The fact is definitely settled that there will be no change in the present programme of gold sales and bond purchases by the government before the Ist of July, when the new fiscai year will begin. Secretary Boutwel: was known not to be -in Washington, and hence the discredit of the rumor in the street last night, which was subsequently verified, that he Would so modify his policy on and after the Ist prox- mo as to provide jor the sale of less than two mil- lions of gold weekly. ‘The letter of instructions on the subject, it will be noticed, is signed by the acting Secretary of the Treasury, iustead of by Mr. Bout- weil, who passed through the city to-day in return- ing from his Eastern tour, The letter referred to is addressed to the Assistant Treasurer, Mr. Van Dyck, aud says:— Aftec the close of the present fiscal year, and until further notice, the Secretary of the Treasury will purchase one million of bonds in alternate weeks, commencing Thursday, July 1, and will offer for sale one miilton of goid on alternate weeks, commencing Thursday, July 8, subject to the usual conditions. Under the new programme the annual contribu- tion tothe sinking fund will be about $25,000,000, This is just one per cent of the national debt. Mr. Boutwell is therefore simply about to put in force auring the ensuing fiscal year the law of the sink- ing fund. In buying $25,000,000 he will be acting up to its spirit and will discharge his duty. Shouid the Tevenues of the government continue to warrant a greaier reduction of the debt than one per ceat per @naum ie will be abie to avail himseif of his undis- puted right so to employ .the Treasury balance at any time. To those who wish to see fair Play and justice this policy must commend itself as periectly correct. The Sinking Fund act was never put in force until he first made it operalive. His platform isa simple one. In future he wili cancel the national debt at the rate of one per cent per annum. If there be a surplus in the ‘Treasury he will feel himself at liberty to buy bonds to an amount not greater than a sum equal to one per cent for the time the law was allowed to remain a@ dead ictier by his predecessors. The street was disposed to favorably interpret the effect of the change, and @ buoyant teeling set in. ‘The earliest rate for money was gold interesi upon stocks, but the prominent government houses obtained all they wished at seven per cent currency. Discounts remained as heavy as yesterday, and some ‘‘gilt-edged” paper was offering at nine to ten per cent, In the atternoon there was a rather sbarp demand for funds, and the siingency of pre- Vious Gays again visited the market, as high as oue- eighth aud interest being paid to make accounts good at bank, which, from the fact that “cash” tock Wus sold as iate as tiftecn miautes to four o'clock, evidently remained open veyond their usual time to accommodate dilatory customers. The “bears” were again at work operating on the feelings of their opponents by alicging that the change in the policy of the Secretary of the Treasury would nov bring relief, for the reason tuat his new programme would continue to increase lis cur- rency balance by the diflereace between the price of a million of goid and that of a million of bonds, Even if this difference be trivial the new plan will disburse none of the thirty millions which the present plan has transfer- Ted to ais vaults, and which constitutes a contrac- tiou of the currency to that extent until he finds some means of retarning it to circulation, The foreign exchange market was nominally steady, the prime bankers maintaining their ra.es at 109% for sixty days and 110% for sight sterling. In the buoyant feeling which carried the price of the latter ‘up to 13814 the ’67’s sold at 11934; but the whole mar- ket reacted late in the afcernoon with the decline in gold and the renewed activity in money. Even a profit of one per cent would net an enormous amount, The surreptitious obtainance of this knowledge by the clique 1s a matter which Mr. Boutwell shoum immediately investigate; other- ‘wise he will lay himself open to the charge which ‘was so frequently made against Mr. McCulloch, viz., that he was the tool of the gamblers of Wall street. ‘The market to-day exhibited a lack of faith on the part of the clique in a higher premium, for they steadily unloaded at the advanced figures. The street in firgt digcovering the fact, run the price down to 136%, bat the recovery at the close was in sympathy with the general upward turn in values late in the day. follows: ‘The course of the market was as 2:40 P.
