‘elon fn the interest rate, ‘gold, equivalent to 9% ‘per cent, which the rumor come the and, ae Power of intimidation. The worst fea FINANCIAL AND COMMERCIAL. Mowpay, dune 4i~6 P.M, Phere 1s a8 yet no intimation that there will be a change in the policy which Secretary Boutwell 1s at present pursuing with reference to his sales of gold: ‘and purchases of five-twenttes, It 1 true @ rumor ‘was started this morning that he1ntended modifying ‘that policy after the 1st of July; but it evidently ‘Originated with one of the cliques 80 conspicuous to-day in the operations of the Gold Room, Nothing oficial ‘or defimte is known of any change. Mr. Boutwell ts expecied'tn.the. city to-morrow, when ‘probably something may transpire of his views. | It 1s @ilmost certain, ‘however, that he has made up bis mind to see out his pre Bent plan to the end of the fiscal year, ‘qhich is only nine days of, This, the jast Week, will hardy be the worst in the money mare ket, for the reason that in purchasing. $1,620,000 bonds on Wednesday next he will enlarge. his cur- fency® balance’ by about $650,000 only, instead of $1,500,000, as heretofore, The street, at the opening ‘this morning, was in some doubt‘as: to’ the manner in which toaccept the bank statement of Saturday. The .large falling of 1n deposits and the compara- tively small decrease in legal tenders, by strength- ening the relative reserve of the banks were, in some quarters, particularly by the bullish and. hopefal Gide of the street, regarded as favorable to a relaxa- The earliest business was done at seven per cent. above referred to, that the Secretary of the Treasury would lesaen the amount of his weekly gold sales, ‘Was the occasion of rendering quite general in trans- factions up to one.ortwo o'clock. The rumor then being denied, and the natural demand for money be- ing quiet active toward three o'clock, there was a Budden hardening of rates to a thirty-second and interest, and in sorke very rare instances toa six- teenth “fat.” The “bulls” are again talking of lay- tng traps for those who exact extra legal rates, but they have repeated the threat so often that it has be- come of “wolf”? and has glmost. lost its the stringency is the virtual stop which it puts to dis- counts, The best paper 1s now hawked about the Street at nine and ten per cent, The market has ‘become inactive, makers being stubborn in refusing to stand large shaves, and buyers being rather dis- posed to employ their funds on call, The former Offer their paper at 834 to 10 per cent; the lat- ter will not purchase leas than 9 to 12, Foreign ex- change has been steady for several days on the basis of 109% for prime bankers’ sixty day sterling, and 130% for the same grade of sight bills; but drawers ‘are not entirely certain as to the character of the demand which will arise in paying the July coupons eld abroad, and hence are somewhat indifferent gbout making large bills. * The government market was weak in the earlier portion of the day in response to the lower quota- tion for gold in the forenoon, which opened on the streetat 136%. The change later in the day corres- ponded almost precisely with that in gold also, and great buoyancy was communicated at the close by a slight improvement in London, where, of course, a decline in gold produces the very reverse of the effect tt does here. The market was very steady in the 67's which have come to be a truer Index, for the reason that they constitute the bulk of the bonds moved in the home market. The scarcity of the 62s renders them exceedingly sensitive to other- wise unimportant influences. The following were the closing street prices this after- noon:—United States sixes, 1881, registered, 116 @ 117; do, do. coupon, 120% a 121; do., five-twenties, registered, 1163 a 11634; do. do., coupon, 1862, 122 a 122%; do. do, cous pon, 1864, 116% a 117; do. do. coupon, 1865, 118% a 118%; do. do., coupon, 1865, new, 119% a 119%; do. do., coupon, 1867, 119% a 119%; do, do., coupon, 1868, 11934 a 11934; do., ten-forties, Tegistered, 107% a 107%: do. do., coupon, 107% a 10834; currency bonds, 1063; a 106%. The monotony of the gold market was disturbed by a very decided “bull” movement to-day, which carried the price up about one per coent—viz., to 137}4—based upon the report that the Secre- tary of the Treasury would reduce his gold sales ‘to $1,000,000 weekly after July 1. From this dgure it feacted to 13744, but rallied again to 13734, and fell off later to.13734, upon the statement that the Trea- agury oMciala had received no intimation of any change in Mr. Boutwell’s policy, at