Knowing the interest you take in Mexican affairs gives me pleasure to inform you that the condition of things at large continues to improve in this coun- try, although slowly and with some difficulties, Un- fortunately we have yet, now and then, some military mutinies which, although easily sub- dued, cause us trouble and continue to character abroad.
