The mammoth floating dock from Sheerness, England, ar- rived off the east end of Bermuda on July 23, and was safely towed to the Royal dockyard on the 2%h, The beautiful clipper ship Golden State, one of the Messrs AA Low & Brothers’ fleet of East Indiamen, ts now lying at pier 27 East river, having the Snishing touches given her of the extensive repairs commenced about May J, when she en- tered one of the Erie Basin dry docks at Red Hook, She was out of water eight weeks, during which time she re- celved a new keelson, bilge keelsons, new ceiling, wedge lower clamps, new beams and knees, lower and upper decke, new water ways, plankshears, fails and stance! ions; forecha- He, main and poop decks; new timbers outside; rf dends, t and bulwarks; new malnmast, foremast and bowsprit, together with an entire new gang of rigging, She was also thoroughly calked, stripped of ber old and furnished with a new suit of yellow metal sheathing. The wood matérial used in her repairs was principally white oak and yollow pine. The contract was assumed by the Westervelt ship yard people, by whom the vessel was originally built in 1862. Bhe fs #44 tons register, A great desideratum long felt by New England shipowners has at last been met in the constraction of a frst class exca- vated dry dock, located in the beautiful harbor of Portland, Me. It was made under the superintendence of its owner and patentee, Mr James E Simpson, the engineer, upon whose plans snd under whose attention the splendid Brie Basin dry docks were constructed, The Portland dock will be 425 feet in length, 100 feet In width and 27 feet in depth at the pontoon gatesiil. I: will have 95 feet draft of water at high tide. For the further convenience of vessels in distress wharves, &o, bave been built, alongside of which they can Jay and discharge cargo, preparatory to being floated in the dock. This will undoubtedly prove of great advantage to the entire Bastern coast, as all vessels needing repairs can mal Portland quicker from George's Banke than they can any other port. The dock is situated in about the centre of the harbor, where there {880 feet of water in the main channel at low tae, and will be formally opened about.the middle of September, when the city and State authorities will be pres- ent. ‘There are already several machine and other work- shops usually attendant upon dry docks in the immediate vicinity of this one, and it is claimed that every tacility for the prompt and economical repairing of vessels of all classes and sizes will be afforded. ‘There ware in port yesterday 468 vessels, of which 91 were steamers, 54 sbips, 140 barks, & brigs and 99 schooners. The dry dock books of entry do not present avery heavy lst of vessels needing repairs, During the past few days Fogarty & Co's sectional dry docks at Red Hook have taken up the schrs James M Bayles, JL Worthington, Grand Criterion, Julia, &e, all for genera) repaire, The brig Cheviot, 214 tons, built at St Martine in 1866, and belonging to that port, was lowered from the larger one of t Ing, after having ber yellow metal sheathing patched, The Monticello, one of the Union Ferry Company's boate, was taken up on Friday afternoon by the balance dry dock, foot of Pike slip, for the purpose of having her bottom clean- 4d, painted, &c. It is a custom of this corporation to have an annual inspection of their boats, and #0 each will be taken out on this dock in its turn following this one, The schooner Alvira, after having her botiom cleaned, was lowered on Friday afternoon from the Norris & Townsend Gry dock, foot of Gouverneur street, The Harlem steamboat Sylvau Grove Is on the People’s dry dock, next adjoining the above, for the purpose of repairing damages received by running on one of the rocks at Hell Gate. She will be Snisbed in time to resume ber trips on Tuenday, ‘Tne brig Delopes, £07 tons, built at Maitland in 1865, ana belonging to the port of Halifax, is on the sectional dry dock nearest the foot of Pike slip, having her old gino sheathing ‘stripped off and her bottom painted, The beautiful yacht Idler, 60 tons, owned by Mr TC Durant, was lowered from the central one of the screw docks yester- day morning, after having ber bottom cleaned, The brig Uncle Sam, Ml tons, belonging to Messrs Valen- tine, Estrella & Co, of this city, ia on the above dock, being calked, stripped of ber old and furvished with a new suit of ting sheathing, The schooner Franklin, belonging to Messrs Tupper & Beattie, of this city, is on the larger one of the screw docks, having her bottom cleaned and painted, ‘The bark Stampede, $47 tons, built at Cherrafeld in 1887, and belonging to Nassau, consigned to James B Ward & Co, of this city, is on the sectional ary dock at the foot of Clinton street, having ber yellow metal sheathing patched, The towbont Titan 1s on the Norris & Townsend dry dock, having her bottom cleaned and painted, A new floating Bethel, belonging to the Episcopal Society of the Church of Our Saviour, and intended for free service, especially for