Arrest of a Cuban Recruiting Officer in Richmond, Va. Quackery in Schools. The schoolmaster has always been con- sidered fair game from the days of Horace down to the present time. Almost every author has had a fling at him, almost every satirist has ridiculed him, all, no doubt, hoping to avenge themselves for their suffer- ings in early days. This much-abused profes- sion, however, has more than held its own, and to-day flourishes among us like the famous “green bay tree.” While the old-fashioned, hard-working teachers barely make a pittance, the new schoolmasters prosper and lay up money. Although we bear the greatest respect for the profession, so useful and in the main so deserving of praise as it is, we wish to enter our protest against some of the abuses that have crept into it. As a nation we are a will- ing victim to all kinds of quackery. Patent medicines warranted to cure all the ills that human flesh is heir to flood the land; we have quack lawyers, who are forever tinkering at our constitutions, State and national; quack judges, who are ever engaged in up- setting old precedents; quack doctors by the hundred; and now quack schoolmasters have joined the crowd, who propose to teach every- thing in no time at all, and who have com- pletely revolutionized the old methods of teaching the young idea to shoot. They almost rival the corn doctors in distri- buting flaming prospectuses. With the enterprising ardor of the tract distributors they force their little books into every office and dwelling house. These little books teem with long lists of present and past pupils, re- inforced with fictitious names if needed; with long columns of credentials signed by promi- nent people. ENGLAND. The Debate on the Irish Church Bill Con- tinued. Lonpon, June 18, 1869, The debate in the House of Lords last evening on the Irish Church btil was continued until long after midnight, and it was impossible to furnish the Ame- rican press an account of the proceedings owing to the lateness of the hour. After Lord Redesdale’s speech in opposition and the Duke of Devonsture’s in favor of the measure, the Marquis of Salisbury took the floor and spoke at considerable length. He said that while he intended to vote for the ‘second reading of the bill he did not wish to commit himself to all the detatis of the measure. He strongly objected tothe position and attitude of the House of Lords with respect to the nation, and deemed the assertion that the Lords, in assenting to the will of the nation, express subor- dination to the Commons as false. If that were a fact, 1t would be better for the House of Lords to disappear as a co-ordinate branch of the government. The object of the second house was to supply the omissions and rectify the defects of the first. In many cases the House of Commons only represented the nation in theory. In the majority of cases the House of Lords must aecide for themselves; but when the House of Commons and the nation are agreed on a given point the functions of the House of Lords have passed away, and the responsibility devolves on the nation and on the House. We miglit fatrly accept this decision without abnegation of duty. Op- position to the decided opinion of the nation would only delay the inevitable issue, and create a period of disturbance and discontent. He thought the bill under discussion iliperai and injurious. He did not believe that amendments would be “contemptuously disregarded” by the House of Commons, as had been intimated.
