In Jalisco, Lozada, defying the authority of the general government, issues his barbaric decrees against civilization, invokes the passions of his semi-civilized followers and rewards industry ty capital by robbing its lawful owners of them and their fruits, dividing it up in small quantities among his red and bianketed followers, reserving amply for his immediate friends. The central government is too weak to inaugurate measures of prevention and protection, beiug mindful of the message of Lozada @ year since, that he had 15,000 men at his commana, and he ho] the government at Mexico city woul not make it necessary for him to take the field. A paper of Jalisco gays:—‘‘Mexico will not be happy until other men rule her destinies.” The Globe says the independent press is tired asking the municipal press to explain what ts the legal status of the canton of ree, and what kind of relations its chief has with the general government. The rumors which prevailed here a week since that the American colony at Tuspan had suifered an attack from the natives, resulting im the death of a dozen or more, happily proves to be a mistake. Fol- lowing the declaration of the election of Mr. Medioler a disturbance occurred among the Mexicans solely, which resulted in the death of one or more per- sons here. It was purely an election riot and pos- seesed no anti-American features. It is said tnat the meeting of the electors Was illegal, as a quorum Was not present, and the probability ts that Mr. Mendioler will ultimately be thrown out. Professor Tappan fancied a humoristic conversauon between Senator Chandier and Queen Victoria, the result of which was that she promised to induce her ministers to comply with the wishes of the Amer- joan people.