eallors and ‘longshore people, is now located screw docks near the foot of Market slip on Friday even- next to the larger one of the screw docks near the foot of Pike slip, having its upper works built, It will bé formally opened in September, Marino Disasters. Replete with highly important information of Inter to the public, these reports, emapating from men of un- questioned ability and position, should be universally read. The following extracts are appended as explanatory of the purposes of the published reports: ‘At a meeting of the Board of Trustees of the Mutual Life Insurance Company of New York, held at their office, tn the city of New York, June 9, 196%, it was, upon the suggestion of the president, yr Resolved, That Mecsra. J. V. L. Prayn, David Hoadiey, 0. B, Palmer, Henry E, Davies and Wilham E. Dodge be and are hereby appointed a comimitice to examine the assets of this company and the amount and ebaracter of the same and also to ascertain ite liabilities on its policies, or other- wise, and report the result of such examination to this Board. The Committes, believing it to be bighly important to ascertain from the best authanty within their reach whether the general basis on which the Company was transacting ite business and expected to meet its obligations in the future was sound, adopted, on the 16th of June last, the foilowing resolution :— | | Resolved, That the President be requested to engage the services of Professors Bartlett and Church, of West Point, and also, if deemed advisable, those of any other matbe- matical professor of known ability and reputation, for the purpose of examining the general principles and testing the accuracy of the valuations of the Life Insurance Policies and other obligations issued by the Company, and the lability of the Company on such policies, in order that it may be determined by the highest professiona) ability, and with all the precision of which the subject is capable, what is the actual amount of all the outstanding Habllities of the Com- pany, whether on policies, for annuities granted or other- wise, and that the persons making such examination and valuation be requested to report, in writing, the result thereof to the President, for the use se of this Committee, with such statements and explanations ne th ns they may deem proper, | e | < 2 | An able and interesting elucidation of the underlying prin- ciple of assurance is given by Professors Bartlett and Chusch in the body of their report. This portion alone will well re. pay perusal by sil intelligent and thoughtful persons. The following brief exirnct pai Indicates the manner in which the subject is bandied :— ‘There are Do terms, ily eraployed in stating the finan- olal condition of an insurance company, so likely to mislead as the words obligations and assets. They very often suggest to the minds of persons unacquainted with the principles of assurance the most erroneous conclusions, and engender m quarters where, if properly understood, they would produce confidence, repose and wholesome conviction. For instance, the compans's obliga | tions for policies in force, with additions for increased eesurance, amount to more than $292,000,000, while your gross astote are represented to be Little 8 (han 832,000,000° A baid and naked statemer Nike this seldom fatis to produce, tn minds Ignorant of the facts that He behiad not stated, a Le: Nef that the company is bankrapt—hopelessly insolvent, But when It comes to be understood that these obligations and asseis are vot simultaneous—that Im thas the obligations are prospective and only mature gradually along the future, while the assets are present and must grow during the future to proportions comme: rate with the maturing abli- gations—the question tak: now aspect, and what before Prom{sed only disaner now yives abuadant assurance of safety, Fine; To iilustrate—If a person awe be solvent, havea dollar to pay His aasete must equel bie dollar to-day, he must, to obligations ey are both present and therefore a neous, Ifhe must pay a dollars year hence, and money te worth five per cent per annim, be need only have to-day the fraction 0.962381, say 0.96 of # dollar; for this will earn Here s enough to make up the dollar y the end of the year, |! hie present assets are lene than bie future obligations; nod be wasiran besnyer, by Vag \09 of WNP THGHIEAY FeNHOMb tap former will certainly grow to the dimensions of the intters they are not simultaneous, [all {Conclusion of the report ¢ of the Professors.) ‘We are of opinion, after very eT. careful and mature bet sideration, that the mathematical prineipion which pont ‘wnderiie the buatness of Tife assurance have been ably, II3| ively appiled in the operations of Judtelous'y and cou | yous company, and that so long as they shal continue to be = fail te thas applied they cannot preduce results which m give you the strongest possible claim to public confidence. ‘Very respectfully, your obedient servants, (Signed) WILLIAM B.C, BARTLE!T, tl Pro fessor Nat. and Eapl.
