10 THE STATE CAPITAL. The Complimentary Resplution to Mr. Davie Caucus of Republican Senators—All Modifie cations of the Excise Law to be Opposed The Ship News Bill—A Dog-inethe-Manger Protest—Mr. Hitchman’s Personal Explana- ” ALBANY, March 26, 1869. ‘The fact that this is Good Friday has not inter- fered with the business of the Legislature, A great dea! of business was done in the Lower House; but perhaps the most touching incident of the day was the farewell tendered to Mr. J. ©. Bancroft Davis, the member from Orange, who has just been appomted Assistant Secre- tary of State, by his colleagues on the floor, Mr. Davis is a republican, and the fact that the reso- tution congratulating him upon his advancement was introduced by a democratic member, and was supported in the most cordial and feelmg manner by democrats must have been most gratifying to him. The resolution was offered by Mr. L. M, Kier. pan, of New York, and wae § ken to by Mr. Bitch: man, Judge Campbell, james Husted, Judge Muller, of Seneca; Mr. "Heoum of Brooklyn, aud Colonel Murphy, ‘of New York, in terms of the ‘highest approbation of the character and career of Mr. Davis. The resolutions read as follows:— Whereas it has pleased the President of the United Staten, Uiysecs &. Grant, to call to a position of high trust and honot ur esteemed friend and learned colleague, J. C. Loud applause, not usual on floor, followed his farewell speech. A caucus of republican Senators, held last night, had under consideration Senator Creamer’s Excise Dill, and decided to oppose that bill and everything an the shape of a modification of the Excise law which may come up before them. The committee Yeported tue bill adversely this morning, Whereupon Senator Creamer made a speech tnat his colleagues lg the repubiican party wili remember for some ‘The protest presented by Senator Pierce of the Senate Committee on Commerce and Navigation in tne Senate yesterday against the bill now before them, oe the quaranune law with regard to the collection of ship news, which passed the House by an almost unanimous vote, and which when it ‘was before the Committee of the House, received be commendation of a delegation of the ship fina! | of Néw York, is a very ce dog-m-the-mange! document, As you will see by its face, it comes trom parties wiic will not-go to any trouble or ex- pense to furnish the New Ycrk commercial com- Munity with ship news themselves, and are not willing that anybody else should do it. 1 send you thediocement for your edificauon. Mr. Hitehman pronounced ail the alle- @ ations faise. He denied that he had ever advocated By legisiation in javor of placing public education U der the centro! of any religions sect. He had de- T panded that the charitable institutions of the (Murch to which he belonged, and which he ‘ gonsidered it no sin nor cares to be at- ‘mched to, should have fair share of + gach donations as were given ae charitable purposes to other churches. Mr. Hitchman was listened to with great attention. There was, perhaps, nota jmember in the House who did not feel that the ae was wholly uncalled for and untrue, and that Ir. Mr. Hartwau to-day introduced a bill providiny ‘that it shall not be lawful for the Hudson River an Harlem Railroad Company, or either of them, to charge for the conveyance of passengers between New York and Albany a greater rate of fare than 4wo dollars, nor any greater rate between inter- mediate points on the line of either of said roads, in Proportion to the distance between each point. THE QUARANTINE QURSTION, The SPeagRR presented a» communteatton from the Metropolitan Board of Health in responee to a wesolution Ja referqage to the ship james Foster, Vice | lows who regularly congregate in front of a saloon at 455 Sixth avenne, and who use disgusting lau- pease and ‘insult ladies who happen to passing. le thinks some of them are already well known to tne police and should be allowed an oppartunity of reviving that acquaintance. ‘The Slaughter House Difficulty. A correspondent, writing under the name of “Catholic Church,” asks if, inasmuch as we have called the attention of the Legislature to the sheep yard nuisance, which the Board of Heaith is so ‘anxious to retain for their sy ial benefit, the atten- tuon of the Legislature might not be profitabiy di- rected to the Jewish slaughtering house corner of First avenue and Forty-eigtith street, in which, it is whispered, some of the members of the Board. of Health are also interested, The Gas Monopoly—A Remedy Suggested. “One Who Has Been Bled” sends us a communica- tion on the subject of gas companies, and in giving his views suggests what be considers a remedy for the evils that exist in relation to them. He says all that is requirea te bring the companies to their knees is unity on the part of consumers. Let them for a time do without and use in its stead safe iliumi- nating olls. In thirty days the companies will snc- cumb, or if they still hoid out let consumers do like- wise. When the collector calls for payment of ac- counts now due, tell him to cut off the gas, aad that when he returns the deposit money for the meter his bili shail be paid. New companies would at once spring into existence, The plan has been tried in New England, and successfully, and with unity in the metropolis the same result could be reached. A Felloe Feeling for Cartmen and a Warning to Our Vigilant Street Commissioner. “M.”" writes in a truck-ling vein as follows:—The ‘Street Commissioner does well in compelling store- keepers to remove their obstructive signs, because they are not only useless to their owners, but are offensive to pedestrians generally; but I trust that he will not be so tyrannically cruel as to force us poor cartmen and grocers to hire stables after having permitted us to occupy the streets for so longa time, It is true that in some neighborhoods we nave eight or ten elegant trucks, carts and wagons all on one bjock, which occupy nine- tenths of the road; but the convenience and expenseiessness to us being far greater than is the nuisance to the public, I feel confident that the Com- missioner will think twice before issuing an injunc- tion against them, It is aiso true that we occupy the sidewalks in various parts of the town with our trucks from sunrise till sunset; but this is significant of commercial prosperity. And if men aud women do have to walk through the muddy centres of streets is it not a proof of our freedom and Leng —the cartman free to toad his cart just where he pleases, and the pedestrian at liberty to climb over the tail of it or walk through the middie of the street, exactly which he prefers todo’ And if a man hire a stable large enough to accommodate eight horses has he not right, as a free American citizen, to be four hacks in the street, clean them there and slosh water about to make sliding ponds for young America’ If, however, any edict should be promulgated against our ancient prerogatives I would respectfully suggest that @ mass meeting of cartmen, grocers and hackmen be held in the Park, and that apple women, peanut merchants and beripatetic confectioners be invited to attend, in order to protest against any interference with’ our Tights as citizens Of this great metropolis. New Ciipren Surr—The new clipper ship Highlander, now loading for San Francisco at pier 11 East river, is well deserving the attention of those interested in the growth and prosperity of our shipping interest, Sho was built by Samuel Hall, Esq, one of the most successful builders of clipper ships in this country, and her entire construction evinces a thorough knowledge of the requirements of the present day, the models now being constructed having for aim capacity as well as speed ; and the Highlander combines these two quall- ties in an eminent degree. He length ts 191 feet, breadth of beam 38 feet 6 inches, and depth of hold 23 feet 10 inches. Our space does not permit us togo into all the minutiwe of her construction, but an inapection of her by those of our readers conversant with marine architecture will well repay them, as we consider her one of the finest models of modern tmprove- ment in shipbuilding that we have secn for along tlhe.
