NR FINANCIAL AND COMMERCIAL. Saturpay, Dec. 4—6 P. M. The weekiy statement of the associated banks submitted this afternoon vook the street completely by surprise, owing to the unfavorable feature com- prised in a loss of over two millions of legal ten- ders. The decrease in this item was all the more unexpected as the operations of the Treasury in ‘the matter of gold sales and bond purchases have ‘been tn favor of the banks, while the shipments of currency to tue West were thought to have been ‘onadiminished scale. The banks started from the previous week with a less favorable state of affairs than was really exhibited in their statement then. This fact aud a larger shipment of cur- rency than was suspected must suilice to explain the large decrease. On the other hand, the item of specie has been increased a million of dollars, 80 that the loss in reserve 1s only about a million and a quarter. Moreover, as the deposits and circulation have fallen off to the extent of another million, the decrease of the surplus held by the banks is a trifle overa million, The totals of the last two statements contrast as follows:— Nov, 27. Dec, 4, $252, 078,474 $253, 235,906 20,687, 8: 80, 633,639 84,155,833 34,140,468 183,697, 3: 182,600,140 48,181,590 45,989,274 The changes in each item are set forth in detail as* follows:— Increase tn loans $557,522 945,643 The banks now hold $22,415,161 in excess of the reserve required by law. The money market was easy at seven per cent on stocks and six percent on governments, with ex- ceptions at one per cent below these rates on the relative collaterals above specified. Commercial paper was steady and dull at previously quoted rates, Foreign exchange was quiet after the steamer and inclined to weakness owing to the impression that the recent purchases of government bonds by the German bankers have led to tho making of a fresh supply of bond bills, The range for sterling was 108% a 108% for sixty day bills, and 109:¢ 9 109% for sight, with sales of prime bills at the intermediate quotation. The gov- ernment bond market was strong and active, and rose @ clear one per cent for most of the issues. The firmness of the gold market and the buoyant tone of foreign prices stimulated purchases from the foreign banking houses and also brought in domestic buyers. The season is approaching when our capi- talists are in the habit of converting their funds into governments, for the purpose of evading taxa- tion. It will be remembered that the recent decline was assisted by these men in order that they might lay in thew stocks as cheaply as Possible. There is a general rush on their part to buy now that the mar. Ket shows signs of having touched bottom, and for the rest of the month the scramble will pro- Dably continue, The following were to-night’s clos- ing prices, which, it will be observed, were the high- est of the day and unaffected by the character of the bank statement:—United States currency sixes, 107% @ 107%; do. sixes, 1881, registered, 116% a 116%; do. coupon, 1165 a 116%; do. five-twenties, registered, May and November, 111% a@ 112%; do, 1862, coupon, 114% a 116; do. 1864, coupon, do., 11234 @ 11234; do. 1865, coupon, do., 112% @ 118; do., reg- istered, January and July, 11034 a 110%; do. 1866, coupon, do., 114% a 115; do. 1867, coupon, do., 115 a 11534; do. 1868, coupon, do., 114% a 114%; do. ten- forties, registered, 107 a 10734; do. coupon, 108% a 108%. The gold market was strong under the reaction resulting trom the policy of Secretary Boutwell in his sales of government gold, and a decidedly bullish feeling was prevalent at one time of the day under reports that it might be necessary to discon- tinue these sales in order to maintain a good coin baiance at the beginning of the New Year, and also that Congress would be agitated for an increase of the currency. The price under these influences rose to 12834, but here brought out sales by the foreign bankers, who are tempted to take the profit thus given them in the double transaction of buying bonds on foreign account and selling the gold here. The course of the market is shown in the following record of the chief fluctuations of the day:— 122% 2:08 P. The upward movement in the stock market assumed additional force to-day, and a general unanimity exists between the various cliques for the purpose of a strong bull speculation. Their opera. tions are based on the increased earnings of the ‘Weatern railways, which had been withheld from the pubiic until the cliques had bought their stock, Their plans were somewhat disarranged by the bank statement this afternoon, and the few outsiders who bad Joined them were frightened into selling, while some of the more couragoous ‘bears’ sold the mar- Ket as this crisis, the effect of which was a decline of nearly one per cent from the best figures of the day, In later street transactions the market rallied and closed strong, but had not recovered to tho highest quotations, The following were the closing Prices at the last session of the Stock Exchange:— Canton, 50 bid; Cumberland, 2634 a 20; Western Union, 94% @ 85; Quicksilver, 15 @ 15%; Pactilo Mail, 61% @ 62; Boston Water Power, 13% 8 16; Adams Express, 67% a 58; Wells-Fargo Express, 11% @ 18%; American Express, 3% @& 387%; Unitea States Express, 49 © 51%; New York Contral consolidated, 00% @ 91; do. scrip, $234 © 62%; Harlem, 136 @ 1396; Brie, 936% @ 27; - 40, preferred, 45 a 46%; Reading, #4 @ 90%; Michigan Central, 121 bid; Lake Shore, 66% 086%; Tillnols Central, 194% bid; Cleveland and Pittsburg, 8234 @ 83; Chicago and Northwestern, 74% @ 15; Qo., preferred, 80% & 805; Cleveland, Columbus and Cincinnati, 784 a 75; Rook Island, 108 @ 10834; Mil- Waukee and St. Paul, 60% 70; do., proferred, 843¢ @ 84%; Toledo and Wabash, 66 bid; do., preferred, 72 & 76; Fort Wayne, 86% a 87; Alton and Terre Haute, 27)4; Ohto and Mississippi, 256 @ 255%; Dola- ware and Lackawanna, 10544 @ 1064; New Jersey ‘ NEW YORK HERALD, SUNDAY, DECEMBER 5, 1869.—TRIPLE SHEET.
