He appealed, therefore, to the clemency of the House to remit the fine and Jet the map go home to his family. Mr. LAWRENCE, (rep, of Ohio, chairman of the Committee on the New York Election Frauds, said Bhat he had no anxiety about the case, but that he did pot think the House ought, under the circum- stances, to release the witness, because it would encourage other witnesses to defy in the same man- ner the aay of the House. He thought that the House Sane atleast to have Scannel’s affidavit of his inability to pay; but he understood that he had been a member of the Common Council of the city of New York, and he had no doubt that all the mem- bers of that Council either were rich or bad means of ee tich. Mr. Dickey, (rep.) of Pa., remarked that Mr. Scannel had said the committee might send him to the Tombs, but could not make him answer, Mr. KERR, dem.) of Ind., said that all the conver- sation with the witness on that subject had been of @ pleysant character, and that the witness had mani- fesied no contumacy or determjnation to disobey either the committee or the House. Mr. KELLEY said he would like to know whether the witness could not pay the fine by mortgaging his trotting horse here, for which he understood he had been offered $14,000, (Laughter.) Mr. Rostnson, (dem.) of N. Y., referring to Cur- ran’s description of an informer as “one who is put im prison til he rots and is then dug up asa wit 33 Wo offend the nostrils of all decent people,” declared that if he haa been in the position of Fecannel they might bury him im the crypt in the lower recesses of the Capito! butiding, or might cut him into inches, he would not reveal that which he had received in confidence. That was the explanation of this case, and he trusted it would be a satisfactory one. Mr. LAWRENCE, of Ohio, said that if Mr. Brooks ‘would present to the House an affidavit of Scannel, declaring that he was unable to pay the costs of his arrest without injury to himself or family, he would interpose no objection to the resolution. Mr. DAWES, (rep.) of Mass., argued against the resolution. If the House wanted the Committee on the New York Election Frauds to prosecute its in- vestigations he did not see anything in the demeanor of the witness that would lead him to place any confidence even in his aifidavit. These costs have been incurred through the fault of the witness and he should be made to pay them. In the further course of the discussion Mr. Books spoke of the witness as a plain workingman. Mr. Dickey inquired whether it was usual for plain workingmen in New York to wear diamonds. (Laughter.)
