M., on a joint resolution of both houses that they adjourh to the second Tuesday @fver Congress shall have approved of their action @nd Teadmitted the State to the Union, unless Con- @ress shall fix another day, when the day #0 fixed @hall be the day of reassembling. Itseems now a very fit occasion to review the manner in which Virginia hag performed the pro- gramme arranged for her by Congress. The State constitution, framed by a@ convention in Which the most pronounced radicals of both colors, nauve and foreign, largely prevailed, has been ratified by an Overwhelming yote—excising only the two most ealous features of tie instrument, which were sub- mitted to a separate vote by President Grant, under @ucthority of Congréss; Mr. Gilbert C. Walker, of ew York, an undoubted republican, has been elected Governor; a Legisiature, composed of eligi- Die and moderate gentiemen, has been selected; Congressmen, who are not disqualified and whose loyalty is above suspicion, have been chosen; m ac- cordance with the opinion of Attorney General Hoar end under the prociamation and full recognition of General Canby the General Assembly has convened and passed acts ratifying both the fourteenth and Mrteenth constitutional ameudments, prompuly, un- reservedly, without conditions and by an almost Unanimous vote, and yesterday the whole prescribed duty of Virginia was performed by the elecuion of two United States Senators, Thus all that the re- eoustruction acts demand has been complied with.
