for the dissolution of insol- vent corporations. It is alleged that the corporation haa been insolvent and had neglected and refused the payment of its notes and debts for over a year; that the liapilities of the company are many millions of dollars, and that ail of its assets are insuiticient to pay the same. A motion was heard yesterday in the suit at Special erm to appoint @ receiver to wind up its affairs, as provided by statute, which motion was orp by the company’s counsel, Messrs. Abbett & Futler, of this city, who insisted on an adjournment on account of the shortness of the notice. The Court refused to adjourn the hear- ing, stating thas {t was not a proper case for ad- journment, the Court having judicial knowledge of the utter and hopeless insolvency of the hoes. Several technical objections were algo unavailingly urged by the counsel for the company, and tae case was then argued on its merits by 3. H. Hammond, ey General, for the motion, and W: J. A.