which figure it, closed in the room. Indced, the whole movement ‘was very speculative in its appearance. A broker ‘who, deservedly or not, has the reputation of being the agent of @ powerful clique, first started the pre- mium by a bid fof the government gold a’ large fraction in advance of the market. This fact becom- ang known there was a general rush for the Gold Room, where the broker again appeared and by freely buying ran the price ap slill higher. It was noticeable, however, that the market required the constant spurring of his purchases to ‘make it stick at bigh figures. On the cessation of his bids its immediate tendency was downward. If the clique intend a genuine “bull” movement it is odd that they should show thelr hand, unless they calculate that the street will infer the reverse of their apparant plans. Their strategy may therefore ‘be all the deeper for its simplicity. Allowing the clique a reputation for ordinary sagactty, it 1s dim- cult to believe that they are buying goid in expecta. tion of a higher premium when the Treasury ts on the point of giving the market a golden deluge by disbursing neatly forty millions pine days hence in payment of the July interest on the national debt. The course of the market is shown in the table:— 137% Cash gold was in better demand, which fact would show that there is as yet a heavy short interest in the market. The rate for carrying ranged from 12 down to 7 per cent, but again the figure is some- ‘what obscured, owing to the variations in the gen- ‘eral money market. The foliowing is the report of the Gold Exchange Bank 1,840,124 ‘reasury for ‘the government gold were for $3,870,000, at prices Fanging from 136.03 to 136.76. The whole amount, $1,000,000, was awarded at 196.76, The movement in gold, started by the rumor that the Secretary of the Treasury would abate the amount of his weekly gold sales, was likewise visl- ble in the stock market, where its effect was due to the impression that the stringency in money would coase, Prices opened with some hesitation and owith a weak feeling. The disposition to interpret the ‘bank statement favorably caused a reaction, which ‘was confirmed and strengthened by the report above eferred to, The market suddenly became active and strong, New York Central rising to 159, Michigan Southern to 105, Erie to 2054, Reading to 97%, North- ‘western common to 79 and Northwestern preferred ‘to 4, New Jersey Central to 107 and Pactfic Mall to »88}¢. These prices wero made just about halt-past twelve o'clock, The market began to weaken at the afternoon board, and when subsequently money had tightened up to 1-328 1-16 and the rumor about the gold sales was denied there was a sharp decline in ‘the general list, und the fecling became prevalent ‘that the “bears” had ran the market up to sell upon, tho street being “sold” again for the ninety-ninth ‘time. According to the Indtanapolis Journa? the Indiana Sinking Fund Commissioners, consisting of the Governof, Auditor, Treasurer and Agent of State, have had @ meeting, and upon examination ascer- tained that the State will be apie to redeem about $800,000 of the principal of the Indiana five per cent State stocks at the oMice of the Agent of State in New York on and afver the ist day of July next. The amount necessary to pay the seml-annual interest has also been transmitted to New York. This will leave about $1,600,000 of the principal of the five per cont stocks still unpaid, supposing the holders shoutd it to give up the stocks to the amount pro- posed, Of Which there is some doubt, as it is still optional with them, and they find the investment ono entirely satisfactory to them, so long as they can draw the interest. They are almost as popular ‘fas the war loan bonds, which the State expressed a readiness, through her officers, to redeem tn full, in May last, but the agent has only been able to get hold of about $2,000 of them, leaving some $200,000 still unpaid, because, not yet having matured, the Ptate canuot stop the mx per cent interest upon | st scat ding five p RIPE pind inten NEW YORK HERALD, TUESDAY, JUNE 22, 1869.-TRIPLE SHEET. ka ‘The ep not were the closing quotations for South- ern bonds:—Tennesseée, ex. coupon, 648.6433 40:, New, 60 a 0034; “Virginias,ex* coupon, 66 8 60)4;, A0., DEW, Ol @ 625 do., Tegistered) Block, 48 @ 484; Georgia sixes, 82.083; do., sevens, 95 407; North Carplinas, ex coupon, 59 a 5934; do., new; 66-0553; Missouri sixes, 918 92; Louisiana sixes, 718 72; Go. levee sixes, "67'8 6734; do. do., eights, 86 a 87; Alabama eights, 99.8 100; do, fives, 65 a 67.
