TREASURY POLIC!—THE MISTAKE, eee To ram Eprros oF THE HERALD:— ‘We have been trying for many years, by the use of facts and argument, to make the people of the United Bates believe that the credit of their promises has ‘mot been destroyed or impaired. We have been un- able to bring up by controversy the salient points ‘that we have presented, or to provoke a reply to our facts and arguments which are presumed w show ‘thatour coined paper has not depreciated in cur- wency value, but that gold, being an exportabie arti- le, is influenced by a foreign demand. In our two last letters we introduced a fiction that ‘Was ao plain to every dealer in ponds and gold that ‘we did hope to draw outa reply, which would show $0 the public good grounds for the desire manifested tm certain quarters for legislation to ald in restoring specie payments, Thero are two objective pointa that are kept con- stantly in view by our Secretary and by the Ameri- can people; one is a par of exchange or specte par, and the other ts @ reduction of the rate of interest on the public debt, The writer of these letters wishes and proposes to go further and do better than this, We wish to utilize the public debt and benefit the farmers and laborers of our country. ‘These are the objects for which these letters are written. A premium on exchange or gold adds to the price of exportable produce; therefore such premium as the importer ts now bound to pay Is for the benedt of the great producing interest of the country. The great fall in the premium of gold and exchange has so re- Auced the price of farm produce that the farmers of the Weat cannot send their grain to thia market, Consequently they cannot pay their debts here or at bome. And if the premium shall sink down to par ‘the farmers of the West will bein a worse condition. than vefore the war, when low prices ruled and, as @ consequence, stagnation prevalied throughout tne country. We are not, therefore, in favor of a reduc- tion of the premium, but prefer to have it advanced to 150. We are trying to clevate labor—this can only be done by giving to labora liberal and appreciative Yemuneration. But if the great employers of labor, the farmers, cannot sell their produce for a profit, ‘they cannot pay for iabor in a liberal manner. This reduction of premium then presses down labor, and must continue to force it down until it shall reach the standard of Lae for all products of labor in European markots have a pricé corrésponding the cost of whe production. If the labor on an article poageed in Europe costs at the rate of one dollar diy, it must drive out of market all aracies prodused by labor at two dollars per day. There‘ore a par of exchange and gold should be followed by an equality in the price of labor. ‘These Statements are to plain to require further illustra- tiou, and show conclusively that every edort made to reduce the premium on exchange and gold ts against the interest of ail our agricuiturists ana in favor of importers. To THe Hprror oF THY HERALD: Am I and the public to infer from the large amount of space and the prominence you are giving to your eccentric correspondent, Mr. Oldbuck, that you endorse his remarkable views on the currency question? As your correspondent 19 writing to cor- rect the “mistakes” of the Treasury, I ask permis- sion to correct some few of his very glaring and pal- pavle errors. Mr. Oldbuck set out with the very remarkable pioce of information that the dilference in the exchange between tits country aud England, of # 23-40, 1s caused by that amount of alloy being added (o our gold coin, and on this great discovery he founds most of his arguments against the policy of ‘the Treasury, and in favor of what he calls “coined Paper.” Before a man gets to work to correct the “mistakes of the Treasury,” or of individuals, ne should be quite certain of his facts. So far from there being nine per cent differe nce in ‘the “fineness” of English as compared with American gold coin, ft 18in reality leas than three per cent, and the difference in the rate of exchange between the two countries has nothing whatever to do with the “adulteration” of the coins of either country, ag will appear by the following explanation, which every ‘Well tnformed merchant and banker will understand Mf Mr. Oldpuck does not. I quote from Gilbert on Banking:—“Under certain acts of Congress the Eng- lsh sovereign. ‘Was made a legal tender at the rate of 94 810 cents per pacar wy eight. Hence, the full ‘weight of the sovereign beimg 5 penny weights 3.274 grains, it was made equivalent to $486, or $487 equal to £1. But according toa rule established in Engiand in 1789, and ever since retained in ex- change operations, the par of the doliar 1s paid at 4s. sterling, which gives for $487 £109 11s, 6d. The nominal par thus exceeds the real par £9 118. 6d., or 9 23-40 per cent. In this way, when the exchange 1s nominally 9 23-40 premium itis really at par.
